Establish Physical Quorum

DISCUSSION:

In accordance with state law, the SCTPO Governing Board meeting must be held in a public forum at a physical location. Board members who have extenuating circumstances may attend the meeting virtually and participate, only if a physical quorum has been established and those attending the meeting in person approve of the participation by virtual members.

SCTPO staff will establish if a physical quorum is present. The quorum requirement for the TPO Governing Board is 10 members.

If a quorum is established, and if there are members attending virtually, a motion will be requested to allow those members to participate.

REQUESTED ACTION:

Approval by members physically present to allow those attending virtually to participate and vote on agenda items.

2020 Bicycle, Pedestrian, and Trails Advisory Committee Awards / Governing Board Recognition Awards

DISCUSSION:

Annually, the Bicycle, Pedestrian, and Trails Advisory Committee recognizes individuals and/or groups within the community that have gone above and beyond in their field of expertise, encouraging and promoting bicycle/pedestrian programs.

Space Coast TPO staff will present awards in the following categories:

• Engineering • Encouragement • Enforcement • Education • Community Partner • Get on the Trail

The SCTPO has established a Board and Committee Recognition Program to recognize member’s service. Members who obtained a perfect attendance in calendar year 2020 will be recognized with a thank you letter and certificate.

Alan Woolwich- Brevard County Housing and Human Services

In his capacity with Housing and Human Services, Alan has worked on many Space Coast TPO projects that address improving infrastructure and safety for bicyclists and pedestrians. Those projects include the Long Range Transportation Plan, the Bicycle Pedestrian Master Plan, where he served on the technical committees and most recently, the Vision Zero Action Plan Task Force. Alan has also served many years on the Bicycle, Pedestrian, and Trails, Advisory Committee. There is a renewed focus on equity in transportation planning making Alan’s voice vital as he advocates for Brevard’s most underserved and historically most underrepresented populations.

Last year, Ms. Reese was a dedicated member of the School Routes Analysis Technical Committee and attended every meeting and field review without fail. Her knowledge regarding bus transportation and the history of many schools was integral to the study. Her passion and enthusiasm regarding safe school transportation and travel is inspiring.

City of Satellite Beach

Over the past few years, Satellite Beach staff and leadership have been committed to improving walkability and bikeability within the city. What is most impressive about their approach is how the city’s innovative vision is reflected in the efforts of each department, not just one or two. These city leaders and staff members who are embracing the idea of mobility, are truly changing the culture of the City of Satellite Beach.

There are many actions and activities that support the nomination of this award. Most notably, city leaders engaging in constructive dialogue with the Florida Department of Transportation (FDOT) about safety on the SR A1A corridor. That conversation and hard work resulted in crosswalk improvements for pedestrians and a lowering of the speed limit from 45 to 35 mph. The speed correction is one that benefits all users of the roadway. The city is also working on making improvements for bicyclists and pedestrians on local roads. Police Department personnel have been actively involved in education and enforcement of the changes on SR A1A. Not only have they been closely monitoring the new speed limit, but they have been involved with FDOT and Space Coast TPO staff in educating vehicles and pedestrians about the new crosswalks along SR A1A. Fire Department staff have also been engaged in conducting traffic safety education for children and the Engineering and Planning Departments are actively planning and building roadways designed for all users. It is this type of multi-pronged approach that will guide Brevard County to safer roads for all.

Samantha Senger, APR & Rachel Horst- City of Cocoa, Communications/Public Relations

Sam and Rachel have been fierce advocates for the Space Coast TPO. Not only have they used the city’s communications channels to share out important and relevant transportation safety and education information, but they have also been a great partner in sharing more about local construction projects at the regional level involving FDOT projects and Brightline rail. Likewise, the City of Cocoa communications team is always willing to partner on projects to highlight the general public’s awareness of the transportation planning process. Most notably, in 2019-20 the City of Cocoa partnered with the SCTPO to create a video to showcase the Florida Avenue Complete Street Project. The video project included scheduling interviews with both Cocoa and Space Coast TPO staff, as well as local business owners, filming b-roll, and many hours of editing and production. The final deliverable was a visually compelling story of how complete streets benefit the community and all road users. We value the city’s partnership on all these efforts and more, their advocacy has earned them this award.

Get on the Trail:

Brevard Mountain Bike Association

While small, the Brevard Mountain Bike Association is a very inviting, inclusive, and collaborative space for new trail users. Members work together for the greater good of the outdoor recreating public.

This last year, the club has grown to almost 300 members, and expanded their reach to Wickham park. A couple years ago, Wickham only had a few miles of nearly unmarked trail. Working hand in hand with the land managers, Wickham Park now has a fine trail system of almost 10 miles, all well

SCTPO Governing Board-March 10, 2020 Item 4, Attachment A Page #6 marked. The association extended their insurance to Wickham to allow organized MTB rides to continue there. The group has also increased its presence in Turkey Creek trails and now do dedicated workdays in that area (with permission of the land managers).

