BATTALION CHIEF 1104 NATURE OF WORK This is administrative and supervisory work assisting the Fire Chief and Deputy Chief of Operations in commanding and coordinating the activities of the Fire Suppression Division. The Battalion Chief is responsible for the command and control of all on duty fire suppression personnel, both full time and paid on call. The Battalion Chief will direct the work of subordinate fire officers and fire fighters working out of all the City of St. Cloud’s fire stations. Work involves the responsibility for directing and coordinating the activities of multiple fire companies. Work is performed with considerable independence under the general supervision of the Deputy Chief of Operations and the Fire Chief. Although normal fire fighting command work is part of the duties, emphasis is placed upon the responsibility for assisting in the development, execution, and review of departmental policies. A position of this class can be assigned responsibility for planning and coordinating policies, procedures, and activities in training, building maintenance, or equipment maintenance. Work is reviewed through occasional inspection, review of reports, and evaluation of the department's performance. EXAMPLES OF WORK (Any one position of this class may not include all duties listed, nor do listed examples include all duties that may be found in positions of this class.) 1. Plans work schedules for shift and makes assignments so each employee has a clear understanding of duties assigned and the level of performance expected. Plans and coordinates activities between stations. Directs and assigns employees, as required, to efficiently carry out all fire department operations and programs. -
Cosumnes Fire Department History
COSUMNES FIRE DEPARTMENT HISTORY The rich history of the Cosumnes Community Services District (District) dates back 127 years to the establishment of three districts: the Elk Grove Fire Protection District (1893), the Galt Fire Protection District (1921), and the Elk Grove Recreation and Park District (1936), which combined in two phases. In 1985, the Elk Grove Fire Protection District and Recreation and Park District merged to form the Elk Grove Community Services District. The Galt Fire Protection District merged with the Elk Grove Community Services District in 2006 to form today’s District, which takes its name from the nearby Cosumnes River. The following is a chronological history of the Cosumnes Fire Department, with the Elk Grove and Galt’s Fire Department’s history listed prior to the merger. ELK GROVE FIRE DEPARTMENT 1892 – 2006 • After a series of fires destroyed all but two buildings on Main Street in 1892, a group of citizens who started the Elk Grove Water Company, constructed an 80-foot water tower on Elk Grove Boulevard. The tank held 45,000 gallons of water, and 3,500 feet of water main was laid east and west on Elk Grove Boulevard, and five fire hydrants were installed. The Elk Grove Water Company conceived the idea of forming a Fire Department. • In 1893 the Elk Grove Fire Department was founded with a single hose cart and a small group of dedicated volunteers. • In 1897 a hose cart shed, hose drying tower, and fire bell were installed to alert the volunteer firefighters, special ordered from San Francisco. It was erected in the hose-drying tower located east of the Southern Pacific Depot. -

The Village of Tequesta Fire Hydrants (FAQs) Fire hydrants are designed to provide water for fire suppression purposes. Fire hydrants in the Village of Tequesta are owned and maintained by the Village of Tequesta Utility Department and are strategically placed to provide the best water protection available. Having a good water system allows the Village to have a better Insurance Services Office rating. ISO inspectors also review the accessibility, condition and maintenance of fire hydrants. The better the ISO rating we receive the better insurance rates that are available to homeowners. The State Fire Marshal per Florida Statute adopts the Florida Fire Prevention Code NFPA 1 every 3 years. Chapter 18.1 provides requirements for fire department access and water supply. Section 18.3.4.1 states, "Fire hydrants and connections or other approved water supplies shall be accessible to the Fire Department". It consists of an introduction, definition of the Operational Category and the occupational group, organizational level definitions, rating scales to be applied to Fire Chief and Detachment Fire Chief positions and the plan to be used to determine the level of other positions in the Firefighters Group. Point rating is an analytical, quantitative method of determining the relative values of jobs. Point-rating plans define characteristics or factors common to the jobs being evaluated, define degrees of each factor and allocate point values to each degree. This plan is the best method to evaluate jobs of Fire Chief and Detachment Fire Chief. The total value determined for each job is the sum of the point values assigned by the raters. All methods of job evaluation require the exercise of judgement and the orderly collection and analysis of information in order that consistent judgements can be made. The point-rating method facilitates rational discussion and resolution of differences in determining the relativity of positions. Factors Used to Evaluate Fire Chief and Detachment Fire Chief Positions The combined factors may not describe all aspects of jobs. They deal only with those characteristics that can be defined and distinguished and that are useful in determining the relative worth of jobs. -

