It started with the putsch-like revolution in Russia in 1917 and ended up with reform-like ne- gotiated revolutions in East Central Europe in 1989. These transitions had a worldwide effect: the end of the Soviet Union and the end of the more than forty years period of the Cold War in 1991. These changes have been in- terpreted as the sweeping victory of the idea of democracy and the “third wave” of democratization.1 More than a decade after the historic democratic turn, all countries in Central Europe are constantly rated as “free” ones by the Freedom House.2 It seems that, in the Balkans, the problems of definition of national political community meant to be the greatest obstacle to democratization. But when it was solved, most of those countries quickly moved closer to the fully free category. In the case of Bosnia-Herzegovina and Yugoslavia, just as in the post-Soviet republics mentioned above, this movement toward freedom will probably take more time. In 1999, the Czech Republic, Hungary and Poland became members of the NATO, in 2002 Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, Slovenia were invited by NATO as well, and joined NATO in 2004. In 2004 the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, and Slovenia to joined the European Union. Bulgaria and Romania (and perhaps Croatia) can re- ceive invitation to the EU in a few years time. (General editor: Adrian Karatnycky) New York: Freedom House, 2001. 4 ANDRÁS BOZÓKI However, these countries had to combat tremendous problems to com- plete successfully the tasks of the double or “triple transition”3 (dictatorship to democracy, state socialism to capitalism, and in many cases, from non-states to democratic nation states). Transitionsto democracy had signifi- cant social and economic costs. Table1. summarizes the main conditions of the Central European democracies. For Central European countries, while formal political and human de- velopment indices show remarkably good figures, it is the level of economic development (Cf. Real GDP per capita), which still pose huge problems. These democracies are relatively poor democracies by European standards. This is not to say that any serious breakdown of democracy would be proba- ble in these countries, rather it just makes their integration to the European Union difficult. It is not so much the possibility of breakdown of democracy that deserves attention, rather the possible survival of informal, semi-cor- rupt structures and practices, and the conditions of “shallow democracy” (i.e. half-democratic or not-fully-democratic practices inside the formal democratic framework of rule).4 In this paper, I shall first analyze the meaning and modes of these revolu- tionary changes of 1989 by focusing on the nature of the roundtable talks and their impact on the subsequent democratic regime.5 Second, I will deal with the impact of communist and pre-communist legacies on the nature of postcommunist democracies. The paper will conclude with an evaluation of the effects of the “negoti- ated revolutions” as new beginnings. 1. THE MODES OF TRANSITION AND THEIR IMPACT ON THE NATURE OF SUBSEQUENT REGIMES Transitions or revolutions? Democratic transitions are some ways different from classic revolutions, and these differences effect its perception as “new beginning”.10 They might be revolutionary in their outcome but non-revolutionary in their process of change. – First, while revolutions start out from below and outside the power center, transitions are more complex interplays between elites and non-elites. One peculiarity of transitions is that they start from inside and outside, and also from top and bottom at the same time. – Second, while revolutions are mostly violent or threatening with the use of violence, transitions are non-violent changes in which partici- pants consciously pay attention to avoid violence. – Third, while revolutions usually polarize society between supporters of the old and new regimes, transitions offer place for different type of participants. In transition processes usually both the outgoing authori- tarian bloc (reformers vs. hard-liners) and the incoming opposition bloc (moderates vs. radicals) are divided.11 – Fourth, while revolutions are based on the mobilization of society (or seek to mobilize it at least), during the period of transition one can ob- serve both mobilization and demobilization processes.

