Doctoral Dissertations. 466. https://opencommons.uconn.edu/dissertations/466 Rough and Ready Relief: American Identity, Humanitarian Experience, and the Commission for Relief in Belgium, 1914-1917 Thomas David Westerman, Ph.D. University of Connecticut, 2014 This dissertation examines a group of American men who adopted and adapted notions of American power for humanitarian ends in German-occupied Belgium with the Commission for Relief in Belgium (CRB) during World War I. The CRB, led by Herbert Hoover, controlled the importation of relief goods and provided supervision of the Belgian-led relief distribution. The young, college-educated American men who volunteered for this relief work between 1914 and 1917 constructed an effective and efficient humanitarian space for themselves by drawing not only on the power of their neutral American citizenship, but on their collectively understood American-ness as able, active, yet responsible young men serving abroad, thereby developing an alternative tool—the use of humanitarian aid—for the use and projection of American power in the early twentieth century. Drawing on their letters, diaries, recollections as well as their official reports on their work and the situation in Belgium, this dissertation argues that the early twentieth century formation of what we today understand to be non-state, international humanitarianism was partially established by Americans exercising explicit and implicit national power during the years of American neutrality in World War I. -

THE IMPACT OF THE EXTENSION OF THE PEDESTRIAN ZONE IN THE CENTRE OF BRUSSELS ON MOBILITY, ACCESSIBILITY AND PUBLIC SPACE Imre Keserü, Mareile Wiegmann, Sofie Vermeulen, Geert te Boveldt, Ewoud Heyndels & Cathy Macharis VUB-MOBI – BSI-BCO Original Research EN Since 2015, the Brussels pedestrian zone has been extended along boulevard Anspach. What impact did this have on travel and visiting behaviour, the perceived accessibility of the centre, and the quality of its public space? Brussel Mobiliteit (Brussels Capital Region) commissioned a large-scale follow-up survey to VUB-MOBI & the BSI-BCO to answer this question and monitor the effects before and after the renewal works. Brussels Metropolitan Area (BMA) inhabitants, city-centre employees and pedestrian zone visitors were questioned. This paper presents the most important findings from the 4870 respondents of the pre-renewal survey. A more detailed analysis will be available in the full research report (forthcoming, VUB-MOBI – BSI-BCO & Brussel- Mobiliteit). In general, more respondents were in support of a car-free Blvd Anspach than against it. Most visitors go to the new pedestrian zone for leisure-related purposes. Overall, the users are also mostly regular visitors, including inhabitants of the city centre and other Brussels inhabitants. In terms of appreciation of public space, the most problematic aspects are cleanliness and safety concerns whether during the day or by night. Furthermore, 36% of the BMA respondents stated that the closure for cars has influenced their choice of transport when going to the city-centre. Many of them use public transport more often. Lastly, the authors put forward recommendations to improve the pedestrian zone considering the survey’s results. -

On the occasion of this special memorial, the board of directors have taken the chance to look over the first century of the Foundation's ex- istence and launch a significant research project looking into the institutions archival collection. This archival corpus encompasses documentation produced by the first three incarnations of the foundation. The first, the Commission for Relief in Belgium, was established in 1914 and continued its work up until 1920. -

Congrès AFSP 2009 Section Thématique 39 Mobilisations Ethnolinguistiques en Europe Axe Sandrina Ferreira Antunes (Universidade do Minho /Université Libre de Bruxelles) [email protected] ou [email protected] Ethno-linguistic mobilization in Belgium: the Flemish case Belgium and its ethno-linguistic mobilizations: the reasons why The difficult task of tracing the paths of the ethno-linguistic mobilization in Belgium would imply telling the long and tortuous story of a nation-state building process called Belgium. And if, adding to that, we chose to elaborate on the Flemish ethno-linguistic mobilization, it would then lead us directly into the colorful details (or not) of an ethnic nation striving for political, cultural and linguistic recognition, as well as looking for economic growth within a sui generis federal asymmetric state (Wilfried, 2002: 67). Belgium resolves mainly around ethno-linguistic clashes that have been going on since its foundation in 1830 and which opposes two antagonistic regional nationalisms: the Flemish regional nationalism on the northern side of the country and the Walloon nationalism on the southern side of the country. The curious thing is that today’s overwhelming linguistic cleavages between Francophones (people living in Wallonia and speaking the French) and the Flemings (people living in Flanders and speaking the standardized Dutch) was not in fact the primary opposition between when Belgium came to existence in 1830 (Béland and Lecours, 2008: 160). In fact the main cleavages of nineteenth century Belgium were religious and class-based, rather than linguistic. Indeed, immediately after independence, the country was permeated by tension between clericalism and anti-clericalism leading to a crystallization of political and social life around Liberal and the Catholic pillars. -

Hughes: Branding Brussels Musically: Cosmopolitanism and Nationalism in the Interwar Years (Under the direction of Annegret Fauser) In Belgium, constructions of musical life in Brussels between the World Wars varied widely: some viewed the city as a major musical center, and others framed the city as a peripheral space to its larger neighbors. Both views, however, based the city’s identity on an intense interest in new foreign music, with works by Belgian composers taking a secondary importance. This modern and cosmopolitan concept of cultural achievement offered an alternative to the more traditional model of national identity as being built solely on creations by native artists sharing local traditions. Such a model eluded a country with competing ethnic groups: the Francophone Walloons in the south and the Flemish in the north. Openness to a wide variety of music became a hallmark of the capital’s cultural identity. As a result, the forces of Belgian cultural identity, patriotism, internationalism, interest in foreign culture, and conflicting views of modern music complicated the construction of Belgian cultural identity through music. By focusing on the work of the four central people in the network of organizers, patrons, and performers that sustained the art music culture in the Belgian capital, this dissertation challenges assumptions about construction of musical culture. -

THE SUSTAINABILITY OF (CON-)FEDERAL BELGIUM Prof. Dr. Lieven De Winter Université Catholique de Louvain – Hogeschool Universiteit Brussel INTRODUCTION Since the aftermath of the June 10 2007 general elections, Belgium seemed to be moving into a crucial, and maybe final, phase of its community conflict. In 2007 it took 193 days to form an (interim) government. In the following 12 months, three new governments were formed. At the June 13 2010 general elections, nearly half of the Flemish voted for independist parties and the N-VA became the largest party of the country, while all Francophone parties generally defended the federal status quo. Eventually it took 541 days to form a new federal government, breaking the Dutch European record (208 days in 1977) and Cambodja‟s world record (353 days in 2003). The reasons for these long formations are due to profound differences between Dutch and French speakers on the future shape of the Belgian state. Apart from the three independist Flemish parties, some mainstream Flemish parties also threatened to blow Belgium up if the Francophones would not abandon their defence of the status quo, and these threats were widely endorsed by the Flemish media. In the Francophone media and parties, strategies were discussed as to how the Francophones should react in such a regime crisis, and whether a “residual” Belgium (Wallonia and Brussels) would be viable. The 2011 Di Rupo government agreement envisages another great reform of the federal state, misleadingly called by some the arrival of confederalism. The success of this new mega compomis des Belges will not really depend on its inherent institutional logic and efficacy, but mainly on the size of the success of the main Flemish-Nationalist party, the independist Nieuw-Vlaamse Alliantie, at 2012 September local elections, and more importantly, at the June 2014 federal and regional elections.