The association currently has a fund raiser running to connect the Turkey Creek Trails with the Grapefruit Trails (all off road). This will require almost 18K worth of funding, and the group had to produce stamped, engineered plans (see below). All is moving forward on that, a really exciting project that will benefit the community for many years.

Melissa Wandall

Melissa is a nationally renowned traffic safety advocate who has worked with the Space Coast TPO on several traffic safety initiatives, this past year. She has been a tremendous supporter of our Vision Zero Plan, serving as the keynote speaker at both our Vision Zero Symposium and our Municipal Toolkit rollout. Sharing her personal story of roadway heartache, Melissa challenged and inspired local agencies to develop safer roads for all roadway users.

Serving in her role as President of the National Coalition for Safer Roads and Brand Ambassador for FDOT’s Alert Today Florida Coalition, Melissa partnered with the Space Coast TPO to organize and implement the SCTPO’s first ever Stop on Red Week and National School Bus Safety Week events.

Alert Today Florida is the State Bicycle Pedestrian Safety Coalition. Over the last few years they have grown to be an valuable partner to the Space Coast TPO. Alert Today Florida has provided staff and/or resources to support many of the Space Coast TPO outreach events. Including: RRFB pop-up education events, Walk to School Day, Stop on Red, School Bus Safety Week and Titusville’s Lite Up Your Bike event have all been supported by Alert Today Florida this past year.

In addition to the manpower help they provide; Alert Today Florida also keeps an extensive and relevant collection of bicycle pedestrian safety literature. This along with their digital media products (videos, PSAs and digital media graphics) help us deliver timely and appropriate safety messages throughout Brevard County. Their materials are always high quality and add value to all of our outreach campaigns.

Education:

Sarah Dingus

From the moment she was trained in the bicycle/pedestrian curriculum, Sarah has been actively involved in teaching bicycle/pedestrian safety. As she has spent more years of teaching the curriculum she has continued to add more activities. One activity of particular note was her community trail ride. Sarah coordinated with the local police department to join her on the off-campus trail ride with the students. This real-life experience was vital in helping her students better understand the safety guidelines they need to utilize every time they ride. Sarah recently transferred to the new Viera Elementary school and carried her love of the bicycle training with her as she once again will be receiving the program trailer and teaching bicycle safety. We know this year has presented challenges for everyone and we appreciate her dedication to the safety of Brevard County children.

Rachel Winsten

Rachel is a repeat winner of this award, but we could not let her efforts during this pandemic year go unnoticed. When the schools went to remote learning in March 2020, Rachel didn’t let a little inconvenience slow her down. In looking for ways to “virtually” teach PE, she reached out to the Space Coast TPO about bicycle safety resources. Working with curriculum from the Space Coast TPO Kid’s Zone webpage and Florida Safe Routes to School Program, Rachel planned a whole week of bicycle safety lessons and activities. It was no coincidence that bike safety week aligned with National Bike to School Day. Rachel culminated the week with an extra credit bicycle safety quiz competition. The PE teacher that received the most returned quizzes was headed for great accolades. The response from the teachers and students was so overwhelming that the Space Coast TPO recognized the top performing teachers with certificates of appreciation. The Space Coast TPO is grateful and appreciates Rachel’s commitment to the bicycle/pedestrian program. It is because of her this program continues to thrive.

City of Melbourne Engineering

This award goes to the City of Melbourne for their vision of the Hickory Complete Street from New Haven to NASA Blvd. The streetscape was conceptualized as a two-part “Complete Street”. The first part of the street travels though the Downtown Historic District and in-town neighborhoods. Bike lanes and raised intersections were added, as well as a curb-less street or “shared space” was designed between several parks.

The second part of the street travels through the Holmes Regional Hospital campus and was envisioned as an extension of the campus for the various hospital staff and patients. The bike lanes shift from within the roadway to a multi-use/bikeway trail that circumvents the two new roundabouts at Sheridan Street and Oak Street. The street design finishes with the bike lanes shifting back on street with a series of rain gardens, as an aesthetically pleasing method of collecting stormwater runoff.

These innovative engineering tactics are to be applauded.

Enforcement:

Palm Bay Police Department

The Palm Bay Police Department is being recognized for its commitment to traffic safety and for the continued support of the Space Coast TPO outreach efforts.

Recently, the Palm Bay Police Department shifted to a renewed focus on traffic safety, with an emphasis on pedestrians. By concentrating patrol and enforcement activities in high crash areas, Palm Bay PD is hoping to make the streets of Palm Bay safer to everyone but especially the most vulnerable road users, pedestrians.

We appreciate them for consistently sharing our digital content. 1) SCTPO Staff Update: We are excited to welcome Janna Taylor, as the TPO’s Finance and Contracts Manager. We look forward to her contributions as we work collaboratively to advance the TPO’s mission.

