01.Introduction

Sri Lanka Postal Service was inaugurated at five post offices in Galle, Colombo, Mannar, Jaffna and Trincomalee in for connecting marine locations for communication purpose in 1798.

Department of Posts is a service oriented state institution and provides numerous services, with responsibility to the society. Without considering profitable manner, for the above concept, Department of Posts is rendering services to the general public, either at the nominal fees or lesser charges recovering from them. Some types of social obligatory services are being afforded free of charge to the beneficiary too. This situation leads Sri lank a posts to bare the administered cost by itself.

Example: Elders Allowance, Public Assistance Monthly Allowance, allowance for Medical Assistance, Famers, Fisheries and Civil Pension Payments are being implemented through Network channel, without charging any fees either from the beneficiaries. Because it is the public services. At any circumstances, no assessment has been taken place about the administrative cost bearing by the Department of Posts, to those payment effected at post offices. It is appropriated that the percentage of the financial value bearing by the Department of Posts should be shown into the total revenue as a token. According to the existing process of the accounting system, the annual cost for effecting those payment, is calculated for Rs. 134 mn.

On the rapid growth of Information Technology, influences postal communication sectors and decline quantity of letter volume. Although there is thought, it influences diminishing the significance and need of physical communication in global trend. But it has been observed and analyzed that communication development takes place under these categories of postal products in global trend.

According to the requirement of diversification of postal products and services, in the existing global and local trends, Sri Lanka Posts has also stepped up into the changing postal policy and implementing programmes with inclusion of modern information technology and follow up new market concept in the postal operation, to fulfill changing communication needs of customers’ requirements with qualities and efficient way to implement. At the same time, Sri Lanka Posts provides services to the State sectors, Semi Govt, sectors and Private sectors, though it takes appropriate measures to facilitate Agency services to them with suitable manner.

However, it has been brought to the attention to the Government that the trend of annual operational expenditure of Department of Posts has been increased rapidly. But the trend of annual revenue growth could not match with, in order to the existing the expenditure trend. It has been analyzed and arrived to the decision that to provide efficient and quality public service by way of introducing

2 quality products/services to the public in low cost and earning higher income. To achieve the target, obtained the concurrence from the Cabinet for preparation of the Business Development Plan for 2019-2023 final stage, has been completed and necessary steps to be taken to submit and getting suggestions through the sub Cabinet committee of Economical and Management for their considerations.

02.Major Functions of Department of Posts

1. Provision of an efficient and reliable service in tandem with all stakeholders as a team under any environmental and social condition under the guidance of the leadership and the promotion of income. 2. Formulation and implementation of a strategic plan focused on new technological market and that advances the cause of the postal service in collaboration with the relevant stake holders. 3. Bringing about an attitudinal change for the provision of a dignified service, updating intrinsic value systems of the Sri Lanka Post as a flagship communication entity of the state sector. 4. Deploying the disciplined staff empowered by continuous training and a system of methodical performance appraisal in such a way to consolidate the public trust. 5. Becoming the best postal hub of South Asia by providing a more efficient service through proper study of work, income-based grading and employee motivation. 6. Making the post office network a commercial center providing multi-purpose services that can attract tourists and win public trust. 7. Converting the postal service which has earned the confidence of the consumer by providing a door to door service into a more qualitative and more efficient service by employing modern marketing strategies. 8. Achieving institutional improvement by the optimum use of technology with local and foreign assistance. 9. Making the consumer delighted by offering services in a pleasing and attractive office environment. 10. Main postal functions of the Postal Department of Sri Lanka have been divided into 03 sections for administrative ease. They are:

Functions of the Section

 Duties of recruitments, promotions, transfers and appointments for acting officers and performance reports of the staff and executive grade officers.

 Taking actions for appeals of the staff officers with the coordination of the Public Services Commission.

Progress of the year 2018

 Recommendations have been sent to the Public Services Commission by holding interviews for 48 vacancies of the assistant superintendent of posts.

 Actions have been taken on 14 transfers of Investigations Inspectors.

Functions of the Section

Examinations Branch

Relevant Staff officer - Senior Administrative Secretary (Headquarters)

Functions of the Section

Examination branch is executed under the Senior Administrative Secretary (Headquarters)with the supervision of the Deputy Postmaster General (Administrations).

There are 09 approved schemes of recruitments to recruit the staff of the postal department. As per that scheme of recruitments, examinations are held under the stream of limited, open, seniority and merit for filling the vacancies arisen for each posts. Based on the merit of the examination, the vacancies are filled from the qualified applicants by holding the general or structured interviews.

Further actions are taken to hold the efficiency bar examinations (written test/oral test/certificates/courses) for the Grade of each posts through the department of Examinations/other institutes/postal department)and pay the languages incentives. Sending the applications of the postal service’s officers who applyfor external examination to the relevant institutes, And the confirmation of the computer certificates that examine as the vocational qualifications for the recruitments of postal services officers is done by this branch.

