DHI Washington) Qualitätssicherung SRS 04_2013 Stellungnahme des Stiftungsrates zum Deutschen Historischen Institut Washington (DHI Washington) Anlage A: Selbstdarstellung des DHI Washington Anlage B: Bewertungsbericht der Evaluierungskommission Anlage C: Institutsstellungnahme Stellungnahme des Stiftungrates zum DHI Washington ZUM VERFAHREN Der Stiftungsrat der Max Weber Stiftung - Deutsche Geisteswissenschaftliche Institute im Ausland (MWS) überwacht die Tätigkeit der Einrichtungen und der anderen Organe der Stif- tung und veranlasst in einem Turnus von in der Regel sieben Jahren die externe Evaluation der Institute.1 Einer Empfehlung des Wissenschaftsrats vom 9. November 2007 folgend ori- entieren sich die „Grundsätze zu Aufgaben und Verfahren der Qualitätssicherung in der Max Weber Stiftung“ am Evaluierungsverfahren des Wissenschaftsrats und der Leibniz- Gemeinschaft. Der Stiftungsrat setzt für die Begutachtung der Einrichtungen ausschließlich externe Evaluierungskommissionen ein. Diese Kommissionen formulieren Bewertungsbe- richte, die an den Stiftungsrat gerichtet sind. Der Stiftungsrat erörtert die Evaluationsberichte und hält seine Schlussfolgerungen in einer Stellungnahme fest. Zur Vorbereitung seiner Begehung hat das Deutsche Historische Institut Washington (DHI Washington) eine Selbstdarstellung (Anlage A) verfasst, die der in der Evaluationsordnung der Stiftung vorgeschriebenen Gliederung folgt. Der vom Stiftungsrat eingesetzten Evaluie- rungskommission wurden darüber hinaus die Protokolle der Sitzungen des Wissenschaftli- chen Beirats des Instituts aus dem Evaluierungszeitraum vorgelegt. Die Evaluierungskom- mission hat das DHI Washington am 15./16. März 2013 besucht und daraufhin einen Bewer- tungsbericht erstellt (Anlage B). Auf der Grundlage des Bewertungsberichts und der vom DHI Washington eingereichten Stellungnahme zum Bewertungsbericht (Anlage C) hat der Stif- tungsrat der Max Weber Stiftung die vorliegende Stellungnahme in seiner Sitzung am 22. November 2013 erörtert und verabschiedet. Er dankt den Mitgliedern der Evaluierungs- kommission für ihre Arbeit. 1. BEURTEILUNG UND EMPFEHLUNGEN Der Stiftungsrat schließt sich der Beurteilung und den Empfehlungen der Evaluierungskom- mission weitestgehend an. Nach eingehender Diskussion der vorliegenden Dokumente mo- difiziert er die Empfehlungen jedoch in zwei Punkten: 1) Der Stiftungsrat bittet den Beirat, die Empfehlung der Evaluierungskommission hin- sichtlich der Erhöhung der Zahl der Mitglieder aus dem Gastland von zwei auf drei Personen umzusetzen und dabei möglichst eine Wissenschaftlerin oder einen Wis- senschaftler auszuwählen, deren Expertise im Bereich US-amerikanischer Geschich- te liegt. Im Rahmen seiner Berufungsvorschläge, die er dem Stiftungsrat unterbreitet, entscheidet der Beirat, auf welche Weise diese Erhöhung der Mitgliederzahl aus dem Gastland umgesetzt wird. 2) Der Stiftungsrat bittet das Institut, die Anwesenheitspflichten der Mitarbeiterinnen und Mitarbeiter ihren Aufgaben und den räumlichen Gegebenheiten entsprechend flexibel zu handhaben. 1 S. § 6 Absatz 3 Satz 5 DGIAG und § 14 der Satzung der Max Weber Stiftung. 2 Stellungnahme des Stiftungrates zum DHI Washington 2. ZUR STELLUNGNAME DES DHI WASHINGTON Das DHI Washington hat zum Bewertungsbericht der Evaluierungskommission Stellung ge- nommen (Anlage C) und einigen Empfehlungen widersprochen. Nach eingehender Diskussion schließt sich der Stiftungsrat den Beurteilungen und Empfeh- lungen der Evaluierungskommission mit den unter Punkt 1 dieser Stellungnahme aufgeführ- ten Modifikationen an. 3. BESCHLUSS Der Stiftungsrat begrüßt den Bewertungsbericht zum Deutschen Historischen Institut Washington und beschließt, die nächste Evaluierung