2) MPOAC Weekend Institute for Elected Officials: The Florida MPOAC Institute is offering a virtual training for 2 full days for both March 19–20 and April 23-24. This training is interactive and designed to provide board members with the tools and information necessary to fully engage in the MPO process. Please contact Lisa if you are interested so that she can complete the registration.

3) SCTPO Call for Projects: The Transportation Subcommittee met in January to kick-off the Project Priorities Program. Applications for state and federal funding are due to the SCTPO by March 15, 2021. For more information, visit https://spacecoasttpo.com/project-priorities/

4) March is Florida Bicycle Month: The TPO is coordinating various events and encourages local governments and partner agencies to participate and promote in these events. The TPO’s Facebook page is a good resource to stay tuned.

5) Transportation Thursdays Webinar Series: Join the SCTPO’s Senior Transportation Planner, Sarah Kraum and special guest speakers on April 15, 2021 to learn more about Brevard’s best trails, the regional trail system, trail planning, and how trails spark economic development.

6) ADA Bus Stop Training: SCTPO and SCAT will be hosting an ADA Bust Stop Training for the purposes of training municipal staff to understand ADA compliance through improvements and site plans. Training will be offered in-person on April 21st (9am – 12 pm) and virtually May 5th (9 am – 12 pm).

MPOAC Legislative Newsletter 02/20/2021

Overview

Greetings everyone!! This week wrapped up the pre-session weeks of committee meetings and we are on to the regular session which begins March 02, 2021. Yes, your calendar is not deceiving you, there is a one-week break in between and thus there will not be a newsletter next Saturday. Also, we will not have the meeting schedule for committees during the first week of regular session until about 4 or 5 days before the committees are actually meeting, so no updates to that section of the newsletter this week. We have removed from the newsletter the list of pre-session weeks since that data is now in the past. With the start of regular session, now the process will begin to heat up and we are off to the races. Let’s dive into what has happened this week around our capitol.

Senate President Wilton Simpson stated his support for the M-CORES legislation and the associated projects. This is interesting in that an earlier MPOAC newsletter shared with you that a pair of bills had been filed to undo the M-CORES legislation. We now know that the Senate version of that repeal bill is not going to be heard in committee.

The mid-block crossing bills are back again this year. This year’s bills are similar to last year, the mid-block crossings with flashing yellow lights will be a problem for all government entities in Florida if the bills are passed. The bills originate from a horrible tragedy that occurred and the intent is to protect any other family from having to endure the pain and heartbreak of losing a loved one. That my friends is a very noble cause, hats off for taking on a bill to prevent another loss of life. The fear among transportation professionals last year was that the content of the bill would actually make mid-block pedestrian crossings more dangerous. Expect this set of bills to be modified during session and expect that Representative Fine will push this bill aggressively. The incident that brought this bill forward occurred in his district and he is determined to help this family. Rep Fine has a huge heart and that is admirable.

Representative Andrade advanced his Transportation bill through the House Tourism, Infrastructure & Energy Subcommittee. It took some explaining, particularly when it came to allowing blue flashing lights on large pieces of construction equipment, but he expertly handled each question and got the vote to advance his bill. Each year Representative Andrade has brought forward a transportation bill and our MPO community has noticed. It is great to have legislators that have an interest in transportation, thank you Representative Andrade.

Interesting fact, during the last election Florida had 4.8 Million votes cast by mail. To say that COVID had nothing to do with elevating this number would be silly of me, but we have to admit that is an impressive number. The legislature is looking at changes to the vote by mail requirements, the proposed change would require a voter to request a vote by mail ballot for each election rather than allowing for a standing order for a

Let’s see how that goes over with voters, might see some fireworks. I will bring the lemonade and popcorn.

The legislature is looking seriously at passing legislation to pass business liability protections related to COVID, this is not new news to you I am sure. Surprisingly the bill stalled in a Senate Committee this week. The details help though. Senator Brandes, the Senate Bill sponsor, was held up in another committee meeting. Expect to see it in committee on March 2nd, which is also the first day of regular session.

The E-fairness bill passed Senate Finance and Tax Committee this week. The bill would require online retailers to collect sales tax and remit it to Florida. Florida is one of the rare states that does not force online retailers to collect sales tax and local brick-and-mortar retailers have been asking for this legislation, so have several powerful groups in Florida. Revenue estimates point to local sales tax collections increasing by $229.5M. The combined impact to both state and local revenues would be about $1.3B. That is a lot of new money available to the state and local governments. The bill sponsor in the Senate, Senator Gruters, has vowed to make this bill revenue neutral by offering tax relief elsewhere.

In other news, the bill repealing the Constitutional Revision Commission passed the final committee stop and will be ready to be heard on the full Senate floor.

