Lain tultua hyväksytyksi tämä sama väestön osa alkoi vaatia itsel- leen saamelaisten statusta. Tästä lähtien keskustelu on jatkunut ja herättänyt voimakkaita tunteita. Keskeinen kysymys on ollut etninen rajankäynti saamelaisten ja muun paikallisen väestön välillä. Taustalla voidaan nähdä paikallisyhteisöjen pelko, että saamelaisten asemaa vahvistavat toimen- piteet johtaisivat muut poissulkeviin oikeuksiin hyödyntää paikallisia resursseja. Tähän liittyvät erityi- sesti valtion saamelaisalueella hallitsemien maiden tulevaa omistusta koskevat kysymykset. Paikallisen pääväestön vastamobilisaatio perustelee vaatimuksiaan julistautumalla muinaisten lappalaisten jälkeläisiksi. Tästä on kehittynyt syvä erimielisyys etnisyyden luonteesta: tulisiko sen perustua olemassa olevaan kulttuuriseen kompetenssiin ja yksilötasolla kyseisen ryhmän hyväksyn- tään vaiko hyvinkin kaukaiseen sukuhistoriaan? Kulttuuristen kontaktien pitkästä historiasta johtuen huomattavalla osalla väestöä on saamelaisia sukujuuria. Myös taustaltaan täysin suomalainen väestö voi tähdentää pitkäaikaista, jopa 1600-luvulle yltävää asutus- ja elinkeinohistoriaansa. Elinkeinoihin ja kulttuuripiirteisiin perustuvat luokittelut eivät kuitenkaan välttämättä ole etnisiä. Esimerkiksi tilal- liseksi hakeutuminen on ollut myös saamelainen selviytymisstrategia. Vastamobilisaatio on käynnistänyt voimakkaan diskursiivisen hyökkäyksen tiedotusvälineissä. Se vaatii etnisten rajojen uudelleenmäärittelyä ja pyrkii rekonstruoimaan tiettyjä historiallisia, etnisiä ja jopa myyttisiä kategorioita. Tässä rekonstruoinnissa lappalaisen käsitteellä on keskeinen rooli. Lappalainen on saamelaisista käytetty vanha nimitys. Alun perin sillä oli konkreettinen juridinen sisältö. Vähitellen tämä sisältö kuihtui pois ja sana jäi ’kodittomaksi’ kun saamelaisen käsite otettiin käyttöön. Nyt vastamobilisaatio on ottanut tämän vanhan nimen käyttöönsä uudessa merkityksessä. Pohjoisen paikalliset asukkaat ovat alkaneet määritellä itseään lappalaisiksi esittäytyen todellisena alkuperäiskansana. ’Uuslappalaisen’ käsitteen sisältö jää kuitenkin epäselväksi. Joissakin yhteyksissä se viittaa kaik- kiin syntyperäisiin asukkaisiin, joskus taas muinaisten lappalaisoikeuksien väitettyihin perillisiin. Alkuperäisyyden käsite jää yhtälailla riidanalaiseksi. Tämän tutkimuksen tulkinnan mukaan se viittaa rajamaan ideologiana tunnetun ajattelutavan erityiseen suomalaiseen muotoon. After the legislation was adopted, these same people started to claim Sámi status for themselves. Since this, the debate has continued and emotions are running high. The central issue concerns the ethnic border between the Sámi and the main local population. In the backgroud we can see the fear of the local communities that any kind of strengthening of the Sámi status could be the fi rst step towards exclusive Sámi rights concerning the utilization of local resources. Specifi cally, it seems to be expectations about the future ownership of the state-managed land within the Sámi Area that are behind all this. The counter mobilization of the main local population justifi es its demands by declaring them- selves to be descendants of the ancient Lapps. This has grown into the basic disagreement about the nature of inherited ethnicity: should it be based on prevailing cultural competence and acceptance by the group itself, or occurences of family history, which may be very remote? Produced by the long history of cultural contacts, a remarkable proportion of the population has elements of Sámi ancestry. In addition to this, the population of totally Finnish background can emphasize their long history of settlement and livelihood dating back to the 1600s. However, categories based on livelihoods and cultural traits are not necessarily ethnic. For example, it has been a Sámi strategy of survival to enter farming. The counter mobilization has launched a powerful discoursive attack in the mass media. It de- mands a redefi nition of ethnic borders and endeavors to reconstruct certain historic, ethnic and even mythic categories. The notion of Lapp has a central role in this reconstruction. Lapp is the old name for the Sámi. Originally it had a concrete judicial content. Gradually, this content withered away and the word remained ‘homeless’ when the notion of Sámi was introduced. Now, the counter mobilization has put this old name to use again in a new meaning. The Northern local inhabitants have started to defi ne themselves as Lapps, and they present themselves as the true northern indigenous people. The concrete content of the new term ‘Lapp’ remains unclear. In some contexts it refers to all in- habitants that are local by birth. Sometimes it seems to mean the claimed heirs of the ancient rights of the Lapps. The content of indigenity remains equally disputable. According to this study, it refers to a specifi cally Finnish variant of the frontier ideology. The aim was therefore to investigate how Saminess and Sami identity is formed and specifically the way the Sami community transfers the identity. Semi structured interviews were conducted and the material was analyzed by the use of a thematic analysis. In the analysis of the material, four main themes were : Transfer of Sami heritage over generations, Sami identity, Expressions about being Sami and Sami attributes. The theoretical framework consisted of Postcolonial theory and theoretical concepts of identity. The main findings showed that the traces of colonialism is still present in the identity-formation of the Sami people and that there is a strong silence-culture related to the experiences of colonial events which consequently also have affected the intergenerational transfer of Saminess and Sami identity. Furthermore, the will to reclaim the Sami identity, heritage and the importance of a sense of belonging is strongly expressed by the participants. This can in turn be seen as a crucial step for the decolonization process of the Sami population as a whole.