 Holding the efficiency bar examinations (written /oral /certificates/courses).

 Organizing the required doings to hold the competitive examinations (under limited, open, seniority and merit) for the recruitments, obtaining the approval for holding the examination, obtaining the observations from the Department of Examination, issuing the examination notifications, receiving/ checking/listing applications and sending those to the Department of Examination, holding the examinations, preparing the result sheets, issuing the results and to get confirmation of the certificates.

 Actions are taken to pay the languages incentives.

 Sending the applications of the officers who apply for external examination to the relevant institutes.

Progress in the year 2018

Recruitments

 The examination has been held on 30.12.2017 and 06.01.2018 to fill the 24 vacancies in the posts of Assistant Superintendent of posts (Investigations) and 28 vacancies in the posts of Assistant Superintendent of posts (Account inspectors). A general interview was held on 29.10.2018 for 41 qualified applicants. It has been sent to the Secretary of the Ministry on 19.11.2018 to get approval of the Public Services Commission for giving appointments tothe successful applicants.

 The practical test has been held on the days of 02.04.2018 and 03.04.2018 for the applicants who have passed the examination under the open stream for the postal drivers post and general interview has been held on 18.05.2018 for the 31 successful applicants. Actions have been taken to give appointments to 31 successful applicants in the month of October 2018.

 An interview has been held on 12.01.2018 to fill the vacancies of the post of Assistant postal Account inspectors. Actions have been taken to give appointments to three successful applicants.

 Applications have been called for filling 06 vacancies of the post of Grade III Maintenance Assistant. The examination for this has not been held due to non-receiving of applications that meets the qualifications.

 Applications have been called from 05.10.2018 to 01.11.2018 for filling 03 vacancies of the post of Grade II Superintendent of Posts.

 Basic actions were organized to call the applications for filling the 03 vacancies of the post of Assistant postal Account inspectors.

 Basic actions were organized to recruit under the open stream for the post of Grade III postal services officers.

 Basic actions were organized to fill 22 vacancies under limited stream and 10 vacancies under open stream for the post of postal Drivers.

Efficiency Bar Examinations

According to the approved scheme of recruitment, coordination actions were done at division’s level of divisional superintendents of posts to hold the efficiency bar examination (Oral test) for the employees who have been recruited to the post of postal assistants.

Accordingly, as at 31.12.20187,

 Examination has been held on 22.04.2018 for 1101 sub post masters. The results were received on 01.11.2018 and the results of 76 applicants who have together passed two subjects have been sent personally. Further, actions have been taken to inform the name list of the applicants who completed the examination as per the result sheet to the District Controlling Officer.

 It has been held the efficiency bar examination that is to be held as per the old approved scheme of recruitment approved on 01.03.1993 for the officers who were recruited 05.02.2013 and thereafter. But as per the new scheme of recruitment, since it has been mentioned as the theoretical and practical training, their appointments have not been confirmed as it was not decided whether what the first efficiency bar examination is. According to the request made by explaining the matters in connection with this to the Public Servicers Commission, efficiency bar examination reliefs have been given to only for those officers personally as per the letter of the Public Servicers Commission’s No: PSG/APP/04/60/2016 dated 18.10.2018. Accordingly their appointments are being confirmed.

 Basic actions were organized to hold the efficiency bar examination for the postal service’s officers in Grade I ,II,and III.

 As mentioned in the approved scheme of recruitment for the post of postal Drivers, when organizing the basic actions for holding the efficiency bar examinations that are to be held for each Grade, it was arisen problematic situation and therefore, letters were sent to the Public Services Commission for amending the relevant parts of the scheme.

Other duties

 When taking action to confirm the computer certificates of the postal service’s officers who were not confirmed, it was arisen issues and therefore it was coordinated the actions of the committee that was appointed to correct those issues.

 Computer certificates of the 350 officers who were recruited in the year 2016 have been sent to the relevant institutes for certification.

 Actions have been taken to pay language incentives for approximately 25 officers who are serving in the department of post.

 Applications of 150 officers who have applied for external examinations have been sent to the relevant institutes with the certification of the Head of Department.

Taking actions to give efficiency bar examination reliefs, Taking actions to give the relevant information as per the Right to Information Act, Giving required information for the appeals received in connection with the above recruitments, efficiency bar examinations and Grade promotions.

Sub Post Office section

Functions of the Section

 Making all the establishments’ actions in relations to the sup postmasters such as appointments, confirmations, giving W &O.P numbers, resignation, retirements of the sup postmasters and acting sup postmasters of the 3410sup post offices.  Updating and maintenance of the personal files of the sup postmasters.  Making all the actions on the disciplinary matters of the sup postmasters.  Making acting appointments for the vacancies that are arisen instantly in the sup post offices.  Preparing Cabinet papers for giving permanent appointments for acting sup postmasters.  Temporarily closing and re-opening the sup post officers.

 Giving permanent appointments for 266 sup postmasters with law qualifications.