A pair of bills I want to bring to your attention this week are titled Growth Management. The companion bills are HB 59 and SB 496. They are largely out of the realm of transportation except for a section that details how the Florida DOT will get rid of surplus land. The bill requires that if Florida DOT wishes to get rid of land that is no longer needed, they must first make an offer to sell at fair market value to the owner that the land was originally acquired from and that previous owner has 30 days to accept. This does not account for owners that cannot be located due to any variety of circumstances. Why bring this up in the MPOAC Legislative Newsletter? There is a larger issue for our members, the implication to counties and municipalities is that when the Florida DOT disposes of unneeded land it may not be available to local units of government. There are somewhat regular occurrences where the Florida DOT transfers title to property to a county, municipality or other local government, sometimes for free. This may block local officials from getting land for local projects. There was a recent example of land being given to a county from Florida DOT and that land became a dog park. The other consideration is that if land was used for a transportation facility and there is a remaining sliver of land, that remaining piece may be better suited as an access point to an adjacent parcel rather than going back to the original owner. This provision in both bills could be problematic for our local officials and you need to be aware of this detail in each bill.

Technical Advisory Committee Chair, Scott Morgan called the meeting to order at 9:30 a.m. and welcomed those in attendance. All stood for the Pledge of Allegiance.

Ms. Kraum reviewed virtual meeting etiquette and guidelines.

Item 2. Attendance/Quorum Roll Call

Ms. Hickman established a physical quorum by roll call. A motion was requested to allow those attending virtually to be able to participate and vote.

Motion by Mr. Swanson, second by Mr. Ofosu to allow members attending virtually to participate and vote on agenda items. Hearing no objections, the TAC motion passed unanimously.

Ms. Alward stated the City of Satellite Beach does not have planning staff and they are using the Regional Planning Council now for their Comprehensive Plan Update and Resiliency Plan. Mr. Morgan stated the Planning Council has been very helpful to the City of West Melbourne.

The SCTPO must annually adopt a list of transportation system priority projects and transmit the list to FDOT. This will assist in developing the next draft of the Five-Year Work Program and Transportation Improvement

Item 6C. Approval RE: Resolution 21-11, Project Funding Guidelines

Ms. Laura Carter, Assistant Director-Space Coast TPO presented on the Project Funding Guidelines. The Space Coast TPO annually updates it’s Project Priority List and this year, the SCTPO updated the methodology for conducting the annual call for projects. The SCTPO implemented new screening criteria that enabled the SCTPO to produce one list of priorities instead of multiple priority lists divided into numerous categories. The proposed funding guidelines were presented to the Transportation Subcommittee at their annual call for projects kick-off meeting. The guidelines formalize how funding is programmed by FDOT each year for the Tentative Work Program.

Mr. Szabo asked if there will be a breakdown by project phase such as, PD&E, design, right of way, or construction as far as prioritization is considered.

Ms. Carter stated no, the next phase needed for a project is listed on the TPO’s List of Priority Projects.

Item 7A. FDOT Tentative Five-Year Work Program

Ms. Katherine Alexander, Program Management Administrator-FDOT presented the FDOT Tentative Five-Year Work Program and highlighted any significant changes. This Work Program is the plan for transportation system improvements scheduled for FY22 through FY26 (projects programmed July 1, 2021 through June 30, 2021). An on-line public hearing was held January 11th through January 15, 2021. All documents and the interactive project map can be found at http://d5wpph.com/

Ms. Campbell asked if the SR528 widening included infrastructure besides widening the roadway.

Ms. Alexander stated she would report back in regard to that question.

Mr. Musser discussed the three items Canaveral Port Authority summitted during the public comment period:

• SR528 supporting the additional $2.5 million to include widening and designing the elevated bridge portion between Merritt island and the Port • SR401 supporting the replacement of the bridge • Provide funding for the seaport infrastructure projects and programs through the FSTED Program

Mr. Musser also commented on the reduced revenue from the local gas tax and the need to find other sources of funding.

Mr. Ofosu stated the City of Titusville is disappointed in the deletion of Space Coast Trail Project. The City will continue to work with FDOT and the Space Coast TPO to get this project back in the Work Program.

Ms. Alexander stated the project may come back as they are reassessing the SunTrail funding They did include the environmental studies in the work program to keep the project going.

Ms. Gillette reviewed SCTPO comments submitted during the public hearing week regarding the Tentative Work Program.

Mr. Morgan commented on the need for construction and right of way funds for Ellis Road.

Item 7B. 2019 Bicycle and Pedestrian Master Plan Progress Report

Ms. Sarah Kraum, Senior Transportation Planner-Space Coast TPO provided an overview and update of the accomplishments, achievements, and progress towards attaining the goals of the Bicycle and Pedestrian Master Plan. The plan outlined 5 goals, with objectives and performance measures to help achieve a more walkable, bike-friendly, multimodal transportation system in Brevard.

Mr. Graham asked how to make recommendations to the Bicycle and Pedestrian Master Plan.

Ms. Kraum stated opportunities for recommendations are accepted during the annual call for projects.

Mr. Francis asked if there are any shape files available for municipalities to use.

Ms. Kraum stated she would email the shape files.

Ms. Alward stated the City of Satellite Beach adopted the Vision Zero Resolution and they are acting on it. She complimented the Space Coast TPO staff for their dedication and support.