The indigenous rights therefore differ in each country. Finlands Sami policy may be described as accommodative. The accommodative Sami policy has had two consequences. Firstly, it has made Sami collective issues non-political and has thus change focus from previously political mobilization to present substate administration. Secondly, the depoliticization of the Finnish Sami probably can explain the absent of overt territorial conflicts. However, this has slightly changes due the discussions on implementation of the ILO Convention No 169. Swedish Sami politics can be described by quarrel and distrust. Recently the implementation of ILO Convention No 169 has changed this description slightly and now there is a clear legal demand to consult the Sami in land use issues that may affect the Sami. The Reindeer herding is an important indigenous symbol and business for the Sami especially for the Swedish Sami. Here is the reindeer herding organized in a so called Sameby, which is an economic organisations responsible for the reindeer herding. Only Sami that have parents or grandparents who was a member of a Sameby may become members.

Laponia, consisting of previously well-known national parks such as Stora Sjöfallet and Sarek, obtained its World Heritage status in 1996. Both the biological and geological significance of the area and the local Sami reindeer herding culture are in- cluded in the justification for World Heritage status. This thesis explores how Laponia became an arena for the long-standing Sami ethno-political struggle for increased self- governance and autonomy. In many other parts of the world, various joint management schemes between indigenous groups and national environmental protection agencies are more and more common, but in Sweden no such agreements between the Swedish Envi- ronmental Protection Agency and the Sami community have been tested. The local Sami demanded to have a significant influence, not to say control, over the future management of Laponia. These were demands that were not initially acknowledged by the local and national authorities, and the negotiations about the management of Laponia continued over a period of ten years.

Presently based in eastern Nova Scotia, he is from northeastern Ontario and has Métis ancestry from Quebec. He graduated from McGill University in 2001, where he majored in political science and history. He specialized in Canadian and U.S. politics, with an emphasis on constitutional law. He also has a Master of Journalism degree from Carleton University, where he specialized in political reporting. His master’s research project focused on reformist Indigenous thinkers in Canada. He is currently studying theology at the Atlantic School of Theology in Halifax. In the past while as a policy analyst, he was the lead researcher on the Frontier Centre’s flagship Aboriginal Governance Index, which is measured perceptions of quality of governance and services on Prairie First Nations. For over two years, he covered House standing committees as well as Senate committees. Quesnel’s career in journalism includes several stints at community newspapers in Northern Ontario, including in Sudbury and Espanola. He also completed a radio broadcasting internship at CFRA 580 AM, a talk radio station in Ottawa, and the well-known Cable Public Affairs Channel (CPAC). He is a past editor of C2C Journal, an online Canadian publication devoted to political commentary.