turnusgemäß für das Jahr 2020 vorzu- sehen. Arbeitsschwerpunkte und wissenschaftliches Umfeld 1.1 Aufgaben, Arbeitsschwerpunkte Das Deutsche Historische Institut Washington (DHI) wurde 1987 auf Initiative von Histori- ker/innen aus Deutschland und den USA gegründet. Als unabhängige akademische For- schungseinrichtung gehört es der „Max Weber Stiftung – Deutsche Geisteswissenschaftliche Institute im Ausland“ an. Es bildet eine Brücke zwischen den Geschichtswissenschaften bei- derseits des Atlantiks und widmet sich neben der deutschen und der nordamerikanischen auch der international vergleichenden, transnationalen und globalen Geschichte. Der wissenschaftli- che Beirat und die Direktoren haben sich darauf verständigt, das Institut inhaltlich breit aufzu- stellen. Darüber hinaus haben die Direktoren im Berichtszeitraum die folgenden Schwerpunkte definiert: • Umweltgeschichte (2005 bis 2007), • Wirtschafts- und Konsumgeschichte (seit 2008), • Geschichte der Afroamerikaner/innen in den USA und im globalen Kontext (seit 2008), • transatlantische und transnationale Geschichte (seit 2005).     In April 2017, the American Friends Service Committee (AFSC), a leading peace and justice organization, celebrates its 100th anniversary. To mark this milestone, we will host a one-day symposium to showcase cutting-edge scholarship on areas of AFSC work both past and present and to inspire the next generation of research on peace and justice. The symposium will bring scholars together with past, present, and future activists, highlighting the connection between scholarship and advocacy around AFSC’s key issues. This program is organized around the strategies, tactics, and methods by which AFSC and others have struggled to achieve peace and social justice.     The Unsettling and Unsettled Monument against Torture in Rio de Janeiro, Brazil by Ann M. Schneider This article examines the history of the Torture Never Again monument, which was proposed by Grupo Tortura Nunca Mais (Torture Never Again Group) and designed by Oscar Niemeyer for the city of Rio de Janeiro in the months following the transition from military to civilian government in Brazil in 1985. The prospect of the installation of the monument, although intended to denounce the human rights violations committed by the military government, evoked unexpected challenges and criticisms. Nonetheless, it was approved for installation and a foundation was put in place. Yet, the monument has yet to be erected. As a case study, this arti- cle shows the ways in which memorial projects must answer to multiple and often conflicting demands. It argues that the formidable opposition was not directed toward a project to memorialize the victims of torture, but rather toward the specific project proposed. Discussed primarily in terms of propriety and taste, the critiques effectively directed debates about the monument away from a denunciation of the military regime and toward other concerns. Oscar Niemeyer, the world-renowned Brazilian architect, agreed in 1985 to design a monument condemning torture for the city of Rio de Janeiro. His acceptance lent undeniable gravitas to the project, pro- posed by the recently founded activist group, Grupo Tortura Nunca Mais, during the first months of civilian governance following twenty- one years of military dictatorship in Brazil (1964–1985). Niemeyer explained that ‘‘inspired by the theme of ‘Torture Never Again!,’’’ his Arco de Maldade (Arc of Malice) ‘‘would show in a clear way the cli- mate of terror and death that surrounded our most revolutionary brothers and sisters…with the human figure pierced by the forces of evil, helpless in the face of organized hate.’’1 For the group, whose PEACE & CHANGE, Vol.