 Taking actions to hold the interviews for formalizing the recruitments of acting sup postmasters and substitutes.  Holding the efficiency bar examinations for sup postmasters and taking actions to pay suspended salary.  Re-opening of 03 sup post offices that were closed under the war situation of the North and East provinces.  As per the P.A.C 2006/06, re-correcting the salary paid by mistake for sup postmasters who were given permanent appointments after 01.01.2006.  Preparing the personal files formally and correctly of the sup postmasters having in the sup post office section.

Postal Transport Section

Functions of the Section

 Fulfilling the postal department transport requirements.  Fulfilling all island postal transport requirements daily, transport requirements of the Executive officers, field duties, and other official transport requirements.  Executing postal Vans services for maintaining the outside provinces postal transport efficiently by coordinating from central mail exchange to outside provinces towns daily.

 Executing foreign postal transport affairs in the Colombo urban division daily.

Mechanical Engineering section

Functions of the Section

 Making small, medium and large scale of repairs for maintaining the vehecle collection.  Purchasing basic instruments for improving the productivity of the section.  Postal transport section will be made minor repairs through the Mini Work Shop implemented at Kandy and Galle without deploying additional staff. It has been able to minimise the cost and the time period for the repairs through this.

 It has been made 573 vehicles repairs with 05 full engine repairs and 01 semi repairs and 271 vehicle maintenance services.

International postal service section

Relevant Staff officer - Superintendent (International postal services)

Sri Lanka post acts as a member of universal postal union which consisted of 192 countries and when handling international post, It will act in compliance to the rules and regulations, standards and methods of the universal postal union. Actions will be taken by the Asian pacific postal union to award the scholarships annually for improving the knowledge of the staff by covering various subject fields for Sri Lanka post that acts as a member of the Asian pacific postal union situated in the Asian pacific region.

Functions of the Section

 Providing a qualitative, efficient and trustworthy service to the people through the operational process of international post and strategically development. Under that, international speed postal service, international parcels service, registered letters service and normal letter service will be provided to the people.

 Giving new technology new services and new trends of the world post to the postal department with the universal postal union which is an agency of United Nations Organization.

 Improving the quality of the EMS service.  In compliance with the standards introduced by the universal postal union for handling international post, taking actions to improve the efficiency of the post by deploying technical tools. Ex- IPS.POST , IPS.CDS

Progress in the year 2018

 Purchasing of 03 X- Ray mechines for checking foreign postal goods before sending those to the Katunayake airport and all the postal goods received from foreign countries.

 Necessary actions are taken for conforming to Customer Declaration System (CDS) for informing the content of foreign postal goods to the destination countries before sending those to the foreign countries when sending foreign postal goods.

 A post of approximately 260 tons has been sent to theforeign countries in the year 2018. For this, it had to be paid Rs. 258,336,698.20to the airlines Companies as a airline service charge based on the fees of International Air Transport Association(IATA)and International postal union. But, it has been able to save Rs. 84,658,645.80from that amount on the memorandum of understanding that was made by the international section with the International postal union after discussing.

Information Technology Section

Functions of the Section

 Development, creation of softwares required to the department, data storing, protection and updations are done by the seftware development unit.

 Finding, studying information technology solutions to the department and preparing projects are done by the promotional operation unit. Providing those information to the seftware development unit, development of prepared softwares and giving necasary assistant when implemention those in the postal network.

Accordingly, Liaison process is executed with the supervision of the Deputy Postmaster General (Operations) and marketing functions is executed with the supervision of the Deputy Postmaster General (developments).

From the year 2019, on the service requirement, this section is implemented as two sections under the Superintendent (Marketing and research) and Superintendent (Liaison).

Central Mail Exchange

Central mail exchange is the main postal goods exchange center of the department of postal in Sri Lanka. It makes local and foreign postal operational works related to all the sections such as collecting, selecting, transport, distribution of all kinds of local and foreign postal goods submitted to the post and transfer to its destination.

Central mail exchange is governed by a superintendent (Central mail exchange) under the supervision of the Deputy Postmaster General (Operations) and this is the main revenue earning section of the postal department which consists of 2205 personnel and execute 03 sections together, namely central mail exchange, accounts and administration.

In 2018, a contribution of 29.3% has been given to the total revenue of the postal department.

Central mail exchange is consisted of 07 main sections under the assistant superintendents and an Accountant.

3.Senior inspector room -delivering letters within 08 out of 15 Colombo urban Zones except Slave Island, Wellawatta, Havelock town, Borella and Kotahena.

4. Postmaster minor employee section – Making the works of office assistants, Porters, Postal Assistants, Registered substitutes, external labours.

5.Letter boxes section - Collecting fees related to the letter boxes which were obtained by the residents in Colombo zones and giving new boxes.

6.Bags clerk section- giving postal bags to the post/sub post offices and repairs .

7.Letters turning section –Turning the letters according to the requests of the urban residents and institutes of the Colombo zones when changing their residence and . Correcting and sending letters received for incorrect postal boxes, letters without insufficient address, letters referred to an office, letters with incomplete destinations address to the outside provinces.

