    WELFARE REFORMS IN POST-SOVIET STATES: A COMPARISON OF SOCIAL BENEFITS REFORM IN RUSSIA AND KAZAKHSTAN by ELENA MALTSEVA A thesis submitted in conformity with the requirements for the Degree of Doctor of Philosophy Graduate Department of Political Science University of Toronto © Copyright by Elena Maltseva (2012) Welfare Reforms in Post-Soviet States: A Comparison of Social Benefits Reform in Russia and Kazakhstan Elena Maltseva Doctor of Philosophy Political Science University of Toronto (2012) Abstract: Concerned with the question of why governments display varying degrees of success in implementing social reforms, (judged by their ability to arrive at coherent policy outcomes), my dissertation aims to identify the most important factors responsible for the stagnation of social benefits reform in Russia, as opposed to its successful implementation in Kazakhstan. Given their comparable Soviet political and economic characteristics in the immediate aftermath of Communism’s disintegration, why did the implementation of social benefits reform succeed in Kazakhstan, but largely fail in Russia? I argue that although several political and institutional factors did, to a certain degree, influence the course of social benefits reform in these two countries, their success or failure was ultimately determined by the capacity of key state actors to frame the problem and form an effective policy coalition that could further the reform agenda despite various political and institutional obstacles and socioeconomic challenges. In the case of Kazakhstan, the successful implementation of the social benefits reform was a result of a bold and skillful endeavour by Kazakhstani authorities, who used the existing conditions to justify the reform initiative and achieve the reform’s original objectives.

SYMES and STEPHAN WOODBORNE Summary 13 15 Stable isotopes (dD, d C, d N) were measured in adult and juvenile Amur Falcon Falco amurensis feathers to understand the migratory connectivity of this species. Using the OIPC (Online Isotopes in Precipitation Calculator) and a calibration curve for American Kestrels Falco sparverius we predicted the breeding range of South African Amur Falcons in the Palaearctic. dD values for juvenile feathers (mean 6 SE 5 À58.1 6 2.5&, range À83.9 to À25.7&) and predicted Palaearctic annual precipitation values indicated that juvenile Amur Falcons in South Africa originated from across their entire Palaearctic range. This rejects the leapfrog migration hypothesis and suggests the widespread movement of birds south, with a funnelling effect into the subregion where they become concentrated over a narrower distribution range. Adult dDf values were more depleted (À37.4 6 1.8&, range 5 À71.3 to À9.3&) than predicted annual precipitation values for sites where feathers moulted in South Africa (À20.2 6 0.9&) but there 13 was no correlation between dDp and dDf. This, together with significant variation of d C among sites and annual fluctuations in roost sizes, suggests that roost site fidelity is low in the overwintering range. Populations not confined to breeding sites in South Africa are able to move widely across the subregion, feeding on a broad range of arthropods that become seasonally abundant during the austral summer.

Both problems of functioning of St.-Petersburg transport node and possible ways of their decision are described. Throughout several millenia since origin of civilizations export of the goods in foreign countries in exchange for the overseas goods was the integral part of the world economy. Today the prompt growths of manufacture, development of transport and communication have led to the expansion of sphere of foreign trade and the increase of its volume. At the same time there was a process of formation of the goods movement system in which frameworks the delivery of the goods from manufacturers to consumers is carried out. The goods movement system is defined by the Russian scientists as a complex of means, communications and all types of transport, warehouses, material base of broker and agency firms, the transport-forwarding companies rendering their services in the organisation of transportation and maintenance of shipment and cargo reception, material base of the leasing companies, means of information-administrative systems.