Mr. Swanson, Brevard County Public Works-discussed St. John Heritage Parkway phase 2 ITS project is near completion, and Pineda overpass to be completed late summer or early fall.

Ms. Johnson, St Johns River Water Management-discussed the application cycle is open for the cost share program and applications are due February 19th and the Water Management Board meeting will be held on February 9, 2021

Ms. Carter stated the direction has been to fund Off-System projects first, then use the Priority list to determine the next priority that could actively use the funding; Ellis Road would be a good example of an active project.

Mr. Stoll asked about funding codes and the percentage of funds that would be assigned.

Ms. Carter stated there are approximately 400 codes and it is difficult to say how much funding each fund code would receive. The percentage ranges from year to year on how much funding is actually available.

Ms. Alexander stated the Five-Year Work Program presented today did include the reduced revenue.

Mr. Petyk asked if the funding cuts are prorated across all the districts.

Ms. Alexander stated it is not across all districts, it depends on the funding that is available. It is a balancing act and FDOT reviews the Fair Share Report when building the tentative work program.

Mr. Carter commented on the gas tax and rolling it over to an energy tax.

Ms. Lawandales asked about the funding drop in FY 24/25.

Ms. Gillette stated there is a lot of money in FY22 which is the first year of this work program and it reflects the Infrastructure grant received for the NASA Causeway Bridge. This money is from USDOT and is federal funds.

Ms. Gillette reviewed SCTPO comments that were submitted during the public hearing week pertaining the FDOT Tentative Five Year Work Program.

SCTPO Governing Board Vice-Chair, Andrea Young called the meeting to order at 1:30 p.m. and welcomed those in attendance. All stood for the Pledge of Allegiance.

Ms. Kraum reviewed virtual meeting etiquette and guidelines.

Item 6B. Approval RE: FY21 List of Project Priorities Amendment #1

Ms. Sarah Kraum, Senior Transportation Planner-Space Coast TPO gave a brief overview of the requested FY21 List of Project Priorities Amendment #1. The SCTPO must annually adopt a list of transportation system priority projects and transmit the list to FDOT. This will assist in developing the next draft of the Five-Year Work Program and Transportation Improvement Program (TIP). The Amendment requested is to add the Parrish Park Trailhead (Project No. 441778-1).

Motion by Mr. Allender by Mr. Jordan to approve the FY21 List of Project Priorities Amendment #1. Hearing no objections, the motion passed unanimously.

Item 6C. Approval RE: Resolution 21-11, Project Funding Guidelines

Ms. Laura Carter, Assistant Director-Space Coast TPO presented on the Project Funding Guidelines. The Space Coast TPO annually updates it’s Project Priority List and this year, the SCTPO updated the methodology for conducting the annual call for projects. The SCTPO implemented new screening criteria that enabled the SCTPO to produce one list of priorities instead of multiple priority lists divided into numerous categories. The new proposed guidelines were presented to the Transportation Subcommittee at their annual call for projects kick-off meeting. These guidelines formalize how funds should be considered when FDOT programs projects.

Motion by Commissioner Lober by Ms. Minus to approve by Resolution 21-11, Project Funding Guidelines. Hearing no objections, the motion passed unanimously.

Item 7A. FDOT Tentative Five-Year Work Program

Ms. Katherine Alexander, Program Management Administrator-FDOT present the FDOT Tentative Five-Year Work Program and highlighted any significant changes. This Work Program is the plan for transportation system improvements scheduled for FY22 through FY26 (projects programmed July 1, 2021 through June 30, 2021). An on-line public hearing was held January 11th through January 15, 2021. All documents and the interactive project map can be found at http://d5wpph.com/

Mr. Jordan asked if there is a list that is broken out by district.

Ms. Alexander stated if there isn’t a list that is broken out by district, it could be easily done.

Mr. Allender asked about the 401 Bridge PD&E.

Ms. Bobo stated that project is in this current fiscal year so it will not show up on the Tentative Plan.

Mr. Jordan asked for a definition of ITS.

Ms. Bobo stated, Intelligent Transportation System which puts technology to work helping us with timing signals and dynamic message boards of all types.

Ms. Gillette reviewed the comments sent on behalf of the SCTPO during the on-line public hearing regarding FDOT Tentative Work Program. Ms. Gillette also discussed the Letter of Objection sent to FDOT concerning the deletion of the Space Coast Trail construction phase.

PUBLIC COMMENT: Bob Musser-Canaveral Port Authority, discussed the three items Canaveral Port Authority summitted during the public comment period:

• SR528 supporting the additional $2.5 million to include widening and designing the elevated bridge portion between Merritt island and the Port • SR401 supporting the replacement of the bridge • Provide funding for the seaport infrastructure projects and programs through the FSTED Program

Item 7B. 2019 Bicycle and Pedestrian Master Plan Progress Report

Ms. Sarah Kraum, Senior Transportation Planner-Space Coast TPO provided an overview and update of the accomplishments, achievements, and progress towards attaining the goals of the Bicycle and Pedestrian Master Plan. The plan outlined 5 goals, with objectives and performance measures to help achieve a more walkable, bike-friendly, multimodal transportation system in Brevard.

