Anuari de la Societat d’Onomàstica. Un número que, novament, i complint el propòsit del pro- jecte editorial originari, testimonia la voluntat de la Societat d’Onomàs- tica d’aconseguir consolidar una publicació acadèmica de naturalesa pe- riòdica, d’abast interescalar (o sigui, que abracés des de l’escala local a la internacional), multilingüística i amb una orientació plural dins la recer- ca onomàstica que es porta avui dia a terme arreu del món. El temps −el temps llarg, que deien els historiadors dels Annales− ens dirà si ho acon- seguim o bé si el nostre propòsit acaba quedant com un intent no reeixit de tirar endavant una iniciativa que, en el moment original, vam consi- derar prou necessària com mobilitzar les energies coŀlectives que fes falta de cara al seu assoliment. El número que ens ocupa, doncs, presenta un total de cinc articles. Dels cinc, tres se situen en la línia dels treballs sobre temes onomàstics habituals a la revista. El primer d’ells, en occità −i val la pena subratllar que és la primera ocasió en què aquesta llengua és present en un article de l’Anuari−, porta el títol d’INSULA > occitan ièrla. Un mot corrent ena toponimia dera nauta arribèra de Garona i ha estat escrit per Aitor Carrera. El segon toca una temàtica situada en un pla ben diferent, el de l’adapta- ció ortològica; l’article, escrit per Joan Julià-Muné, es titula Propuesta de adaptación ortológica de la onomástica china al español. Finalment, el ter- cer el signa Sílvia Veà i respon a l’enunciat de Topònims rurals pretèrits del terme municipal de Vinebre (Ribera d’Ebre). Els dos articles que completen el número es corresponen amb les apor- tacions que continuen (i tanquen) el recull de textos del Simposi sobre to- pònims minoritaris a Eslovènia, àrees bilingües adjacents i països de parla germànica, la primera part del qual es va publicar al número 2 de l’Anuari. Es tracta, d’una banda, de Geographical names in the languages of official minorities in Slovenia, de Matjaž Geršič, Drago Kladnik i Peter Repolusk, i, de l’altra, de German-Slovene relations in the Slovene lands from the mid-19th century until today, de Klemenčič Matjaž. Un tercer article, inicialment pre- vist, i basat en la intervenció de Helge Paulig al simposi esmentat, no ha pogut ser finalment inclòs en aquest recull monogràfic que ara tanquem. 7 En el preàmbul del text que encapçala, doncs, el número que assenya- la el tercer any de vida, la Junta Directiva de la Societat d’Onomàstica i el Consell Editorial de l’Anuari volem ratificar el nostre ferm propòsit de persistir en la voluntat de continuar tirant endavant la revista a desgrat de les dificultats. Unes dificultats que no són poques: des del finançament fins a la gestió i materialització final de cada número, passant per la tasca de seguiment minuciós de cada article des de l’inici fins a la publicació (amb la complexitat afegida de ser una revista multilingüe i d’acceptar treballs desenvolupats a qualsevol escala del territori: des de la local a la general). Però que estem decidits a seguir afrontant, més enllà de qualse- vol temptació de defalliment. Perquè sabem que es tracta, ras i curt, d’una qüestió de principi. Joan Tort President de la Societat d’Onomàstica 8 TheAnuari enters its third year We are pleased to present the third issue of Onomàstica. Anuari de la So- cietat d’Onomàstica. This issue once again seeks to meet the goals we set ourselves when we initiated this project and is further evidence of the So- cietat d’Onomàstica’s commitment to consolidating this academic peri- odical, which cuts across a range of scales (from the local to the interna- tional) and different languages to provide a plural perspective on the on- omastic research being conducted around the world today. Only time – as measured by the historians of the Annals – will tell whether we meet our objective or whether our endeavours will be remembered as a thwarted attempt to pursue an initiative that, in its day, we considered sufficiently necessary for us to mobilize our collective forces to publish this journal. This issue contains a total of five articles. Of the five, three correspond to studies of what might be considered the more usual onomastic subjects examined in this journal. The first, written by Aitor Carrera in Occitan – interestingly the first time this language has been used in the Anuari – is entitled INSULA > occitan ièrla. Un mot corrent ena toponimia dera nau- ta arribèra de Garona. The second deals with quite a different question, namely that of orthological adaptation. The article, written by Joan Julià- Muné, is entitled Propuesta de adaptación ortológica de la onomástica china al español.

International Mother Language Day Friday, February 19, 2010, Special release At the 2002 population census, Slovene was spoken as the mother tongue by 87.8% of people living in Slovenia, while the languages of national minorities – Hungarian and Italian – were spoken by 0.2% of the population, the same as Romany. Multilingualism is a precondition for cultural diversity In 1999, UNESCO proclaimed 21 February the International Mother Language Day in memory of the protest and death of Bengalese students who 47 years before demanded equality for their language. In this way UNESCO wanted to draw attention to the need to preserve cultural and linguistic diversity of individual areas in the world.

