In case of translation the French text shall prevail. 1. RULES The regatta will be governed by: 1.1. The rules as defined in The Racing Rules of Sailing (2017/2020) 1.2. National regulations applying to foreign competitors defined in joined appendix named “prescriptions” 1.3. FFVOILE regulations 1.4. Police Regulations of the Lake 1.5. Class rules, unless any of them is changed by the sailing instructions 1.6. This Notice of Race. 2. ADVERTISING In accordance with World Sailing Regulation 20 (Advertising Code) as modified by the Advertising regulation of the FFVoile, the boat may be required to display advertising chosen and supplied by the organizing authority. Competitors wearing on their sailboat an advertisement other than those chosen and supplied by the organizing authority, must present the card or ad hoc authorization. The organizing authority shall submit to the race committee, before the start of the first race of the event, the list of competitors who presented their card or ad hoc authorization. 3. ELIGIBILITY AND REGISTRATION 3.1. The regatta is open to: Skiff: Moth International, RS600 FF, 18 Pieds Australien, 49er, 14 Pieds International, 49er FX, RS800, Laser 5000, Boss, B14, Musto skiff, AC10, RS700, Swift Solo, 29erXX, Cherub, Vis, IC10, 29er, 4000, Iso, RS600, Epoh, 59er, Spice, RS400, D-One, RS500, Paper Jet, RS500 Mylar, Contender, RS500 Dacron, Buzz, Moth International no foil, RS 100 10 m2, RS100 8 m2, RS300. Dinghy : rating < or = to 1000 To register, you need to fullfil the registration sheet and send it to the club, together with payement. Due to tax and bank delays, UK sailors only are allowed to pay onsite, but still have to register by sending registration sheet to the club. 2 possibilities to send registration sheet to the club: By post: Ligue de l’Enseignement Meuse - 51290 GIFFAUMONT - France. Competitors (each crew member) living in France have to show at registration confirmation onsite: - FFVoile 2018 Licence for sailing competition activities (including medical certificate) - a parental consent for -18 year olds. The foreign competitors without a French FFvoile licence shall present during registration : Foreign competitors have to show at registration - confirmation onsite a proof to be insured with a valid third-party liability insurance with a minimum cover of 1 500 000 Euros - If necessary, authorization to carry advertising 2 4. MEASUREMENT No systematic control. 7. SAILING INSTRUCTIONS The sailing instructions will be posted on the notice board and given to crews at registration. 8. COURSES The courses will be windward / leeward, triangle built type and / or long distance. 9. PENALTY SYSTEM For the entire competition, rule 44.1 is changed so that the Two-Turns Penalty is replaced by one penalty turn. 10. SCORING AND RATING 10.1. The Low Point System of Appendix A will apply. 10.2. A minimum of 2 races is necessary to validate the competition. 10.3. The table Breizhskiff 2018 handicaps will be used to establish the ranking of the competition. 11. RADIO COMMUNICATION Except in case of emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not admissible to all boats. This restriction also applies to mobile phones. 12. PRIZE Trophies will be awarded to first 3 teams, Possibly additionnal trophies and prizes might be given. 13. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. The decision to participate to a race or to continue racing is their own responsibility. The organizing authority will not accept any responsibility for material damage or personal injury or death, as part of the race, both before, during or after the regatta. 14. INSURANCE Foreign competitors must bring a valid third-party liability insurance with a minimum amount of 1.5 million Euros coverage. 3 15. FURTHER INFORMATION: www.fos.breizhskiff.com You can follow your registration on the site A self-service with hot meal, will be located at the hosting center, located 100m from the Sailing School, the "Crews Dinner" will be served at the table. Lunch box, with a hot drink, will be distributed when back to the ground by the organization team. The rooms of the hosting Center have 3 or 5 beds as appropriated. No sheets – please bring your own. Wednesday 28th, Thursday 29th and Friday, April 30th: Competitors welcome is possible at the Sailing School "Yves CHAUPIN" water access for boats. Access to the boat launch is subject to a paymet of € 8.00 / day / boat.     Historical Portsmouth Number List The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. Clubs using the PN list should be aware that the list is based on the average performance of each boat across a variety of clubs and locations. The numbers in the PN list may not reflect the peak performance of each boat. Historical numbers are listed below and have been collated from the RYA's archive of PN lists. It should be remembered that the Portsmouth Yardstick number list has been through a number of changes and the numbers listed below have had conversion factors applied where needed. It should also be remembered that whilst all efforts are taken for PN's not to drift, relative performance of older boats may be quite different to modern classes. The numbers are given as a starting point to help clubs arrive at a fair number and if these numbers are used then they should be reviewed regularly. Users of the PY scheme are reminded that all Portsmouth Numbers published by the RYA should be regarded as a guide only.