DISCUSSION:

North Brevard has a network of regional trails such as the Coast to Coast Trail, St. Johns River to Sea Loop, and East Coast Greenway. The regional trails cross through multiple jurisdictions within Brevard and each has its unique branding.

Per the request of trail managers and North Brevard municipalities, the Space Coast TPO will be developing a Wayfinding and Amenities Master Plan to address trail network and trailheads which provide access to the North Brevard Trail Network. The plan will develop a consistent wayfinding and amenity plan to be used across the regional trails for the purposes of improving the trail experience and aesthetic.

The work will be performed through consultant services and has been reviewed and approved by Federal Highway and FDOT. Funding for the plan has been budgeted for utilizing SU funds in the amount of $146,281 and project is anticipated to take 9 to 12 months.

INTRODUCTION

This statement of work describes the responsibilities of Tindale Oliver (CONSULTANT) for planning services requested by the Space Coast Transportation Planning Organization (TPO). These transportation planning services include completing a Wayfinding and Amenities Master Plan to address trail network and trailheads which provide access to the North Brevard Trail Network. The project developed from various trail managers along the trails recognizing that a consistent wayfinding and amenity plan would benefit the trail experience and aesthetic. It was requested that as a regional planning entity, the TPO develop the plan.

The North Brevard Trail network consists of several existing and planned trails located in north Brevard County, Florida and includes the following five (5) trails as depicted on the study area map:

East Central Florida Rail Trail – Existing 17‐mile trail from SR 406/A. Max Brewer Memorial Parkway on the south to the Volusia County line on the north. Includes 5.4 miles of equestrian trail. Coast to Coast Trail – Existing trail follows the East Central Florida Rail Trail alignment from the Volusia County line but continues to the Merritt Island National Wildlife Refuge (MINWR) western boundary along the A. Max Brewer Causeway. Trail continues north‐west into Volusia County and will also include the Space Coast Trail discussed below. St. Johns River to Sea Loop – Existing trail is along the same alignment as the Coast to Coast Trail. Trail continues into Volusia County on the western side and is planned to continue into Volusia along SR 3 on the eastern side. Space Coast Trail – Planned future trail from the east side of the A. Max Brewer Causeway/MINWR to Playalinda Beach Road eastbound ending at Lot 1 of the Playalinda Beach at the Canaveral National Seashore (CANA). This also includes a planned future trail on Kennedy Parkway from SR 402 on the south and connecting to the Courtenay Parkway North to the Volusia County line. East Coast Greenway – Existing Trail includes the East Central Florida Rail Trail and parts of Downtown Titusville, including Main Street and Indian River Ave. Planned future trail from A. Max Brewer Parkway on the north to SR 50 on the south. This scope of work includes the following trailheads also shown on the study area map: CANA Parking Lot 1 – Future trailhead located as the eastern terminus of the Space Coast Trail and Coast to Coast Trail. MINWR Welcome Center – Currently under development, the Welcome Center will provide a trailhead and information outlet for the Space Coast Trail.

Parrish Park – This river park is situated on both sides of SR‐406 at the A. Max Brewer Causeway from the east end of the bridge, to the MINWR boundary. Sand Point Park – This community river park is located at 101 N Washington Ave. along the Indian River in Titusville. Titusville Welcome Center – Welcome Center and parking lot located at 419 S Hopkins Ave in Downtown Titusville. Draa Field Stormwater Park – The Park serves as a trailhead to the East Central Regional Rail Trail and is located at 230 N Dixie Avenue in Titusville. Chain of Lakes Park – Located at 2300 Truman Scarborough Way near Eastern Florida State College and the Indian River in Titusville. Aurantia Road Trailhead – This trailhead is located across from the I‐95 overpass and Aurantia Road in Mims.

The primary objective of this scope of services is to provide design and planning guidance for trail wayfinding and amenities, which can be implemented later by the trail maintaining agencies, municipalities, and partners.

Areas:

 Trails (as described above)  Trailheads (as described above)  Six (6) existing pocket parks along the East Central Florida Rail Trail  Downtown Titusville (evaluation of existing wayfinding signage only)

Design Elements:

 Trail and Trailhead Signage o Trailhead Identity and Informational Signs o Bike/Pedestrian Directional Signs o Regulatory Signs (traffic) o Mile Markers o Trail Map Kiosk o Interpretive Signs  Trail Amenities such as shelters, benches, charging stations, and fix‐it stations  Opportunities for Community Art (types and potential locations)

At the request of the TPO, the CONSULTANT and subconsultant AECOM Technical Services, Inc. (AECOM) (CONSULTANT TEAM) have prepared this scope of services, which is organized into five (5) tasks as listed below and described in the remainder of this scope.

