A Comparative Analysis of Media Freedom and Pluralism in the EU Member States
DIRECTORATE GENERAL FOR INTERNAL POLICIES POLICY DEPARTMENT C: CITIZENS' RIGHTS AND CONSTITUTIONAL AFFAIRS CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS A comparative analysis of media freedom and pluralism in the EU Member States STUDY Abstract This study was commissioned by the European Parliament's Policy Department for Citizens' Rights and Constitutional Affairs at the request of the LIBE Committee. The authors argue that democratic processes in several EU countries are suffering from systemic failure, with the result that the basic conditions of media pluralism are not present, and, at the same time, that the distortion in media pluralism is hampering the proper functioning of democracy. The study offers a new approach to strengthening media freedom and pluralism, bearing in mind the different political and social systems of the Member States. The authors propose concrete, enforceable and systematic actions to correct the deficiencies found. OsservaMedia Sardegna Caso studio: l'allarme sicurezza de La Nuova Sardegna nel centro di Sassari Abstract: Tra il 3 ottobre e il 2 novembre del 2018 La Nuova Sardegna ha costruito una lunga campagna di stampa sulla sicurezza nel centro storico di Sassari. Impostata a partire da un caso di cronaca piuttosto banale, la campagna si è prolungata con toni allarmistici e sensazionalistici, talora marcatamente razzisti, in un discorso volto esplicitamente a problematizzare la presenza dei nigeriani, e a proporre una idea di riqualificazione del quartiere sostanzialmente escludente ed aggressiva nei confronti degli attuali residenti. In questo caso studio, attraverso l'analisi testuale della imponente mole di materiale prodotta dal giornale, intendiamo mostrare le contraddizioni e i meccanismi distorsivi dell'informazione con cui si è cercato di giustificare un discorso marcatamente discriminatorio, volto esplicitamente a produrre effetti concreti nella definizione delle politiche locali, e ad imporre nell'agenda della campagna elettorale per le comunali la cornice interpretativa emergenziale dell'"allarme sicurezza". In particular, this paper focuses on the practice of asking for a “protection tax”, or pizzo, paid by around 70% of the businesses in the region. In 2005, a group of Palermitan young professionals created an organization named Addiopizzo (goodbye pizzo) with the specific goal of fighting the phenomenon of money extortion. They invented a label that certifies businesses of any kind that can prove they are not paying the pizzo. Using the resources offered by the market and the institutions, involving consumers, businesses, the police and schools, Addiopizzo was able to start a successful new trend of pizzo-free consumption. The candidature is solid and the proposed PROESOF2020 program, with the specifc goal of promoting discussion and deepening European scientifc collaboration ahead of the opening of ESOF is an unprecedented initiative represents an added value to the Valeria Fedeli proposal. Minister of Instruction, University and Research The motto “Freedom for Science, Science for Freedom”, is a refection of our times. Not only does it apply to the modern age, but it also provides guidance in the face of rapidly changing societies resulting from technological advancements and innovations, and Trieste, for it’s very well known high concentration of national and international Scientifc Institutions, functioning both as institutes of higher education as well as science and technology parks for high level research, and for both geographic and historical reasons, could not be a more ftting city to be named the European City of Science. Euro Science Open Forum would surely gain extra visibility and play an unprecedented role in the integration of Europe and in the relations between Europe and the Far-East and the South Mediterranean, and we believe that, with all its outreach and scientifc opportunities, ESOF 2020 would represent a milestone in Italy’ events to promote the role of science in society in a European context.