    TREATISES AND DOCUMENTS JOURNAL OF ETHNIC STUDIES RAZPRAVE IN GRADIVO REVIJA ZA NARODNOSTNA VPRAŠANJA 71 / 2013, p. 27–52 Zaira Vidau* The Legal Protection of national and Linguistic Minorities in the region of Friuli Venezia Giulia: A comparison of the Three regional Laws for the “Slovene Linguistic Minority”, for the “Friulian Language” and for the “German-Speaking Minorities” This article presents a comparison between three regional laws, namely the contents of Law 26/2007 for the protection of the “Slovene linguistic minority”, Law 29/2007 for the protection of the “Friulian language” and Law 20/2009 for the protection of the “German- speaking minorities” adopted by the Friuli Venezia Giulia Region in Italy. The analysis is based on the framework of diversity management theories and the related functions of minority legal protection and decentralization models. The author concludes that the system of minority protection in FVG is asymmetrical, as the regional legislation has a similar structure but is separate for each group. The differences regard also the protection of minority languages and their dialects as well as the legal sources and subjects. Reindl Filozofska fakulteta, Ljubljana Slovene Ultra-Formal Address: Borrowing, Innovation, and Analysis Slovenščina ima ogovorni sistem, ki se od osnovnega dvojnega ogovornega sistema mnogih ev- ropskih jezikov loči v tem, da oblikovno razlikuje do štirih ravni formalnosti (neformalno/tikanje, polformalno/napol vikanje, formalno/vikanje in ultraformalno/onikanje). Do nedavnega je bilo onikanje v redni uporabi tako v neposrednem kot v posrednem ogovoru (oz. govorjenjem o odsot- ni osebi). Čeprav bi lahko slovnične značilnosti onikanja izvirale iz stika z nemščino, se zdi, da predstavlja slovenska uporaba onikanja v posrednem ogovoru samostojen izum. Avtor analizira Linhartovo veseloigro Županova Micka z namenom, da razišče in prikaže vzajemno delovanje teh ogovornih oblik. Podobne raziskave onikanja v drugih jezikih (češčina, slovaščina) bi lahko bolje osvetlile pojav, ki je prisoten v več slovanskih jezikih. Slovene has a system of address that differs from the basic binary address system of many Europe- an languages by grammatically distinguishing up to four levels of formality (informal, semiformal, formal, and ultra-formal). Until recently, ultra-formal address was regularly used in direct as well as indirect address (i.e., reference to absent persons). Although the grammatical characteristics of Slovene ultra-formal address (3rd plural) appear to have been the result of contact with German, the Slovene application of this form to indirect address appears to have been an independent innova- tion. Anton Tomaž Linhart’s play Županova Micka is analyzed in order to explore and illustrate the interaction of these various address forms.

    1 The Slovenian language The file slovene.dtx1 defines all the language-specific macros for the Slovenian language. For this language the character " is made active. In table1 an overview is given of its purpose. One of the reasons for this is that in the Slovene language some special characters are used. "c \"c, also implemented for the lowercase and upper- case s and z. "- an explicit hyphen sign, allowing hyphenation in the rest of the word. "" like "-, but producing no hyphen sign (for compund words with hyphen, e.g. x-""y). "` for Slovene left double quotes (looks like ,,). "' for Slovene right double quotes.     Zur Mikropolitik rund um den „Ortstafelsturm“ in Kärnten 81 Peter Gstettner (Klagenfurt) „...wo alle Macht vom Volk ausgeht“. Eine nachhaltige Verhinderung. Zur Mikropolitik rund um den „Ortstafelsturm“ in Kärnten. Im Herbst 1972 erschütterte der „Ortstafelsturm“ die politische Landschaft Österreichs. Anlass war die Aufstellung deutsch- und slowenischsprachiger Ortstafeln in Südkärnten. Zuvor war im Wiener Parla- ment mit Stimmenmehrheit der sozialdemokratischen Partei ein Gesetz über die topografischen Auf- schriften beschlossen worden. In Kärnten gingen radikale deutschnationale „Heimatschützer“ auf die Straße, um die aufgestellten zweisprachigen Ortstafeln gewaltsam zu entfernen. Ein Großaufgebot von Gendarmerie konnte gerade noch verhindern, dass es zu größeren Ausschreitungen kam. Der Terror der Straße endete erst, als die Regierung bereit war, auf die Neuaufstellung der Ortstafeln zu verzichten und eine Novellierung des Gesetzes vorzunehmen. Eine konkrete Analyse des Geschehens, die hier erstmals anhand von Archiv- und Aktenmaterial durchgeführt wird, kann zeigen, wie minderheitenfeindliche Agi- tation das staatliche Handeln bis zur Einschränkung von demokratischen Rechten deformieren kann. Dies erklärt auch, weshalb der Staatsvertrag von 1955 in Kärnten bis heute nicht voll erfüllt ist.