8.Task organizing officer section/ post selecting officer – Making all the administartive needs of whole officers who serve demestic post section. This included the 298 post selecting officer’s service times.

Return Letter Office Receiving postal goods undelivered for various resons, dividing registered letters as demestic and foreign and retaining for one year period and if it is with a value, those are ouctioned and others are destroyed. Foreign letters and customs packets are retained for a month and sending to the initial offices. If normal parcels and foreign parcel bags are with a value, those are ouctioned and others are destroyed. Normal letters and periodicals are opened and the collecting stamps are sent tothe auctions. Retaining the cheques and money remitance.

Post office- Central Mail Exchange

According to the gradings of the postal department, this is a post office with a first class communication locale. Its administrative affairs are under the Deputy Postmaster General (Western) and operational affairs are made under the central mail exchange.

Telemail received from island wide post and sub post offices and addressed to place located inthe zones from 01 to 15 in Colombo is delivered by this office.

This office is opened from 06.00am to 9.00pm.

In 2018, this post office has earned an revenue of Rs. 62,493,654.00.

 All the items including stamps, memorial sheets, first day covers can be available through sl post stamp app via the internet.  Within 07 days from the date of ordering, the relevant order will be provided to the customer through this service.  Issuing annual stamps for domestic and foreign fixed orders and posting other materials including stamps related products.  Opening fixed orders for new philatelist, taking action to deposit money of old fixed order account bearers and depositing other money, accounting and preparing the vouchers.  Selling stamps for domestic and foreign philatelists.  Providing personalized stamps service through the philatelic bureau and sub counters of Kandy, Nuwaraeliya and Negambo.  Opening philatelic bureau sub counters by covering tourist zones.

Museum

 This is consisted of many oldest communication methods and communication instruments and goods used for telecommunication service development. There is a stamps collection that displays the beginning and development of postal stamp.

09. Value added Services

09.1. Business Mail Service

Business Mail service was introduced in the year 2013 with a view to retain the public and private business community who make more effect to the national income further with the post and contributes for 70% of total postal articles capacity and the revenue progress achieved by the business letters postal service by now has been clearly affected to the whole revenue growth of the postal department.

Since the mail submitted through this service are sorted out to the destinations as per the postal code by using computers and handed over to the post by the institutes of handing over them, it is not arisen a necessity for arranging, stamping and sorting. Accordingly, the cost and the time for that purpose is minimized and as a result, the postal department has been able to delivery those letters to the receiver on following day.

It is expected to increase the postal market share by providing this facility and Track & Trace facility has been provided for this service.

Service conditions have been submitted by the postal department for obtaining this service and those are as follows.

1. An institute should have a minimum of 100,000 letters for a month to hand over to the post.

2. At least, a bank security of Rs. 1.5m should be given.

3. Annual registration fee is Rs. 5,000.00.

4. All the letters given to the post should be bundled by sorting out destinations as per the address and postal code by using computers or printing media. 5. 50 letters should be included in one bundle and the weight should be prepared as 20g (Ex: 0- 20, 21-40, 41-60) and it should be submitted by mentioning the office of destinations at top corner on them. In case of number of letters is less than for one bundle, it should be mentioned the number of that letters. 6. Standards envelops should be used according to Standard Bureau All the postal articles should

only be handed over to the business postal service unit of the central mail exchange. Actions

should be taken to settle all the postage invoices within 10 days from the date of issuing.

09.2. Bulk mail service

Under this service, postal articles are delivered to and registered post, ordinary post and parcels to be posted are collected from the bulk mail sender institutes who are outsiders from the central mail exchange by attending to those institutes under a monthly fixed service charge. Monthly fixed service charge is Rs. 6,000.00 for per the institute within the Colombo municipal limit and the charge is changed for the institutes outside the Colombo as per the distance. By now, 108 institutes have been registered for this service. 09.2.1 Bulk mail service (Implemented under No: “M”)

This service is executed as pre-paid and postpaid.

After registering with this service, “M” number will be issued for those institutes. Accordingly, through this, letters can be posted by printing as postage has been paid with above registered number without affixing stamps or stamping with a machine.

If this facility is obtained under postpaid basis, it should be deposited an equal amount incurred for the monthly posting letters as a fixed deposit charge by cash or bank security in the name of the Postmaster General.

Service conditions have been laid down by the postal department for obtaining this service and those are as follows.

 It should be paid an annual fee of Rs. 5,000.00 for registering with this service and an amount of Rs. 3,000.00 for a calendar year as a renewal fees if it is intended to maintain the service.

 Fixed deposit fee under postpaid service is Rs. 25,000.00 within the Colombo Municipal area and the minimum is Rs. 10,000.00 for outside provinces.

 Registering with the service is made by the Liaison section of the postal headquarters.

 This service is only given for open packets, postcards, normal letters and registered letters. Bulk mail facility is not given for foreign letters.