    SHATTERED HOPES, BROKEN PROMISES, AND EXECUTIONS FROM NEGLECT THE HUNGARIAN REVOLUTION AND THE UN Second Part Few post-World War II historical events have had the same impact and reverberations as the 1956 Hungarian Revolution had both inside and outside the country. The first part of the present study (published in the previous issue of JCWS) and the research behind it, significantly based on recently declassified and other archival documents, focused on a special aspect of the international response to the Revolution, the United Nations` efforts to deal with the critical and urgent events during the Revolution and in the year after. This part’s focus is the tragic consequences of the Revolution, including trials, imprisonments, and executions that continued years after 1956. The limitations of the UN is rarely discussed, particularly by those of us that steadfastly believe in the mission of the UN, even though this silence had implications for dissidents and others throughout the world who stand up to dictatorial regimes. Studying these issues will not weaken the UN, but will make it stronger and more effective in the future. 1. Devoted readers In spite of all the controversies included in the process of establishing the SpecCom, in taking testimonies and then in writing the Report the final outcome was a great achievement.1 It became a detailed chronicle of the Revolution with the explanation of its background, its effect and its influence. The Report was translated into several languages, prefaced by important politicians, distributed in hundreds of thousands of copies and still serves as a unique documentation of history.

I Sverige liksom i många andra länder har detta främst kommit att symboliseras av Berlinmurens fall den 9 november 1989. I Polen och i Ungern hade frigörelseprocessen startat långt tidigare. Denna höst skulle även andra kommunistiska regimer tvingas ge upp. I Tjeckoslovakien skedde detta på fredlig väg i den så kallade ”sammetsrevolutionen” medan processen i Rumänien blev våldsam. I Bulgarien skulle det dröja tills 1990 innan den kom- munistiska regimen gav upp och fria val kunde hållas. I denna antologi ligger fokus på DDR, Polen och Ungern. Som de olika bidragen visar hade varje land sina egna särskilda förutsättning- ar och omständigheter som påverkade processens förlopp.

    II The Eichmann Affair Introduction The capture of Adolf Eichmann on 11 May 1960 in Argentina embarrassed the lead- erships of the European Communist countries: Eichmann had committed his crimes mainly on the territory of Soviet-bloc countries. Immediately after his arrest, the Israeli authorities signalled that they were counting on the assistance and co-oper- ation of the Soviet, Polish, Czechoslovak and Hungarian governments in the legal proceedings. The main political decision-making bodies of the concerned parties discussed the various issues arising from Eichmann’s capture, and consulted with each other and their Soviet superiors on several occasions. The documents below were drawn up in the course of these consultations and, much like a case study, they offer insights into the mechanisms that resulted in a uniform policy strategy towards Israel and Jewish-related issues, a strategy that was adapted to Soviet interests. Furthermore, the documents also reveal the extent and nature of policy differences between the various countries, the manner in which they sought to realise their own goals, and how far they were prepared to go in pursuit of such goals. Eichmann’s capture was first mentioned in the Soviet press in a brief report on 25 May 1960.1 It was only a few days after the capture that reports began to appear in the Hungarian, Polish and Czechoslovak press. As the B’nai B’rith analysis in this volume (Document 11) shows, significant differences of emphasis existed. In the latter half of June, the UN Security Council – of which Poland was a member at the time, in addition to the Soviet Union – debated, following a request from Argentina, the breach of Argentinian sovereignty.

This meeting between the deputy foreign ministers has been called for a very important purpose: to exchange information regarding the experiences and results we have come across in our work preparing the convocation of the conference on security in Europe and to reach an agreement on the fundamental direction of our future activities. 1) The latest lessons of the preparations for the conference on security in Europe Since the meeting of deputy foreign ministers held in Sophia in January of this year, several important developments have taken place in connection with the security conference. On the one hand, the bilateral consultations between the European states on questions related to European security and the preparations for the conference on security have become broader and more regular; and on the other hand several inter-state organizations of the West have addressed these issues quite specifically. Comrades, first of all please allow me to speak about the experiences we have gathered during the bilateral consultations and the conclusions we have drawn on that basis. During the five months that have passed since the meeting of deputy foreign ministers in Sophia we have conducted several bilateral talks and consultations on questions related to the preparations of the conference on security in Europe. In addition to the continuous and mutual exchange of information and harmonization of views, we have conducted bilateral talks at ministerial and deputy-ministerial level with the friendly socialist countries, with our Bulgarian, East German, Polish and Romanian comrades.
