Competition Policy and International Airport Services 1997 The OECD Competition Committee debated competition policy and international airport services in June 1997. This document includes an executive summary, an analytical note by the OECD staff and written submissions from Australia, Austria, Canada, the European Commission, Germany, Hungary, Italy, Japan, Korea, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and BIAC, as well as an aide-memoire of the discussion. Although airlines have long sought to enter alliances, an important new development in the last decade has been the crystallization of international airline alliances around major airline groupings. The scope and nature of these alliances differ, but there is a tendency towards deeper alliances involving co-operation on all aspects of the airline business. These super-alliances are coming as close to actual mergers as aviation’s Byzantine regulations allow, raising fundamental questions for competition policy-makers and enforcers. Alliances have the potential both to enhance the level and quality of services offered to consumers and to significantly restrict competition. Why do airlines seek to enter such alliances? What are the benefits to the airlines or consumers? How do alliances restrict competition? What is the role played by frequent-flyer programmes and other loyalty schemes? What remedies should competition authorities consider to alleviate the harmful effects of alliances? What is the appropriate role for international co-operation between authorities? Asian Breeze (33) (亜細亜の風) A Happy Spring to you all 4 April, 2014 Dear Coordinators and Facilitators in the Asia/Pacific region. A long waited Spring has finally come to Tokyo with a full bloom of “Sakura” or Cherry trees. Since this winter was very cold with a lot of snow, the bloom of Sakura was especially waited impatiently. April is a start of everything in Japan such as the entrance of schools, entrance to companies and governments and a new fiscal year. Sakura seems to be blessing this new start as if Spring refreshes everything. Following illustration is a typical image of the entrance of elementary school with the Sakura bloom. One point lesson for Japanese; 「入学式」in this illustration means the entrance ceremony at school. In this issue, we have received a wonderful contribution from Norway featuring the Airport Coordination Norway (ACN) and four level 3 airport of Oslo Gardermoen Airport (OSL), Stavanger Airport, Sola (SVG), Bergen Airport, Flesland (BGO) and Trondheim Airport, Værnes (TRD), and one level 2 airport of Kirkenes Airport, Høybuktmoen (KKN). Kirkenes Airport Reviews Kirkenes Airport, Høybuktmoen (Norwegian: Kirkenes lufthavn, Høybuktmoen; IATA: KKN, ICAO: ENKR) is an international airport located at Høybuktmoen, 15 kilometers (9 mi) west of the town of Kirkenes, in the municipality of Sør- Varanger, Finnmark county, Norway. Operated by the state-owned Avinor, the airport has a single 2,115-by-45-meter (6,939 by 148 ft) asphalt runway numbered 06–24. Scandinavian Airlines and Norwegian Air Shuttle operate Boeing 737-services to Oslo Airport, Gardermoen, in part generated by Høybuktmoen’s function as a hub for Widerøe’s regional services to other airports in eastern Finnmark. There are also summer charter flights to Central Europe to bring tourists to the Hurtigruten cruises. The airport had 297,149 passengers in 2013. Høybuktmoen was built as a military air station by the Luftwaffe during World War II. Civilian services were introduced after the war, but abandoned in 1948. The airport reopened in 1963 with a new terminal and an extended runway. Originally the airport was served by Scandinavian Airlines System and Finnair, and from the 1970s also Widerøe and Norving. Since 1990, five airlines have attempted to provide services to Murmansk, Russia. Originally the airport had two runways, 1,600 and 1,200 meters (5,200 and 3,900 ft) long, respectively, but the smaller was closed in 1996 when the longer was extended. A new terminal building was put into use in 2006. Because of the terrain the runway’s length cannot be exploited under some wind conditions, so there is a proposal to level some of the land. -

Flyspotterguide ENSN
Spotterguide ENSN Skien Lufthavn, og litt historie om flyplassen. Skien Lufthavn Geiteryggen er ikke den travleste flyplassen i Norge, men en gammel kjent flyplass. Det startet som en sandstripe i skogen i 1950 åra før det i senere år ble flyging til Oslo daglig herfra. Da fløy Fjellfly til Hamar, (i senere tid) via Torp og Oslo Fornebu, med en Scottish Aviation Twin Pioneer. Fjellfly drev også avisflyging og treningsflyging med deres to stk T- 6 Havard'er. I 1958 kom verksted, hangar og restaurant på Geiteryggen og aktiviteten var stor. De startet med flyging i fjellet, og fiskere og jegere kom seg inn på vidda ved hjelp av Fjellfly's Cessna 180 eller Norseman. De drev også med gjødsling av skog fra lufta, ved hjelp av sine fly Piper Super Cub og Cessna 185. Fjellfly kjøpte det første Piper Cherokee Six i Norge på 1960 tallet. Enda en ny epoke i Fjellfly kom da de fikk sin første DH-114 Heron, og i 1971 kom Heron nr 2. Dessverre gikk Fjellfly konkurs i 1972. Geiteryggen var også en flyplass med to bjørner i egen luftegård. Disse ble en attraksjon på flyplassen og de var til og med nede i Skien Sentrum for å hilse på folk. Det har vært både verdensmesterskap i flyging og hyppig bruk av flyklubben. I nyere tid kom det igjen ruteflyginger på Geiteryggen. Norving, Teddy Air, Norsk Air, Air Stord, Coast Air, Guard Air, Golden Air, Telefly og Sun Air har flydd på Geiteryggen siden 1985. Ingen av dem flyr her i dag, kun Widerøe.