 Task 1 – Project Management and Administration  Task 2 – Discovery  Task 3 – Analysis and Recommendations  Task 4 – Master Plan  Task 5 – Presentations and Meetings

TASK 1 – PROJECT MANAGEMENT AND ADMINISTRATION

Following Notice to Proceed, the CONSULTANT will revise the initial project schedule and develop a Project Management Plan outlining the key points of contact, objectives of the study, and milestones for completing the Master Plan on time.

The CONSULTANT will provide over‐all project management, QA/QC review of documents and provide support services as needed. Activities include a project kick‐off meeting, management and oversight of the activities and products produced by the CONSULTANT TEAM members. Coordination between the

The CONSULTANT TEAM will work with the TPO to identify appropriate members of the Steering Committee. Members of the committee are anticipated to represent maintaining agencies, economic and tourism representatives, and other relevant organizations.

The CONSULTANT TEAM will hold a virtual kick‐off meeting with the TPO to make introductions, discuss the scope, verify the project study area, and finalize the project schedule.

Project status and coordination calls with the TPO and the CONSULTANT TEAM will occur on a bi‐weekly basis.

Deliverables:

 Project Management Plan including project schedule  Agenda and Summary of virtual kick‐off meeting  Bi‐weekly coordination phone calls  Monthly status of progress

TASK 2 – DISCOVERY

Existing Conditions and Data Gathering

The CONSULTANT TEAM will perform a two‐day field review of the sites. It is anticipated that the data collected for this study will be derived from available published resources and study area observations. The TPO will provide currently available information on the trails, trailheads and parks. The TPO will assist with contacting and pursuing information through other stakeholder agencies to expedite the data gathering process. The CONSULTANT will review the existing sign systems, amenities, public art, and lighting located along the existing trails, pocket parks and trailheads, as well as the existing wayfinding bicycle/pedestrian signs located in Downtown Titusville. Documentation will consist of written descriptions and photographs of representational elements. Existing branding and related planning documents will also be reviewed. The TPO will provide GIS data of all existing and future trails, parks, and trailheads within the study area.

Character Development

 The CONSULTANT will use interactive worksheets to elicit input from the Steering Committee members identified in Task 1 related to the desired visual character for the new wayfinding system and amenities. The goal is to gather knowledge about user expectations, local perspective, and preferred visual design elements and characteristics. The TPO is responsible for inviting the Steering Committee members to this review.

The CONSULTANT TEAM will hold a virtual character workshop at two times with Steering Committee. It is anticipated that the workshop will last 2 hours and be conducted two times to provide an opportunity

The CONSULTANT TEAM will prepare and submit to the TPO a summary of the existing conditions as well as a summary of Steering Committee input.

TASK 3 – ANALYSIS AND RECOMMENDATIONS

Using the information gathered in Task 2, the CONSULTANT TEAM will produce an Analysis and Recommendations Report. This report will be used as support for designing a palette of signs and amenities appropriate for the North Brevard Trail Network. The report will include:

 Analysis of existing conditions  Proposed wayfinding methodology – design guidance and best practices  Circulation Study – Map of the trail network with graphics indicating entrances, bicyclist/pedestrian flow, decision points, and major destinations accessible from the trail network  Destination list – Establish major destinations accessible from the trail network  Analysis of character development worksheets – Includes signage and amenity preferences

The CONSULTANT TEAM will meet virtually with the TPO to present the Analysis and Recommendations document to the TPO for review. The TPO will provide one (1) consolidated set of written comments and the Consultant Team will finalize based on the comments submitted.

 Draft Analysis and Recommendations Report (11 x 17” digitally submitted)  Final Analysis and Recommendations Report (11 X 17’ digitally submitted) TASK 4 – MASTER PLAN

Conceptual Design

The CONSULTANT TEAM will prepare two (2) conceptual design options for the wayfinding sign family and options for trail amenities. The goal is to provide the TPO with a cohesive design standard that is reflective of the trail system’s brand that can be used as a design tool for implementation. Examples of potential trail amenities listed previously could include:

 Trail and Trailhead Signage  Trail Amenities such as shelters, benches, charging stations, and fix‐it stations  Opportunities for Community Art (types and potential locations)

The CONSULTANT TEAM will submit the design concepts to the TPO for review. The TPO will provide one (1) consolidated set of written comments and the CONSULTANT TEAM will finalize will revise the concepts based on the comments provided.

Master Plan

The CONSULTANT TEAM will prepare a draft Master Plan for TPO review. In addition to the conceptual design, the Master Plan will also address the following elements:

 Proposed Sign Locations  Guidance for Typical Sign Placement  Signage Maintenance Recommendations  Trail Amenity Options  Potential Locations for Community Art

The TPO will provide one (1) consolidated set of written comments on the draft Master Plan. The CONSULTANT TEAM will revise the master plan based on the comments provided.

In addition to the meetings identified in the previous tasks and listed below, the CONSULTANT TEAM will prepare and make presentations to the TPO Governing Board and Advisory Committees.