 When handing over the letters, it should be sorted out as “Colombo delivery” and “outside delivery”.

 All the letters should be submitted by printing or stamping as postage has been paid with the permit number on the above to the right hand receiver’s address. (the place for affixing stamp)

 When obtaining bulk facility under postpaid basis, the amount to be paid for a month should be paid on or before 05th day of next month to the relevant post office.

Domestic speed post was initiated to meet the customers’ needs by delivering the posted articles on the same day or following day.

Since the priority is given for a speed postal articles in the three stage namely, acceptance, transmission and delivery, it can be provided a more efficient and qualitative service.

This service can be obtained for postal articles that the maximum weight is 10kg.

Under this, * letters * postcards * business mail *displaying stationaries * Commercial samples *Computers hard disk can be sent.

Track & Trace facility has been provided for this service.

This service is successfully executed in the central mail exchange and service promotions works are being done for outside provinces.

09.4 Logi post

Logi post is executed as a speed exchange service of parcel postal articles with concurrence to the Speed Post Courier service that was introduced for speed delivering of letter postal articles as a domestic speed postal service. For this, it is used the transport system, information technology facility, store facility and delivery process of the department.

Under this, postal articles up to 40kg weight are distributed over the island with maximum security, special attention, reasonable charges and credibility. (Track & Trace facility is also provided for this service.

09.5 International Expedite Mail Service (EMS)

EMS service that initiated in 1989 provided the service connecting with 56 countries in the world by now. Under this service, documents and commercial merchandise were received to the post and a international Expedite Mail Service section has been established in the central mail exchange for providing the services more efficiently. Sending postal articles accepted by the counter of that section and EMS articles accepted by the offices of outside provinces and distribution of EMS articles received from foreign countries in Sri Lanka are done by this section.

09.6 Advertising mail service

The Advertising mail service was initiated with intention of making awareness the people on products prepared as adjusted to the needs of business community.

Under this, advertisements, hand bills, business letters of the business institute are brought and delivered houses of the intended customers residing areas under a concessionary fee. Postal articles, printed notices, hand bills, letter including propaganda information, papers related to the customer survey and customer competitions that are accepted for delivery should be prepared as enable to bring easily to the postmen and an address should not be mentioned.

Revenue of Rs. 1,967,000.00 has been received for this service in the year 2018.

09.7 e – Telemail

A service to deliver the message instantly to the receiver by converting the telegram to a Telemail.

09.8 Electronic money order service (PMT)

This is a more protective, speed and transparent money exchange service that is used the electronic technology and this services is used for sending money instantly from post offices over the island and obtaining that money instantly from any post office over the island.

It is a specialty of this service to receive the government security for exchanging money.

Here, after the PIN given from the post office to the money sender is informed to the money recipient, he can obtain the money by submitting his national identity card and that PIN to any post office.

By targeting foreign employees, western union money payment system has been implemented by the postal department via the post offices network to obtain the money sent by them from foreign countries through the post offices network easily. 10.3 Foreign currency remittances payment service of the National Savings Bank. (UTRUST)

This service provide the facility to withdrawals the money sent from foreign countries through any post office in Sri Lanka. Especially customers who are living in rural areas can obtain this service from the post office closed to them. Here, foreign currencies sent by Exchange Houses located over the world are paid by the national savings bank together with those houses. Here, the remittances sending through Exchange Houses by the banks of Italy, South Korea, German, France, Australia, England, America, Malaysia, Oman, Kuwait, Qatar, Saudi Arabia, United Arab Emirates, Israel and Bahrain are paid from the post offices. Maximum value of the payment is Rs. 100,000.00.

10.4 National Savings Bank’s Transactions

In the year 2018, 570,680 of National Savings Bank transactions have been made via the post offices counters and total amount of the transactions is Rs. 2,050,818,798,554.00.

A large number of members have been contributed to the social security pension’s scheme that is implemented by the Sri Lanka social security board and the facilities have been provided by all the post offices to the members for pay installments.

It has been planned to implement a system to collect the installments through the postmen in the future for giving this service more efficient manner. Accordingly, it can be expected a revenue growth by activating the collections of social security installments. (A service charge of 10% is given by Sri Lanka social security board for the collection of one installment.)

Through this service, in the year 2018, revenue of Rs. 6,722,020.05 has been earned by the department.

10.7 Payment of Examination Fees

The facility to pay examination fees for the various examination held by the Commissioner General of Examinations has been given to the applicants through all the post offices and sub post offices.

10.9 Postal Identity Card issuing service

Issuing Postal Identity Card can be indicated as a special task implemented in Sri Lanka for the proving of the identity of the school students. A speciality of the Postal Identity Card issued with a photograph is to include the signature of the student. The Identity card will be issued after filling due application form and attesting of two authorized officers.

This service is carried out all over the island through a post office network that was centralized the postal headquarters. As well, one day service is also carried out for making efficient this process.

