2 COVID-19 CURRENT SITUATION

• As of the 21th of April 2020 has recorded 3465 positive cases of COVID-19. • The Gauteng and Western Cape have the highest numbers. KwaZulu-Natal has 671 cases. • The total number of fatalities experienced to date (21 April 2020) is 58. KwaZulu-Natal has the highest number of fatalities (23).

3 DISTRIBUTION OF COVID-19 CASES IN KZN

• EThekwini Municipality is the epicentre of COVID-19 in the Province of KwaZulu- Natal as it has recorded the highest number (383) of positive cases, followed by uMgungundlovu (46) and ILembe (26). • UMkhanyakude District has also recorded high number (21) of cases mostly tourists. Harry Gwala has the lowest number of COVID-19 cases.

4 ACTION PLANS FOR COMBATING THE COVID-19 PANDEMIC

• Upon receipt of the first case of COVID-19 in the country which was reported in KZN, Pietermaritzburg on 05 March 2020, a number of interventions have been put in place at national, provincial and local level. • On 15 March 2020 the President of the Republic of South Africa declared COVID 19 as a State of National Disaster. Subsequently, Minister for Cooperative Governance and Traditional Affairs, issued Regulations as stipulated in the National Disaster Management Act of 2002 on 25 March 2020. KZN COGTA. • The Declaration was subsequently followed by number of regulations for coordination and implementation of National COVID19 response interventions. • Provincial Joint Operation Committee (JOC) was activated co-chaired by Provincial Health and the PDMC as a coordinating Hub for all sector departments and other stakeholders such as private business and NGOs.

5 ACTION PLANS FOR COMBATING THE COVID-19 PANDEMIC

• A Provincial COVID-19 Response Plan was developed to guide the implementation of interventions by various departments, municipalities and other stakeholders. The Plan was informed by risk assessment which identified hotspots areas and vulnerabilities at municipal level. • At a technical and operational level, the Provincial Disaster Operation Centre, Metro Disaster Operation Centres and District Disaster Operation Centres have been activated. • These Disaster Operation Centres report daily to the National Disaster Management Centre (NDMC) as the nerve centre for COVID-19. PROVJOINTS meetings are held daily to monitor incidents relating to safety and security in the province for reporting ultimately to the NATJOINTS.

Other interventions being implemented include: ● Monitoring of hotspots cases and potential threats; ● Identification of Quarantine and Isolation sites. ● Identification of homeless shelters and provision of possible support. ● Provision of basic services, mostly Water and Sanitation to curb the spread of coronavirus. ● sanitisation of public facilities and spaces. ● Awareness campaigns and distribution of hand sanitisers ● Capacity assessment of funeral parlours and cemeteries..

10 WATER HOTSPOTS IDENTIFIED AND INTERVENTION MEASURES

• The Department is also providing waste management support to municipalities through Community Work Programme. The activities includes: Cleaning of cemeteries, community halls, schools, churches, clearing illegal dump sites, establishment of rubbish pits, cleaning roads and pavements, and maintainingof parks. • Taxi ranks are cleaned and sprayed daily with sanitizer. Taxi ranks cleaned with fire engine (fire bakkie) and sprayed daily with sanitizer. • In other municipalities the cleaning of public areas is done by hand by EPWP, sweeping and picking up litter – Taxi ranks daily KwaDukuza - Cleaned and sanitised - Taxi ranks daily. Clearing of Illegal dumping sites – daily. • Circular was sent to all MMs to request for the sanitization of all public spaces with a potential of high population such as Taxi Ranks. • Municipalities have started to sanitise public areas to ensure high level of hygiene to avoid the spreading of coronavirus. However, resources are required to sustain this type of intervention.

• The HOD has set up a WhatsApp Chat Group with key provincial Cogta staff and all Municipal Managers to be able to communicate on critical and emerging issues in real time. • The MEC has also established a WhatsApp Chat group with all Mayors. • There is also MEC and Amakhosi Leadership Structures in the Province through a Whatsapp group for discussion on emerging issues within traditional areas. • COGTA KZN has dispatched all published regulations and Circulars to all Mayors and Municipal Managers in KZN.