Project Coordination Meetings (previously identified and budgeted)

These miscellaneous tasks will also be included as a component of this project: Quality Assurance/Quality Control: CONSULTANT will designate appropriate senior staff to conduct Quality Assurance/Quality Control (QA/QC) reviews of all work products and deliverables for this project. Project Schedule: CONSULTANT will prepare and submit an abbreviated project schedule identifying major tasks and their durations within 10 days of the initial kick‐off meeting. CONSULTANT is responsible for keeping the schedule up to date. The beginning date of the services will be the date listed in Notice to Proceed for this work order. Any changes to the schedule necessitated by circumstances outside Tindale Oliver’s control will be coordinated with TPO staff. The project will be completed within nine months of the Notice to Proceed. Invoices: Invoices will be prepared in the format prescribed by the TPO. A detailed invoice including a narrative description of the work performed by Tindale Oliver during the period covered by the invoice for each item in the scope will be submitted. The final invoice will be labeled “Final” and project close out procedures will be followed. The final invoice will be submitted to the TPO within 90 days of the completion and acceptance of all deliverables.

Budget: This work will be completed as a lump sum task order. A detailed summary budget table is attached to this scope of services.

Management has the responsibility to select and use appropriate accounting policies. A summary of the significant accounting policies adopted by the Organization is included in Note 1 to the financial statements. No matters have come to our attention that would require us, under professional standards, to inform you about (1) the methods used to account for significant unusual transactions and (2) the effect of significant accounting policies in controversial or emerging areas for which there is a lack of authoritative guidance or consensus.

Significant Accounting Estimates

Accounting estimates are an integral part of the financial statements prepared by management and are based on management’s current judgments. Those judgments are normally based on knowledge and experience about past and current events and assumptions about future events. Certain accounting estimates are particularly sensitive because of their significance to the financial statements and because of the possibility that future events affecting them may differ markedly from management’s current judgments.

Management’s estimate of the net pension liability was based on actuarial factors and were calculated by actuaries independent of the Organization. DISCUSSION: The Florida Department of Transportation has requested an amendment to the adopted FY 21 – FY 25 Transportation Improvement Program to align with the Department’s Work Program. The project amendments in Attachment “A” include new funding for the NASA Causeway Bridge, Parrish Park Trailhead, and three capital transit projects.

A project must be included in the approved TIP and State Transportation Improvement Program (STIP) in order for the FHWA and the FTA to participate in the cost of any federally funded transportation project.

The TIP reflects the TPO’s priorities, consistent with port and aviation master plans, transit development plans and local government comprehensive plans, and are selected in part based on the public comment received under the TPO’s Public Participation process.

REQUESTED ACTION:

WHEREAS, the Space Coast Transportation Planning Organization is the designated and constituted body responsible for the urban transportation planning and programming process for the Palm Bay-Melbourne and Titusville Urbanized Areas; and

WHEREAS, Florida Statutes 339.175; 23 U.S.C. 134; and 49 U.S.C. 5303 require that the urbanized area, as a condition to the receipt of federal capital or operating assistance, have a continuing, cooperative and comprehensive transportation planning process that results in plans and programs consistent with the comprehensively planned development of the urbanized areas; and

Minton Road Feasibility Study

DISCUSSION:

In 2019, on behalf of West Melbourne the Space Coast TPO began conducting the Minton Road Feasibility Study. The purpose of the project was to assess the need and feasibility of widening the road, address congestion and safety issues, and create a more multi-model corridor. The corridor assessed is from Palm Bay Road to US 192; is maintained by the County and within the West Melbourne city limits. It includes two bus routes, nine public and private schools, a variety of land uses, parks, and access to Promise in Brevard, a housing facility for special needs adults.

The study process included coordination with Brevard County and West Melbourne, Technical Committee meetings and review, two public meetings, field reviews, Intersection Control Evaluation, existing conditions analysis, data collection, travel demand modeling, and other advanced planning processes.

Jesse Blouin, Inwood Consulting Engineers will present on the Alternative Corridor Evaluation (ACE) process for the proposed new corridor, St. Johns Heritage Parkway from Babcock to Malabar Road.

The Space Coast TPO funded the ACE Study and Brevard County is managing the study in cooperation with the City of Palm Bay.

The study establishes the project’s Purpose and Need, identifies potential environmental impacts and evaluates engineering feasibility. The initial corridors will be reviewed and on-going coordination with stakeholders will be taking place throughout the process. The goal is to identify 2-3 viable corridors that may be used for a future PD&E study.

A Public Meeting will take place in the spring of 2021.

DISCUSSION:

On February 4, 2021, the City Commission of Cocoa Beach adopted Resolution 2021-03 requesting the Space Coast TPO formally request the Florida Department of Transportation to include within its immediate projects a study to raise the elevation of SR 520 from the Peebles Bridge within Cocoa Beach East to SR A1A.

This item is for discussion purposes. Staff and FDOT will provide information and potential next steps regarding a future feasibility study.