11. Special Projects of the Department of Posts

1. e-business development programme (bepost.lk)

e-business development programme (bepost.lk) implemented under the project to encourage the small and medium scale entrepreneurs for the confirmation of the contribution of the post for the government policy of publishing the year 2017 as the year of eradicating the poverty is successfully executed by now.

Accordingly, postal department of Sri Lanka by using its information technology feasibility and distribution network over the world, https://bepost.lk is initiated and implements as an invaluable effort to give the best market for the products of domestic entrepreneurs.

The main aim of this project is to create the chances for foreign markets for the products and strengthen the national economy through that by contributing actively for achieving sustainable development targets. By now, it has been introduced 200 entrepreneurs and 1500 goods to the market. bepost process in brief

Process 01 The Products and services of the registered entrepreneurs with e-business web site created and maintained by the officers of the postal department of Sri Lanka are published via that web site. Its web address is https://bepost.lk. All these goods are duly certified goods and the entrepreneurs has agreed and entered into an agreement with the postal department of Sri Lanka to provide the goods published in the web site to the applicants.

Process 02 The purchasers have been given the chance to log to https://bepost.lk, select and purchase the goods and, bePost web solution has been included the facility to pay the fees for the purchasing of that goods through the Credit Cards and Debit Cards. In additions to that, Domestic customers have been provided the facility to pay for the fee at post offices.

Process 03 After ordering for purchasing and paying the fees, the ordering quantity of that goods is informed to the entrepreneurs with an e-mail message and that was informed to the small scale entrepreneurs who haven’t the e-mail facilities through a telephone call by the e-business and technology management center. Accordingly, the entrepreneurs should prepare the relevant goods as given instructions and handed over to the bePost Centre located nominated post office at the registration. On the quantity of the order, actions will be taken by the departmental e-business and technology management center to provide the department transport facilities as suitable.

Process 04 After the goods were received to the bePost Centre, those are re- packed duly and after, sending to the address given by the customer who ordered that goods is done by the postal department.

Process 05 Within 14 days from the ordering of that goods, the amount indicated by the entrepreneur for that goods will be submitted to the registered entrepreneurs via e –money order and its PIN will be submitted with a SMS. Action will be taken to directly credit the money for large orders as per the request of the entrepreneurs and value of the order.

Registering with be Post Micro, small and medium scale entrepreneurs have the chance to register with bePost and large scale entrepreneurs can also register with this service under the existing restrictions. Before registering, every entrepreneurs are required to participate to a workshop organized by the postal department of Sri Lanka or together with National Entrepreneurship Development Authority and get the full awareness on the relevant registration. The entrepreneurs who have not participated to such workshop can get the awareness from bePost coordinating officers nominated at division level of the divisional superintendent of post or e-business and technology management center located at the second floor of the headquarters or development officers of the national entrepreneurship development authority who are in the regional offices. The entrepreneurs who have not got the awareness as this manner is required to submit their application for registration and the application for registering products with the signature of the officer who was made the awareness.

At the awareness programmes, it is made the awareness on the series of charters that effect when implementing bePost system by the postal department and it is required to give the consent of the entrepreneurs for those charters.

Required basic documents for registration

01 Original and a photo copy of the business registration certificate. 02 A quality certificate or other documents on goods with copies. 03 Completed form for registration of entrepreneurs issued by the postal department of Sri Lanka. 04 Completed form for registration of products issued by the postal department of Sri Lanka

2. Prohibition of illegal goods exchange via postal department.

To prohibit the exchange of the drug business and other illegal goods occurring internationally through the postal department, 03. X-ray machines were purchased and installed in the central main exchange by the Asian Pacific Postal Union’s Qualitative Services Fund to inspect the foreign postal goods before they are sent to the Katunayake International Airport.

3.Making expedite and efficient the Foreign mail delivery system

For this purpose, when sending foreign mail a system to inform the details on the content of foreign postal goods to the destination countries (Customer Declaration System - CDS) before accepting those goods for sending foreign countries has been introduced by the Universal Postal Union together with the World Customs Organization. This system has been introduced as CDS. The project to introduce this new system in Sri Lanka has been submitted to the qualitative services fund (QSF) and obtained the approval.

4.Usage of standard Size Envelops for posting letters with effect from 1st October 2018.

With the purpose of giving an efficient and correct postal service, Postal department of Sri Lanka has provided the provisions to implement for using only the envelopes that were prepared as per the specifications No: 29:1983, UDc 676.822:676.813 of the Sri Lanka standard bureau when posting local and foreign letters.

Accordingly, an advertisement was published in the newspapers such as Silumina, Thinakaran and Sunday Observer for making the awareness of business community, customers, people and envelope manufacturers to use the envelopes prepared as per the standards of Sri Lanka standard bureau from 01st day of October 2018 and the standards and specifications issued by Sri Lanka standard bureau have been published in the website, slpost.lk.

5.Updating of postal code directory.

With the main aims of selecting postal letters correctly and instantly, identifying office of destination and delivering a letter to the receiver without any delay, Postal code directory was prepared by including post delivering post offices and it has been updated by including North and East provinces. Its printing works is scheduled to be done.

