There was a section of the media which covered Athe ruling party through and through, another section covered major opposition on and off. The smaller parties were somehow covered during the initial stages of the electoral campaigns but as the days got close to the polling day they were relegated to obscurity. The initial impression was that the media would strive to provide equitable coverage but it appeared that those parties with political muscle were having the lion’s share. Headlines of mainstream media and main items of Editorial Board broadcast media were full of pledges mainly of the ruling Kajubi Mukajanga party with the other parties mainly covered on social media MCT and were only given prominence in mainstream media in the EXECUTIVE SECRETARY event of intra-party bickering. Given the operational conditions where some media outlets were suspended on claims of flouting regulations David Mbulumi especially related to election coverage, the extra zeal to be PROGRAMME MANAGER careful coupled with a degree of fear resulted in self-censorship. Hamis Mzee It is unfortunate that the media had to operate in this EDITOR situation which was not a leveled playing field. It may be easy and tempting to say that the media has failed the public but considering the conditions the fourth estate has been subjected to, that might not be a justifiable assertion. In an ideal situation, election time is a “field day” for the media in terms of business with increased circulation and advertisement but that was not the case this time around. For instance, for newspapers one would imagine during this time they would have bumper copies but alas, they are lean. Newspapers which normally would have 28 pages or more, publish 20 pages or less and this was during election time! Something has gone awry and must be changed for better election coverage and for the sake of democracy, transparency and accountability. Tanzanian Affairs Text 1 Issued by the Britain-Tanzania Society No 106 Sept - Dec 2013 The Race for the State House President Obama’s Visit Surprises in Draft Constitution Tanzania in a Turbulent World Shangaa - Art Surprising the US Newspaper cover featuring twelve people said to be eying the Presidency. cover photo: Shirt celebrating the visit of President Obama to Tanzania. New cover design - we are trying a new printer who offers full colour. Comments welcome, and please send photos for future covers to [email protected] David Brewin: THE RACE FOR STATE HOUSE Americans usually start campaigning for the next election contest almost immediately after the completion of the previous one. Tanzania seems to be moving in the same direction. Although the elections are not due until late 2015, those aspirants who are considering standing for the top job are beginning to quietly mobilise their support. Speculation is now rife in political circles on the issue of who will succeed President Kikwete. Unlike some of his opposite numbers in other states, notably Zimbabwe, he is expected to comply with the law and retire at the end of his second term as all his predecessors have done. A number of prominent figures are expected to compete in the elections. One factor which could become crucial is a long established ‘under- standing’ that, if the president is a Muslim, as is President Kikwete, his successor should be a Christian. President Nyerere was a Catholic, former President Mwinyi is a Muslim and President Mkapa is also a Catholic. As both the Christian presidents have been Catholics the large Protestant community might be wondering when its time will come.

  • Justice in a One-Party African State: the Tanzanian Experience
Justice in a One-Party African State: The Tanzanian Experience. A Rejoinder* By Chris M. Peter » Liberalism manifests itself in various ways. To let things slide for the sake of peace and friendship when a person has elearly gone wrong, and to refrain from principled argument because he is an old acquaintance, a fellow townsman, a schoolmate, a elose friend, a beloved one, an old colleague or old subordinate. Or to touch on the matter lightly instead of going into it thoroughly, so as to keep in good terms. The result is that both the organization and the individual are harmed. This is one type of liberalism.« Mao Ts e Tungl Introduction The artiele entitled »Justice in a One-Party African State: The Tanzanian Experience« by Professor Umesh Kumar of Faculty of Law, National University of Lesotho which appeared on 19 Verfassung und Recht in Obersee (1986) p. 255 raises some fundamental issues wh ich call for correction, elarification and comment. Due to the authoritative nature of the journal on Law and Politics in Africa, Asia and Latin America innocent and unsuspecting readers may end up quoting information which is not only incorrect, but also misleading. It is with the intention of avoiding such eventuality that we pro pose to make a short rejoinder to the artiele. Let it be elearly stated right from the outset that we are in no way contesting Professor Kumar's conelusions on democracy in Tanzania and the implication of the one-party state on administration of justice. In our weil considered opinion the very idea of one-party system has its roots in authoritarianism and is hence undemocratic.
