Appraisals filed supplement to the minutes, page 18,730 RESOLUTION-REGENTS' SCHOLARSHIPS At the request of the Civil Service Committee and on the recommendation of the Vice President, Business Administration, and the President, voted to approve the following resolution: Whereas the Regents' Scholarship Program, which permits a limited number of University Civil Service employees to take one or two Univer- sity courses per quarter related to their work or promotional possibilities, has met with enthusintic interest among employees and administrators and has repeatedly attained its objectives of improving employee per- formance and of retaining highly qualified employees; and Whereas because of the demonstrated values of the program and the rapidly increasing numbers of Civil Service employees, the Civil Service Committee has had more worthy applicants than it has been able to accommodate within the limits of the numbers of scholarships available, which has worked to the disadvantage of the employee development and performance objectives of the program and has discouraged employees from applying; and Whereas rapid technological advances in many types of work have increased the need for employee development and retraining; and Whereas the present state of the labor market and the disadvantages that the University faces in recruiting make the Regents' Scholarship Pro- gram an important aspect of its recruiting program for technical, profes- sional, supervisory, and management employees; LVhereas the administration of the Regents' Scholarship Program should be made as effective and efficient as possible; and Whereas a Regents' Scholar never displaces a tuition-paying student or causes the addition of class sections, the only cost of the Regents' Scholarship Program is the time employees are permitted away from work to attend class, which has been a maximum of six hours per week; be it hereby Resolued, That, in order to maximize the values of the Regents' Scholarship Program in recruiting and retraining competent employees and in upgrading the services they render and the operations they manage, henceforth the number of scholarships which may be awarded may be equi\~alentto not more than an average of two per cent of the employee population per academic quarter rather than the fixed numbers heretofore approved, but the maximum paid time off to attend class shall be not more than three hours per week rather than the six hours per week heretofore permitted.

Williamson, Dean of Students, discussed the topic "The Changing Relationships Between Universities and Their Students," putting particular emphasis on the organization of the Office of the Dean of Students and how that organization is used in dealing with the problems of student relationships. TEN-YEAR BUILDING PROGRAM Professor William F. Hueg, Assistant Director, Agricultural Experiment Station, reviewed the Ten-Year Building Program for the Fruit Breeding Farm and the Landscape Arboretum, Excelsior. BUDGET The President discussed the proposal for the preparation of the 1966-67 budget. GROUP INSURANCE AND RETIREMENT PLANS Voted, on the recommendation of the Vice President, Business Administration, and the President, to approve the following changes in the Group Insurance and Faculty Retirement Plans, effective July 1,1966: 1. That the $12,000 Group Life Insurance shall be increased to $20,000 for all eligible staff members; such insurance shall be reduced $1,500 each year beginning at age 61 until age 65 at which point it shall remain at $12,500 until retirement. 2. That the University's annual contribution toward faculty retirement shall be increased from 2M% of the first $5,000 of gross annual salary plus 9% of such gross annual salary in excess of $5,000 5 2%% of the first $5,000 of gross annual salary plus 10% of such gross annual salary in excess of $5,000. 3. POLICY ON PSYCHIATRIC EXAMINATIONS The President presented a draft of a proposed Regents' Policy on University Hospital Psychiatric Examination for Criminal Defendants. After lengthy discussicn, voted to defer action on the above policy statement pending a study of the implications of liability of the University because the patient is admitted in accordance with the stated University policy.