Elders allowances, public aids allowances, government pensions, diseases payments, displaced public assistance monthly allowances are the services that implemented through the postal network without collecting any charges and no any consideration is given for the cost that is to be incurred to provide those services. Therefore, the bearable cost for that services has been increased up to a top value by now.

13. Revision of Postage

Revision of postage should be made as suitable manner once in three years to face for the competition having created in the communication market, decrease the cost and maintain the levels that can be borne by the people and it is intended to earn an additional revenue.

Here recommendation of amended fees is made by the price committees appointed by the Ministry of Finance and president of the price committee will be the Postmaster General and a representative of the Ministry of Finance, a representative of the ministry of post, Deputy Postmaster General (operations) and the chief accountant have been appointed as the members.

Revision of postage will be approved by submitting to the Parliament with the consent of the minister in charge of the post and minister of finance and published through gazette.

Accordingly, postage was amended with effect from 15.06.2018.

14. Cooperate Social Responsibilities

Various cooperate social responsibility programmes are being executed by covering all over the island through the post offices network that characterized the strength of postal department. It has been received the capacity to identify the various levels of the society from the active contribution of postman who is the only public servant to go for each house daily.

Here, postal department of Sri Lanka fulfills an important role for the society as the government representative of implementing social services without collecting any service charge.

1. Implementing various awareness programmes for referring the social life to due path (EX- Drug screening

2. Implementing multi religious programmes

3. Issuing stamps as representing all the religions –Eg- Vesak stamps, Christmas stamps

4. Issuing stamps for improvement of the interest having to the activities with a cultural value and sports.

5. Implementing social service without collecting any fees by giving the priority to the low income families.

Eg – public assistance monthly allowances, leprosy/ cancer/Thalassemia/ tuberculosis allowances, elders allowances.

6. Providing the service through the mobile postal counters and camp post offices (for displaced persons).

7. Implementing from 2014 to Mail transport through the train, Yal Devi for increasing the mutual conviviality between North and South.

8. Implementing blood donation programmes in various provinces with participation of postal staff.

9. Identifying the top performance showing staff and appreciation them.

17. The project implemented concurrence with the national policies

17.1 Implementing the proposed programmes for minimizing the direct and indirect environmental and social effect generated due to use of plastics and polythene.

There was inseparable bind between the nature and the people and since the environmental changes occurring due to human activities have been a great threat to the existence of whole living beings, attention of the policy compliers was focused on environment protections. Here, as the world environment day’s theme, a programme has been launched by covering all the provincial offices and post offices with the aim of get rid of environment pollution occurring through the use of plastic.

With the purpose of implementing the system of disposing garbage duly, garbage is classified as plastic/polythene/papers/organic materials and disposed ad formal manner over the island.

17.2 “Wan Ropa” national trees planting programme

With concurrence to the Wana Ropa national trees planting programme that is aimed to meet the target to increase the forest cover of Sri Lanka up to 32%, trees planting programmes were implemented at post offices, sub post offices and administrative office offices.

17.3 Gamperaliya – Rural development programme 2018 – 2019

Department of Posts implemented programmes under bePost service to develop the entrepreneurship field with concurrence to the “Gamperaliya” rural development programme that implemented by covering all the districts of Sri Lanka to take prompt actions to develop the livelihood of the people and expedite the economic growth by improving the essential infrastructure facilities. Accordingly, postal department participated to the enterprise Sri Lanka entrepreneurship exhibition with the aim of providing the knowledge, financial assistance consultations for encouraging rural entrepreneurs.

17.4 Implementing Projects related to the Sustainable Development Goals

17.5. Energy conservation

The main part of the energy policies is electricity energy conservation. It can be decreased the energy consumption through the energy conservation and per capita energy demand and avoid the growth of energy demand generated in comparison to growth of population. It can also be decreased the payments for energy increasing day by day by energy conservation the necessity if new power houses, the expenditure for import of materials used for energy.

Further, due to decreasing of energy demand, it can be made an elasticity to select suitable measures for energy production.

Accordingly, with concurrence to the government policy to create electricity consumer pattern with frugality within the government institutes, following measures have been taken with the aim of conservation energy and controlling the department cost.

1. Use natural light as possible 2. Use outside air by opening the windows in the morning as possible 3. Switching off the unnecessary lights 4. Focusing on concordant floras ant lights (CFL) or normal CFL Florescent lamps or LED bulbs instead of filament bulbs 5. Light management by painting with lights colors on the walls and ceilings inside the office.

