JOB NO. 17-017 City of Manhattan Beach invites applications for the position of Battalion Chief It is the mission of the Manhattan Beach Fire Department to preserve life, property, and the environment through decisive action, strong leadership, teamwork, and dedicated community partnerships. Within its 3.89 square miles encompass an impressive array of housing, recreation, public service, and transportation opportunities. In addition to its popular coastline, the community is home to large numbers of Tourist and family-oriented events, such as Manhattan Beach Open volleyball, the International Surf Festival, Hometown Fair, Concerts in the Park, Pumpkins Races, and Holiday Fireworks to name a few. The City also has an award winning school district that has attained national recognition. The Manhattan Beach Unified School District has five elementary schools, one middle school and one high school that serve the community. Our Fire Department he Manhattan Beach Fire Department’s responsibilities include fire T suppression, emergency medical services, emergency preparedness, public education, fire inspections, plan checks, permits and code enforcement. The Fire Department consists of two fire stations and thirty career Firefighters who are trained to provide the highest level of fire, medical and rescue assistance. The firefighters work a 48/96 work schedule. That means two 24-hours shifts or days in a row followed by 96-hours or four days off. Each shift begins at 8:00 AM and end at 8:00 AM the following day. This schedule averages a 56-hour workweek. We are a three-platoon department, and each firefighter is assigned to one of three shifts, A, B, or C Shift. The stations are staffed 365 days a year. The Manhattan Beach Fire Department has a constant staffing policy that requires staffing nine firefighters per shift; a Battalion Chief, two Fire Captains, two Fire Apparatus Engineers, and four Firefighters. All firefighters below the rank of Battalion Chief are required to be Los Angeles County licensed paramedics. A successful candidate will be an inspirational and engaged leader who creates a sense of unity through a shared common vision and by way of trust, credibility, collaboration, and teamwork. An involved, supportive, and progressive management style with excellent strategy and tactical skills are necessary. Additionally an inclusive and modern approach to leadership, which incorporates training, development, and mentorship within the organizational culture, is also a requirement. Strong administrative, finance, and budget management skills are highly desirable. The ideal candidate will possess a good knowledge of fire services including: suppression, prevention, training, emergency management, and emergency medical services. Reinforcing regional partnerships with neighboring South Bay cities will be another area of importance within the Department’s immerging strategic plan. Minimum Qualifications: Associates Degree from an accredited college in fire science or a related field is required. Bachelor’s Degree is highly desirable. Five (5) years of experience as a Firefighter or Fire Engineer is required with two (2) years of full- time sworn experience at the rank of Fire Captain, Chief Officer or above and be currently employed in that position. Federal Emergency Management Agency (FEMA) ICS 100, 200, 700, and 800 trainings are required. Licenses, Certificates, and Special Requirements: Completion of California State Fire Marshal Chief Officer Certification within 24 months of appointment. Completion of current educational requirements for CICCS (California Incident Command Certificate System) Strike Team Leader within 12 months of appointment. Valid Class C California driver’s license with acceptable driving record and proof of auto insurance in compliance with the City’s Vehicle Insurance Policy standards is required. Be available to work extended hours and shifts and be available for call-back status for and during emergencies. As a condition of appointment, candidates appointed to this classification who do not possess a Bachelor’s degree will agree to a career development plan set by the Fire Chief prior to appointment. In accordance with California Government Code Section 3100, City of Manhattan Beach employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.
