If the East -West -Link connection is established via a new bridge east of the current SH20, and all on- and of- framps into Onehunga are removed, traffic along the western shore would be reduced to local access of the port and foreshore.

In this scenario the port and foreshore can be developed into a magnificent landmark, rivalling the Wynyard Quar- ter.

The former volcanic crater basin could be reinstated as a public park while serving as stormwater retention facil- ity.

The port turns into a business and en- tertainment hub, and a scenic board- walk runs along the outstanding natural feature of the volcanic bluff formation, passing the historic Sea Scout building towards the Manukau Cruising Club, and the Taumanu Re- serve.

Currently, the bluff formation is to large extent covered by polluted sed- iments.

These sediments should be removed in a sensible manner, and be turned into mudcrete, forming an extension of the northern wharf, creating approx 6000m2 of high-value property.

The generated value can finance the removal of polluted sediments in a private - public partnership.

As Onehunga’s foreshore has been al- tered by human activity for more than a century, and its current state south of the Taumanu Reserve resembles rather a Brownfield then a natural foreshore, we see tremendous devel- opment potential for urbanised wa- terfront access.

Auckland’s sustainable development policy prioritises Brownfiled develop- ments along traffic corridors. Onehu- nga offers the ideal location for this approach.

Very few areas in Auckland offer the opportunity to build right at the wa- ter’s edge without destroying natural habitats.

We suggest that commercial and res- idential buildings be developed along Orpheus drive. These buildings could be cantilevered over water with mini- mise structural support (poles).

The usage should include a volcanic crater exhibition centre, and various F+B and hospitality outlets. Turning the foreshore from a bike and hiking path, into a lively area like Mission Bay or Devonport.

The existing breakwater south of the Manukau Cruising Club could be turned into a marina for small sports crafts. And a commercial square would act as attractor at the south end of Taumanu reserve, convenient- ly closing the loop to Onehunga town ctr. via the existing pedestrian bridge at the Onehunga Lagoon.

An additional vehicle crossing would be beneficial; we suggest a tunnel at the south end of the lagoon.

Bridge to Mangere and light rail crossing of Mangere Inlet.

The current proposal by NZTA does not incorporate the option for traffic mit- igation by opening the intended pedestrian bridge to Mangere for passenger cars and public transport. While limitations on heavy traffic (trucks) would be supported to protect the residential community of Mangere, it appears contra productive to force local residents to commute via a freeway, while an easy local connection via car and public transport along the is achievable at a minor cost increase.

Aside from the obvious benefit to local traffic, such a bridge, especially with public transport, would enhance the cooperation and mutual beneficial effects between Mangere and Onehunga.

The current light rail track alignment by Auckland Transport suggests a new Mangere Inlet crossing, which would be swinging under the existing S20 bridge. 650m It considers one station in Onehunga and one station at the Mangere overpass. It disregards any connection to the Onehunga Wharf and as such does not consid- er the development potential of Onehunga’s wharf as “New Wynyard Quarter”.

We suggest a revised light rail track alignment, which considers a station at the Port and a crossing along Mangere Bridge. We are confident that a single bridge for multiple transport modes (pedestrians, cyclists, public transport buses, and passenger cars) would be more cost effective than a separate light rail crossing, and pose a less visual impact to the environment.

If the train runs across the bridge, then the Mangere station could be ideally lo- cated at the south end of it, with sufficient space for a Park + Ride facility.

o o The north-south line is not just an aesthetic n r o problem; It will pose a substantial hazard to the sb ill construction of the new bridge to Mangere, and H it is prohibitive of meaningful development of the prime site on the Wharf (current cement silo).

Furthermore, it runs along the shoreline north of the wharf and effects development opportu- nities of the shore north and south of the Sea Scouts Building.

We strongly recommend to transfer the overland powerline at Mangere to a conduit underneath the state highway 20, and to remain under- ground, respectively in a conduit, along Highway 20 until it passes Onehunga (or beyond for the benefit of other communities). a Portage Ro d