50 IMPLEMENTATION OF REGULATIONS

• Municipal Law Enforcement Agencies working with other sectors such as SAPS and RTI are monitoring and enforcing compliance of COVI-19 regulations through roadblocks and routine patrols. • Municipalities are responsible for issuing of permits to compliant traders (Formal and Informal) as well as constant monitoring of adherence in terms of trading hours and items allowed to be sold. • Municipalities are also ensuring that there no unnecessary gatherings taking place in their respective jurisdiction, and that inevitable gatherings don’t exceed 50 people.

51 IMPACT OF COVID 19 0N SERVICE DELIVERY & PERFORMANCE OF THE DEPARTMENT

The high-level effects of Covid-19 on Departmental service delivery include the following: • The 2019/2020 financial year ended on the 31st of March 2020. The cancelling of all stakeholder meetings due to the outbreak already compromised the achievement of certain APP targets as scheduled sessions could no longer proceed. • In addition to this, due to the social distancing measures instituted, the Department has also been unable to verify some of the 2019- 20 targets at a client base. This will inevitably reflect negatively on the overall performance of the Department during the said financial year. • For 2020/2021 financial year, the Department has been unable to effectively execute its functions as outlined in the new Annual Performance Plan 52 IMPACT OF COVID 19 0N SERVICE DELIVERY & PERFORMANCE OF THE DEPARTMENT

The high-level effects of Covid-19 on Departmental service delivery include the following: • Due to the sudden onset of the virus and the measures to curb it, the Department’s ability to institute alternative systems or mechanisms to render its services to municipalities and traditional institutions - in the absence of being able to physically visit the municipalities and traditional institutions - has been severely hindered. • As a result, there has been a delay in the commencement of the Departmental programmes and projects for the new financial year. This is expected to have an adverse effect on the Department’s ability to achieve its 2020-21 APP targets and will reflect negatively on the overall performance of the Department. 53 IMPACT OF COVID 19 0N SERVICE DELIVERY & PERFORMANCE OF THE DEPARTMENT

The high-level effects of Covid-19 on Departmental service delivery include the following: • The signing of the Performance Agreements for the 2020-21 financial year has also been delayed, which will impact negatively on the Department’s compliance. • The lock-down also has far-reaching implications for the Department’s ability to provide support to its primary clients i.e. municipalities and traditional institutions. • Municipalities are at the coalface of the delivery of essential services, including water, electricity and sanitation; aspects which are key to fighting the community transmission of the virus. • The delay in executing the Departmental functions diminishes the Department’s ability to ensure that the local government sector is adequately supported and enabled to perform its mandated functions. 54 THE ROLE OF TRADITIONAL LEADERS IN FIGHTING COVID 19

• The Department allocated permits to all EXCOs of the Local House of Traditional Leaders to ensure that AmaKhosi are still able to carry out mandatory work relative to curbing Covid-19 spread. • The MEC has opened a WhatsApp group for Traditional Leaders to communicate developments relating to Covid-19 regulations and any other Covid-19 pronouncements by National and Provincial Government . • The group comprises of the Provincial House of Traditional Leadership Exco and District Chairpersons of the Local House of Traditional Leaders. • Several Covi-19 Regulations and Circulars have been shared with AmaKhosi on the group.

