The Re-Bel initiative does not aim to produce one programme or manifesto to which everyone involved could subscribe. Its ambition is rather to provide a fertile intellectual environment in which new ideas and promising initiatives of all sorts can germinate and develop, with a concern for their relevance to a thorough reform of Belgium's institutions, but also to the institutional design of other complex polities, most obviously the European Union. The Re-Bel initiative involves scholars from all Belgian universities, runs a web site, publishes e-books and organizes workshops and public events. It intends to associate to its activities both foreign colleagues and the Brussels-based international community. The working language will usually be English. The Re-Be initiative is supported by the University Foundation, which will host all its activities. The University Foundation was founded in Brussels in 1920 at the initiative of Herbert Hoover and Emile Francqui. One of its missions, also central in the Re-Bel initiative, is to foster fruitful contacts and collaboration between academics of all Belgian universities.

In applying this law, the Supreme Court of the Republic of Indonesia, in the Nine AM v. PT Bangun Karya Pratama Lestari judgment, annulled a loan agreement because it was considered in violation of the language require- ment. Although this judgment claims to strengthen the use of the Indonesian language in contracts, it underscores the potential risk of voidance foreign parties face when they enter into agreements drafted in foreign languages with Indone- sian counterparties. On the other side of the hemisphere, the Court of Justice of the European Union in Anton Las v. PSA Antwerp NV and New Valmar BVBA v. Global Pharmacies Partner Health Srl drew the public’s attention to the obligation to use Dutch in employment contracts and company documents as imposed in the Dutch- speaking region of Belgium. Despite Indonesia and Belgium being geographically far from each other, the abovementioned judgments underline the phenomenon that national language still influences cross-border legal relationships.

Standardization is not a linguistic change affecting large areas of groups and peoples simultaneously and to the same extent, but an ongoing change affecting certain areas and certain groups of people in different ways. In this paper we intend to analyze the growth and the development of Dutch in Flanders, i. e. the part of Belgium (occupying 43 Vo of the national territory and compris- ing 57Vo of the population) where Dutch is the sole official language.l Dutchspeaking inhabitants of bilingual Brussels are also part of this community but there are no official figures as to the number of Dutch and French speakers in the capital (information concerning the complicated linguistic make up of Brussels is to be found in De Vriendt & Willemyns 1987). Flanders shares its official language with Belgium's northern neighbour, the Nether- lands. After a historical survey, this paper will focus on standardization after Belgium's independence (1830) and the present-day standardization processes; finallywe shall turn to the language situation of Brussels, since this city is considered to have a considerable impact on the linguistic evolution in Belgium. 1. Historical Survey 1.1. Unlike some other Germanic languages there are only a few written records of Dutch before the 12th century. Although there is no doubt that Dutch was used in writing earlier than then, we have to wait until the second half of the 13th century to see the beginning of an uninterrupted written tradition.2 What is clear from this early period is the contrast between an eastern and a western variety and since the overwhelming majority of all texts produced had western features it is certain that the language of the west prevailed.

    Dutch Roland Willemyns Vrije Universiteit Brussel, Belgium 1. Introduction Even as of today the famous medieval animal epic Van den Vos Reynaerde (‘Reynard the Fox’) is still considered by many critics to be the most outstanding piece of literature ever written in Dutch. It was originally created during the thirteenth century in the County of Flanders, the southwestern part of the language territory, and consequently, it was written in Flemish, the then most prestigious variety of Dutch. In present day Standard Dutch, though, Flemish is not the most prominent component anymore. Yet, it certainly has contributed massively to the codiªcation and elaboration of the Dutch language. In the present article I will analyze the (extra-)linguistic factors that account for this evolution. Dutch is the/an o¹cial language of three countries: Belgium, The Netherlands and Surinam. As far as the standardization process is concerned, the evolution in the latter country is not relevant and will, consequently, not be discussed here. For the same reason I will not go into the situation in the Dutch overseas territories known as The Antilles (i.e. Aruba, Bonaire, Curaçao and some smaller islands in the Caribbean). The Kingdom of Belgium (10 million inhabitants) is a trilingual and federal country, consisting of four diŸerent language areas: the Dutch speaking commu- nity (called Flanders; 58% of the population), the French speaking one (called Wallonia; 32%), the small German speaking community (0.6%) and the Dutch- French bilingual community of Brussels (9.5%). Since regional governments have legislative powers the frontiers of their jurisdiction, being language borders, are deªned in the constitution (TreŸers and Willemyns 2002).

A little bit of history In the Middle Ages: the County of Flanders and, to a much lesser extent, the Duchy of Brabant, are bilingual Dutch (Low- Franconian)/French (and/or Picardian). In, e.g, Kortrijk/Courtrai half the population was French-speaking. There is a rich medieval literature in Dutch, predominantly from Flanders and Brabant. From 1568: War of independence against Spanish Habsburg, successful in the North. From 1600 onwards: the newly founded Republic of the Seven United Netherlands becomes an economic and political superpower and by far the most prosperous country in Europe. Grammarians like Spieghel create a supra-regional language. The bible translation (Statenbijbel) of 1637 is of great influence on the language. In the South: 1585 Fall of Antwerp to the Spanish army. Definitive separation of the North and the South. A prosperous part of the population flees to the North. Recatholicization, empoverishment, foreign domination in the South. French becomes more and more dominant from ± 1700 onwards.
