PART I: THE AmERICAN EXPERIENCE WITH DIPLOMACY AND MILITARY RESTRAINT i. Orphaned Diplomats: The American Struggle to Match Diplomacy with Power Jeremi Suri E. Gordon Fox Professor of History and Director, European Union Center of Excellence, University of Wisconsin, Madison Benjamin Franklin spent the American Revolution in Paris. He had helped to draft the Declaration of Independence in the summer of 1776, one of the most radical documents of the eighteenth century—sparking rebellion on both sides of the Atlantic Ocean. Serving as a representative for the Continental Congress in France during the next decade, Franklin became a celebrity. He was the enlightened idealist from the frontier, the man of principled action who enthralled onlookers in the rigid European class societies of the 1770s and ’80s. Franklin embodied the American critique of Old World society, economy, and diplomacy. He was one of many American revolutionaries to take aim at the degenerate world of powdered wigs, fancy uniforms, and silver-service dinners where the great men of Europe decided the fate of distant societies. Franklin was a representative of the enduring American urge to replace the diplomacy of aristocrats with the openness and freedom of democrats.1 Despite his radical criticisms of aristocracy, Franklin was also a prominent participant in Parisian salons. To the consternation of John Adams and John Jay, he dined most evenings with the most conservative elements of French high society. Unlike Adams, he did not refuse to dress the part. For all his frontiers- man claims, Franklin relished high-society silver-service meals, especially if generous portions of wine were available for the guests. -
Minting America: Coinage and the Contestation of American Identity, 1775-1800
ABSTRACT MINTING AMERICA: COINAGE AND THE CONTESTATION OF AMERICAN IDENTITY, 1775-1800 by James Patrick Ambuske “Minting America” investigates the ideological and culture links between American identity and national coinage in the wake of the American Revolution. In the Confederation period and in the Early Republic, Americans contested the creation of a national mint to produce coins. The catastrophic failure of the paper money issued by the Continental Congress during the War for Independence inspired an ideological debate in which Americans considered the broader implications of a national coinage. More than a means to conduct commerce, many citizens of the new nation saw coins as tangible representations of sovereignty and as a mechanism to convey the principles of the Revolution to future generations. They contested the physical symbolism as well as the rhetorical iconology of these early national coins. Debating the stories that coinage told helped Americans in this period shape the contours of a national identity. Our school pro- grams actively engage students in their own exciting and enriching learning process. We hope that stu- dents participating in this program will come to realize that communication, cooperation, sacrifice, and determination are necessary components in seeking justice and liberty. The American Revolution was one of the most daring popular movements in modern history. The Colonists were challenging one of the most powerful nations in the world. The Colonists had to decide whether to join other Patriots in the movement for independence or remain loyal to the King. It became a necessity for those that supported independence to find ways to help America win its war with Great Britain. To make the experiment of representative government work it was up to each citi- zen to determine the guiding principles for the new nation and communicate these beliefs to those chosen to speak for them at the Continental Congress. Those chosen to serve in the fledgling govern- ment had to use great statesmanship to follow the directions of those they represented while still find- ing common ground to unify the disparate colonies in a time of crisis. This symbiotic relationship between the people and those who represented them was perhaps best described by John Adams in a letter that he wrote from the Continental Congress to Abigail in 1774. -

DANIEL J. HESSEL Founding-Era Jus Ad Bellum and the Domestic Law of Treaty Withdrawal ABSTRACT. The Constitution provides no textual guidance for how, as a matter of domestic law, the United States can withdraw from an Article II treaty. The Supreme Court has not clarified matters. In the face of this uncertainty, government officials and scholars alike have long debated whether the President may unilaterally withdraw from a treaty or whether Congress has a role to play. This Note contributes to the debate by examining the relationship between treaty withdrawal and war powers through an originalist lens. Through close assessment of the contemporaneous jus ad bellum, the Note concludes that, at the Founding, treaty withdrawal presented a clear justification for war. Treaty withdrawal therefore implicates the War Powers Clause, which assigns primary responsibility for initiating war to Congress. Because the Founders and their contemporaries likely saw treaty withdrawal as a matter of war and peace, and because the Constitution entrusts Congress with the power to commence war, this Note concludes that the original understanding of the Constitution supports a role for Congress in treaty withdrawal. For students of HI 2106 – Themes in modern American history and HI 2018 – American History: A survey READING LISTS General Reading: 1607-1991 Single or two-volume overviews of American history are big business in the American academic world. They are generally reliable, careful and bland. An exception is Bernard Bailyn et al, The Great Republic: a history of the American people which brings together thoughtful and provocative essays from some of America’s top historians, for example David Herbert Donald and Gordon Wood. This two-volume set is recommended for purchase (and it will shortly be available in the library). Other useful works are George Tindall, America: a Narrative History, Eric Foner, Give me Liberty and P.S. Boyer et al, The Enduring Vision all of which are comprehensive, accessible up to date and contain very valuable bibliographies. Among the more acceptable shorter alternatives are M.A. Jones, The Limits of Liberty and Carl Degler, Out of our Past. Hugh Brogan, The Penguin history of the United States is entertaining and mildly idiosyncratic. A recent highly provocative single- volume interpretative essay on American history which places war at the centre of the nation’s development is Fred Anderson and Andrew Cayton, The Dominion of War: Empire and Liberty in North America, 1500-2000 All of the above are available in paperback and one should be purchased. Anthologies of major articles or extracts from important books are also a big commercial enterprise in U.S. publishing. By far the most useful and up-to-date is the series Major problems in American History published by D.C. -
Program Is Organized Around the Strategies, Tactics, and Methods by Which AFSC and Others Have Struggled to Achieve Peace and Social Justice
In April 2017, the American Friends Service Committee (AFSC), a leading peace and justice organization, celebrates its 100th anniversary. To mark this milestone, we will host a one-day symposium to showcase cutting-edge scholarship on areas of AFSC work both past and present and to inspire the next generation of research on peace and justice. The symposium will bring scholars together with past, present, and future activists, highlighting the connection between scholarship and advocacy around AFSC’s key issues. This program is organized around the strategies, tactics, and methods by which AFSC and others have struggled to achieve peace and social justice. The papers provide examples of how these approaches have been applied in the U.S. and around the world at different times. PHS News Perhaps surprisingly given the prominence August 2015 of religion and faith to inspire peacemakers, this is the first PHS conference with its main theme on the nexus of religion and peace. The conference theme has generated a lot of interest from historians and scholars in other disciplines, including political science and religious studies. We are expecting scholars and peacemakers from around the globe in attendance: from Australia, Russia, Nigeria, Rwanda, Germany and Costa Rica. The biodiesel these 1997 New College graduates use to power their Winnebago is cre ated from used cooking oil from res taurants and occasionally emits the familiar smell when burned. Their area of concentration at New College was "Sustainable Living." As part of their senior project on alter native energy, they created a portable machine that cleans and processes used vegetable oil from restaurants into biodiesel fuel. It gives me hope in a time when hope is sometimes hard to find. The prize winners will be announced at our fall conference in October. This brings me to more good work that members of the Society are doing. “Muted Voices: Conscience, Dissent, Resistance, and Civil Liberties in World War I through Today” will take place October 19-22, 2017 at the National World War I Museum and Memorial in Kansas City, Missouri.