We had many accomplishments and should be proud of our growth. We took a department that was in a good place and made it extraordinary. We continue to be an example for other departments to follow. As I have said it’s easy to be great once but the real challenge is being great all the time. We must, as an organization, keep our foot on the pedal and continue to grow and develop our people and our organization. Our goal at the LaGrange Fire Department is to continuously exceed the expectations of the community and our stakeholders. In 2019 we reached three major milestones. We added a fifth fire station that will provide quicker response to the northwest quadrant of the city. We added a training center that meets all our training needs. We maintained our ISO classification of 2 during our last audit. To have these two additions to our department within a single year is exceptional and to maintain our ISO classification was monumental. Each of these milestones helps us provide a better service for the citizens of LaGrange. -

2010-2011 SANTA CLARA COUNTY CIVIL GRAND JURY REPORT FIGHTING FIRE OR FIGHTING CHANGE? RETHINKING FIRE DEPARTMENT RESPONSE PROTOCOL AND CONSOLIDATION OPPORTUNITIES Introduction With police and fire department expenses constituting the majority share of city budgets, the public may well wonder what public services will be left if these agencies remain entrenched in old service and old cost structures. Our communities are deeply rooted in public safety traditions. But particularly in light of the economic difficulties Santa Clara County (SCC) and its constituent cities face—both now and in the foreseeable future— taxpayers can no longer afford to fund the status quo. Therefore, and in light of complaints that it is common to see fire departments over-deploy multiple firefighting apparatus in response to non-life-threatening medical emergencies, seemingly a waste of taxpayer dollars, the Grand Jury focused its inquiry on exploring change in fire departments. Town and city managers (collectively CMs) and fire chiefs were interviewed to understand how changes to response protocol or various forms of consolidation had been considered to improve effectiveness and reduce cost. The Grand Jury found that, if considered at all, changes had not been implemented. However, CMs and fire chiefs generally agreed that fire department operations as currently configured are unsustainable. All agreed, in principle, that fire departments should rethink their response protocols—which are based on an historically fire-oriented model that does not match today’s overwhelmingly medical-based demand for emergency services. CMs and fire chiefs also agreed that opportunities for consolidation warrant a closer look, particularly since fire departments throughout the county deliver the same services in much the same ways. -

Emergency services: fire engines. Existing law, the State Assistance for Fire Equipment Act, authorizes the California Emergency Management Agency to acquire new or used firefighting apparatus and equipment and to resell it to local agencies providing fire suppression services. This bill would require the Secretary of California Emergency Management to acquire 131 fire engines to augment its existing fleet and to assign the fire engines to governmental fire protection agencies in this state pursuant to a written agreement containing specified terms. This bill would allow a local agency, as defined, to donate its used fire engines in exchange for receiving a priority in assignment of the new fire engines acquired by the secretary, and require the secretary to make those donated fire engines available to a fire suppression agency that serves a rural area or community. This bill would make an appropriation by transferring specified funds from the Federal Trust Fund to the secretary for the purposes of these provisions, to the extent authorized under federal law. 99 AB 1128 — 2 — The bill would express the Legislature’s intent to create and fund an expenditure plan for the California Department of Forestry and Fire Protection to replace, augment, and upgrade its fire engine fleet and its emergency equipment. -
