Many of these efforts are focused on oil shale, which the country has been using for almost a century and which meets 70% of its energy demand. While it provides a large degree of energy security, oil shale is highly carbon-intensive. The government is seeking to lessen the negative environmental impact by phasing out old power plants and developing new technologies to reduce significantly CO2 emissions. The efforts on oil shale complement Estonia’s solid track record of modernising its overall energy system. Since restoring its independence in 1991, Estonia has fully liberalised its electricity and gas markets and attained most national energy policy targets and commitments for 2020. It has also started preparing its energy strategy to 2030, with an outlook to 2050. Estonia is also promoting energy market integration with neighbouring EU member states. The strengthening of the Baltic electricity market and its timely integration with the Nordic market, as well as the establishment of a regional gas market, are therefore key priorities for Estonia. Following its accession to the Organisation for Economic Co-operation and Development (OECD) in 2010, Estonia applied for International Energy Agency (IEA) membership in 2011.

    PLACE NAMES ABOUT LIFE BY THE SEA – AN ARCHAEOLOGICAL PERSPECTIVE ON THE ESTONIAN-SWEDISH LANDSCAPE Kristin Ilves Abstract: No toponym has come from nothing and there has always been a link between a place and its name. When it concerns the past, it is a scholar’s task to explore this connection. The article discusses Estonian-Swedish maritime place names from an archaeological perspective, and is based on the premise that research into toponyms should depart from the principle that the scholar tries to reconstruct the name giver’s viewpoint. The article deals with two main topics: the meanings of place names related to the Estonian Swedes’ possible practical use of the coast and sea, and, more importantly, to the possible function of place names as indicators of archaeologically interesting maritime locations. Also, the question of the dating of place names will be touched upon. The perspectives of different place names as indicators for locating landing sites will be analysed at length. Key words: archaeology, Estonian Swedes in Noarootsi/Nuckö, landing sites, maritime place names, toponymy. INTRODUCTION It is relatively tempting to assume that every place in a landscape has a name or, at least, has had one. But the truth is that this is not and has not always been the case. For example, not every hill depicted on the surprisingly accurate 17th-century village maps has a designation, in the same way that not every field has a name known by the people inhabiting my home village today. Similarly to various habitation territories, and mainly in conformity with the situation of subsistence and economy in the area, but possibly also owing to other, cognitive factors, which may have had a role in the choice of settlement area (see further Lang 1999, Vedru 2002), people have named places departing from the same principle throughout the history of mankind.

Valdade (1970–1989~91 ka külanõukogude) nimed on antud ilma liigisõnata. Praegused haldusüksuste nimed on poolpaksus kirjas , kihelkonnanimed on *tärniga. Teises tulbas on osutatud, millisesse kihelkonda kuulus omaaegne mõisavald ning millises maakonnas oli/on üksus 1922., 1939. ja 2017. a. Kolmandas tulbas on kohanimeandmebaasis kasutatav lühend. Märkuste lahtris on toodud viited haldusüksuse loomise, ümbernimetamise või likvideerimise kohta (allikaks Uuet 2002, Ajalooarhiivi andmebaas ja KNABi jaoks kogutud andmed). Mõne enne 1890ndaid olnud valla liitmise aeg ei ole teada, sel juhul on märkuses vaid XIX saj (vahel on tegu olnud pooliseseisva vallaga). Valdade tinglikuks algusajaks on 1866, kuid enamik valdu oli teises staatuses olemas juba varem. Tingmärgid: > liidetud millegagi, < lahutatud millestki, ^ ümber nimetatud v endise nimega. Lühend krkv = kirikuvald. Üksuste omavahelisi piirimuutusi ei kajastata. Põhitabeli järel on lühendite, samuti omaaegsete saksa- ja venekeelsete nimede register. Haldusüksused, mille lühendeid pole antud, kirjutatakse kohanimeandmebaasis täielikult välja, lisades sünonüüminumbri vastavalt tabelile, kui see on antud (nt Atla2, Jõgisoo1 ). The list contains names of administrative units of Estonia from the period 1866–2017, from 1950 through 1970 only urban municipalities are included. The names of rural municipalities are written without a generic term ( "vald" ). The names of current administrative units are in bold , the names of ecclesiastical parishes are marked with an *asterisk.