55 THE ROLE OF TRADITIONAL LEADERS IN FIGHTING COVID 19

• The Department has procured and distributed approximately 350ml x 840 sanitizers, 1lt x 20 sanitizers and 300 Face masks for Traditional Councils. • The National Department through MISA has donated 500ml x 5841 sanitizers and 100g x 5841 bar soaps to the Province for onward distribution to Traditional leaders. • The Provincial House of Traditional Leaders has taken a decision to suspend cultural initiation to eliminate reduce the infection rate. • The Department of Health working with COGTA continues to train traditional leaders to mainstream awareness and education on COVID 19. • Traditional Councils (TCs) through izinduna are assisting in terms of prohibiting community members to have gatherings (cultural events/activities, imicimbi,

sport tournaments etc) during the lockdown. 56 PROTECTION OF HUMAN RESOURCE AGAINST COVID 19

• The Employee Health and Wellness Programme and Occupational Health have conducted the following interventions to ensure that all COGTA staff are safe from any risks: • Health Awareness campaigns - Information, Education and Communication (IEC) material collated from the WHO and NDOH posted on the intranet. • Print media in English and IsiZulu distributed to all COGTA offices for display at strategic points. This includes basic hand washing, hygiene practices and social distancing. (Toilets, entrances, exits, passages) • Health promotion - health talks on COVID-19 conducted at all Cogta Offices on sanitisation, self-isolation and social distancing

• Distribution of hand sanitisers to all CoGTA offices. • Gloves, face masks and sanitisers distributed to all Traditional Councils • A requisition has also been submitted for infrared thermometers • Only essential staff are at work whilst the rest of the staff are working from home. • Auxiliary cleaning staff have been workshopped on the use of PPE’s as well as the cleaning of door handles, taps and to ensure that soap dispensers are always filled. • Flu vaccines will be provided during the next wellness screening session to all consenting staff. The flu vaccine is not to prevent staff from contracting the COVID-19 virus but to strengthen the

immune system especially for staff that have comorbidities. 58 MEASURES TO CONTAIN THE SPREAD OF COVID 19

• In order to ensure that all essential staff are safe from any risks, health promotion and awareness campaigns were implemented to mitigate against COVID-19 risks. • Staff are practicing safe hygiene practices such as washing of hands, the regular use of sanitisers and social distancing to stop the spread of the covid-19 virus. • Staff from any directorate within the Department to report to EHW and OHS if they have come into contact with an individual that is COVID-19 positive or becomes positive themselves. • This will ensure that the relevant authorities are informed (KZN Health) to follow the treatment protocol. Moreover, all staff that were in close contact with the primary contact will also be contacted immediately to self-isolate and to report any symptoms to EHW or OHS. • This is to mitigate any further spread of the COVID-19 virus and to provide emotional assistance to staff. 59 IMPACT OF COVID 19 0N PRODUCTIVITY WITHIN THE DEPARTMENT

• All Departmental employees are on lock down with the exception of core teams who have permits to perform essential services. • HRM&D have a limited number of staff members going into the office once or twice a week. Some employees have taken work home. • Productivity is affected because not all employees have the equipment to work remotely. • There have been complaints that managers cannot get hold of junior staff members during normal working hours and they do therefore not have the necessary support to keep working. • Support activities such as interviews are on hold until the lock down is over.

• The world is facing the outbreak of Covid19 which has resulted in large numbers of people losing their lives worldwide. 71 CRITICAL MEETINGS TO ENSURE BUSINESS CONTINUITY ● The Department uses Microsoft Teams and teleconferencing means to ensure that management structures i.e. MANCO, EXCO and meetings with critical stakeholders such as Auditor General and the Accountant General continue to take place mainly to do the following: - Planning; - Response Plans Implementation and Monitoring; - Decision Making; - Address important matters; and - Related issues

72 CONCLUSION REMARKS

● Municipalities have reprioritised their budgets to direct funds/resources into fighting COVID-19, these resources include PPE, Sanitising materials and Equipment. ● KZN COGTA/PDMC submitted an application for the Municipal Disaster Relief Grant to the National COGTA, still awaiting for Response. ● The NDMC is currently processing the applications for grant funding. ● Meanwhile, National COGTA advised all metros to reprioritize their existing grants and will not be considered for the Municipal Disaster Relief Grant due to limited funds. ● A post-lockdown recovery plan for Local Government and Traditional Affairs is also being developed by the Department to ensure business continuity in the sector. 73 COVID-19 IS Everybody’s Business ______
