Questionnaire for pilot sites

Collection of facts and information of pilot sites for building a comparative, transnational typology of alpine territories

For project partners: Please fill in the predefined gaps and boxes and try to answer all the questions clearly and completely. Use the predefined boxes and stick to the space limitations. If space isn’t enough, please use the attached document to add more information. The questionnaire will be

transferred directly into a kind of factsheet of your pilot site. Therefor please try to give clear information and formulate it well, so that it can be used for presenting your pilot site. If you have questions concerning the filling in, the meaning of a question or anything else, do not hesitate to contact us (iSpace – Dagmar Lahnsteiner, [email protected], CEREMA – David Caubel, [email protected])

2. Planning instruments: Which planning instruments and strategic documents influence /control spatial/housing and mobility planning in the municipality/territory THE MOST? In which way, at what time and territorial scale do they act? Are they obligatory? Think of any programmes, concepts, regulation, strategic processes etc. (max. 5 listings with max 400 characters each)

PLH Bas-Chablais : Local housing planning document on a smaller territory (Bas-Chablais) than the pilot site. The objectives are : - To fight against social segregation - To balance the territorial development between urban functions and housing diversity - To favour residential mobilities - To ensure the right to housing and to access to public equipments “Schéma Métropolitain de Mobilité du Genevois Français” : Mobility planning document on the territory

4

“ARC Genevois”, at a larger scale than the pilot site SCoT Chablais : with 5 stakes : - To ensure housing, amenities and services - To preserve living environment - Economic development - Accessibility in and to the territory - To become an inter-municipalities with strong projects PLUi Bas-Chablais : Urban planning document applied to a smaller territory than the pilot site. The main objectives are : - To ensure connections and accessibility to the territory - To create favourable conditions to social cohesion - To ensure sustainable territorial resources - To develop residential and touristic economies PLU : Local urban planning document on Thonon and on the other municipalities

3. Main objectives: What are current and forecast main objectives and guiding principles for the municipality/territory, linked with mobility issues(+ sources)? Think of local, regional and national scale. (max. 5 listings with max 200 characters each)

To accompany the growing arrival of transboundary workers in the future To balance and to diversify transport modes To improve access to the Chablais, the larger scale of the pilot site in planning documents To improve railway network

4. Planning measures: What are concrete planning measures already in use within the municipality/ territory, helping to reduce CO2 and foster/push the usage and implementation of public transport and other low CO2 mobility options? E.g. car- reduced building projects, precautionary land use (saving areas next to public transport infrastructure for building compact settlements), subsidy for compact settlements, strengthening of town centres, regulation of residential densities next to public transport stops (max. 5 listings with max.300 characters each)

The “Léman Express” project, which is a high-speed train that will pass all along the territory Redevelopment of train stations that will be impacted by the “Léman Express” project Balance between housing planning and services supply between and Switzerland Project of high level service bus Emphyteutic leases for land in order to diversify types of constructions

-PART D: STRENGTHS AND WEAKNESSES –

In conclusion, regarding requirements, offer, planning and implementation of low CO2 mobility and related issues, what are: (max. 800 charcters each)

- strengths & benefits of the municipality/territory? - weaknesses & problems of the municip./ territory? - The pilot site can both plan mobility and - Suburban territory urbanism - The ineffective railway network in the - The urban framework, with multipolarity department (problems of frequency and - An attractive life environment tracks) - Property pressure and high prices for housing - Difficulties for interoperability - The road network is overexploited, all

types of roads are used by inhabitants in order to avoid traffic density on major highways - opportunities & challenges of the municip./territory? - threats & restrictions of the municipality/territory? - To promote electric bicycles - Risk of uncontrolled urbanisation due to - Integration in the mobility schema important population growth and growing established by “Grand Genève” with share of people working in Switzerland important projects, whose “Léman Express” - The impacts of “Léman Express” project on - The reinforced roles of town-centres and housing and mobility, on the territory and train stations : the opportunity to create a on a larger scale stronger urban framework - Balance between transport projects and - Developing connections to train stations services supply - Projects which can be the opportunity to - Risk of reinforcing social segregation improve access to the territory between “littoral” and “mountains”, due to the land price and access to housing - Risk of degrading environment and territorial identity

-PART E: BEST PRACTICES AND EXPERIENCES TO SHARE-

Are there best practices or experiences examples (maybe yet mentioned) of reduced CO2 mobility offers / projects or initiatives:

- WITHIN THE MUNICIPALITY/TERRITORY OR THE REGION which work very well and can be recommended to other municipalities with similar conditions? Examples with short explanations (max. 5 listings with Weblink or contact for further information max.300 characters each) The transboundary bus line, from Geneva to Thonon GLCT (Groupement Local de Coopération Transfrontalière)

- from OTHER MUNICIPALITIES/TERRITORIES which would be a good solution for the municipality/territory under review?

Examples with short explanations (max. 5 listings with Weblink or contact for further information max.300 characters) Cable transport : it could be a solution to improve access to the territory in more mountainous areas Electric bicycles can be a good solution for the pilot site, because the altitude can fluctuate in some areas, and it will be faster to go to Genève for example by electric bicycle than by car High Level Service Buses : this transport mode could work in this pilot site to accompany the “Léman Express” project

Are there lessons learned from less successful or failed experiences that could be shared in order to improve forthcoming actions in municipalities with similar conditions? (max. 500 characters)

-PART F: TOOLS FOR MOBILITY AND SPATIAL PLANNING –

Are there any tools/ software products your local authority uses to model effects on land-use and/or transport (e.g. low carbon scenarios) within the process of mobility or spatial planning? Please name them (+ Link and contact Person if available).

- G²AME : (2016) The tool has been developed by the “GLCT Grand Genève”, addressed to local authorities, households and decision-makers. The tool identifies polluted areas and reasons of pollution in order to act. For example, the tool estimates the emissions and its evolutions, number of people exposed to pollution, Link : http://www.grand-geneve.org/ggame Person : ATMO Air Rhône-Alpes

- TMM (Transboundary multimodal model) : (2006) The tool has been developed by the CRFG. It is addressed to local authorities, in order to highlight traffic evolutions, linked to the evolution of governance perimeters. It models traffic loads. Person : Haute-Savoie Department + Geneva State

- Monitoring : Tool created by “Grand Genève”, addressed to decision-makers and professionals. It aims to help decision- markers in theirs planning policies. It is a tracking tool for policies applied in “Grand Genève”, on different subjects (land use, housing, measures implementations in the territory, etc….) Link : http://mesures.grand-geneve.org/ Person : Bruno Beurret and Ingrid Carini

- MCMA : Tool created by the EPF 74, addressed to local authorities who want to define property policies in order to reduce land use.

Do you make any tools for estimating effects of individual mobility behaviour and/or location choice available to your citizens? Or do you provide any information or links about such tools on your homepage? Please name them (+ Link and contact Person if available).

No

If you could wish for a (software) tool for sustainable land-use and/or transport decision making, what would it be like? Please name important characteristics, input, output, geographical scale and target groups.