6. After using the machines such as computers, fax, switching off those machines. 7. If the electric Fans and air conditioned machines are working in unnecessary occasions, closing those machines. 8. Focusing on electric Fans instead of air conditioned machines (electricity consumed by the ceiling fans are double than other fans) 9. If air conditioned machines are operated, using those after one hour from the beginning of the office and keeping with the temperature of 26 0C. (It can be achieved a 4% electricity saving when temperature limit is increased one degree..) 10. When the temperature of the air conditioned machine is set to low value than 26 0C with the aim of decreasing the room temperature quickly, energy cost will increase. 11. Decreasing the usage of air conditioned machines as possible by using natural air in every occasion where the environment temperature is low and when air conditioned machines are purchased, selecting instruments with Inverter in every occasion. 12. Since an excess heat reaches to the room by the direct sunlight through the glass, covering the windows of the air conditions rooms when the sunlight is falling. 13. Clearing and maintaining the air filter of the air conditioned machines (Through the relevant institutes). Switching off the air conditioned machines before ½ hour from departing from the office.

18. Future plans

18.1. Implementing business development plan prepared for postal department

Objectives of the business development plan

1. Minimizing negative gap between the income and expenses Large number of public services such as Elders allowances, public aids allowances and government pension are executed through the postal network without collecting any charge and it has not been considered on the covering method of the cost incurred for that purpose. Therefore, since that service cost has been increased up to top value, it resulted to increase the total cost of the department.

2. However, as a services oriented institute, postal department will fulfill the social responsibilities for the government. Accordingly, when acting to minimize the gap between the income and expenses, it should be focused the attention of this matter. 3. Earning annual revenue by modernizing the postal process based services and based on the department expenditure. 4. In accordance with the existing global/local trends, introducing new postal services as generated the income. 5. Fulfilling the needs of the people as a social service and earning income by the postal services with a commercial trend. Accordingly, in terms of fulfilling the above goals, a business development plan has been prepared by the postal department under the instruction of the expert consultant.

18.2. Reorganizing the functions of the philatelic bureau

 Taking actions to publish the Sri Lanka stamps to the philatelists  Promoting the existing stamps sale through the internet.  Introducing a programme to sell stamps in the leading hotels.  Taking actions to sell and promote the stamps by using a mobile vehicle.  Implementing sub counter of philatelic bureau duly.  Establishing promptly the sub counter of philatelic bureau at the departure terminal of the Katunayaka International Airport.

18.3 Giving loan facilities to the postmen for purchasing Electric Motorized Bicycle.

Number of programmes have been implemented to improve further the generating of income of the postal department as enable to reach the target for maintaining the institute as not a financial weight to the Treasury. Here, the priority has been given for the program to obtain the active contribution of the postmen for income growth.

Accordingly, on the trust placed by the people on a government department, it has been planned to deploy the postman to credit money for consumers’ utility bills (electricity bills, telephone bills of the Telecom and other bills, water bills) and money for national savings bank account. Here, postman goes to the houses and brings the payable utility bills and refers to the postal office’s counters for payment task. Here, the postman gives this service in additions to his daily services and at normal service term, the distance that can be reached to a postman who use the bicycle is 24

km. and the maximum portable weight is 40lbs. Therefore, when providing above services, it is suitable to give environment friendly Electric Motorized Bicycle instead of normal bicycles to the postmen for providing an efficient and qualitative service. It is intended to act for giving bank loan facility to purchase these bicycles to the postmen under the loan facility and it was discussed with the national savings bank on this connection.

18.4 Construction of new buildings for post offices within next 03 years period

Approximately 158 post offices are maintained on rent basis. Out of this, land has been reserved for 14 post offices. Accordingly, within next 03 years, it is suitable to submit a Cabinet paper to construct new building for post offices. Here it should be taken the instruction on the possibility to construct these building under Public Private Partnership (PPP) method.

18.5 Making Colombo General Post Office building premises that adds a historical value to the Department of Posts Sri Lanka as a tourist attractive zone. Despite the war situation prevailed in Sri Lanka, in the year 2000, the main post office building has been acquired to the President Security division and on 17.10.2016 it has been handed over to the postal department. This general post office building consist of 03 partitions as ground floor, first floor and second floor and it has been built with the oldest British craft.

Therefore, it is intended to make the modernizing works of this building under the technical instructions of the University of Moratuwa and the supervision of the department of Archeology. Further, after modernizing of this main post office building, it is proposed to make that premise as a Wi-Fi zone. Since the President House, Colombo world trade center, tourist hotels, now constructing Colombo port city, Lotus Tower and other public and private institutes, banks and number of leading institutes are situated around this building, this place can be made as the following public revenue earning premise in additions to the post office.

1. Establishing postal department philatelic bureau and postal museum. 2. Providing facilities for conducting national and international level conferences. 3. Establishing tourists attracting shops with the intervention of public and private sector. Eg- Laksala, fancy goods shops. 4. Establishing of self-service food stalls 5. Establishing of foreign currency exchange institutes, foreign travel agencies

When considering other postal administrative unit in the world, it is observed that in many countries, general post offices have been constituted as most valuable premises. In this manner, post offices premises like historically valuable Kandy, Nuwaraeliya can be constituted as the tourist centers.

Accordingly, after obtaining due approvals, it is suitable to use Colombo general post office building premise including historically valuable other post offices premises.