    Skiff Regatta Featuring 49er US National Championship 29erxx US National Championship August 5-7, 2011 Columbia Gorge Racing Association, Cascade Locks, Oregon Notice of Race 1. Rules 1.1. The regatta will be governed by the Racing Rules of Sailing (RRS), the prescriptions of the United States Sailing Association (US SAILING), the rules of the participating Class Associations and this Notice of Race, except as any of these are changed by the Sailing Instructions or any appendices to the Sailing Instructions. 1.2. The organizing authority is the Columbia Gorge Racing Association. 2. Eligibility and Entry 2.1. The Regatta is open to I-14, 29erXX, and 49er class boats. 2.2. The 29erXX and 49er US National Championships are open to all boats that meet the obligations of the Class Rules and the governing National Authority. Participants in the 29erXX and 49er classes must be current members of their respective, recognized national class association. 2.3. Eligible boats may enter by completing the entry form on line at www.cgra.org and paying the appropriate, non-refundable entry fee as directed in the on-line registration instructions. 2.4. Crew substitution of the registered sailors is not permitted except with the permission of the Race Chairman. 2.5. All participants (or their parent/guardian is under age 18) will be required to sign and submit a waiver of liability before competing in the regatta. 3. Classification 3.1. With fresh conditions almost every boat in every Division had a story to tell. Rear Commodore Rick & Roland & crews had a busy day, & “eX” with RDO Frostie as crew, also had Chris Hallett 0414866998 to retire to assist in one recovery. The BOM forecast was for 15knots, hitting up to 20 at sea, so we were all there Secretary for a fresh day. Small run-in tide, hot & sunny, & NNE wind that steadied around 20 with 25k gusts top half of the course, but Class Reps Gennekers – Duncan Dey varied between 12 to 25 gusts for the Club half of the course, & this varying Catamarans – David Bowler caused some grief. Trailers – Graeme Fleming Monos – Maurice Reynaud Rabbit was first to the Top Mark, & saw that it was good, in fact she reely liked it, & in fact became quite attached to it. As other boats approached & also Rowing Officer wanted to round, Rabbit wasn’t finished playing with it & caused some concern as Mel Nixon Kelli Coleman sailors wrestled with the problem of .

    53rd Australian Cherub Championship Royal Queensland Yacht Squadron, Brisbane, QLD 28th December 2015 to 3rd January 2016 SAILING INSTRUCTIONS The 53rd Australian Cherub Championships will be conducted on Waterloo Bay, Brisbane, Queensland from 28th December 2015 to 3rd January 2016 inclusive. The Organising Authority will be the Royal Queensland Yacht Squadron Inc. (RQYS) on behalf of the Cherub Class Owners Association of Queensland. 1. RULES 1.1 The regatta will be governed by the rules as defined in: (a) The Racing Rules of Sailing (RRS), (b) The Prescriptions and Special Regulations of Yachting Australia, (c) The 53rd Australian Cherub Championships Sailing Instructions, (d) The Cherub National Council of Australia Constitution and By-laws (found on the national website www.cherub.org.au or by contacting the National Secretary). 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located on the rigging lawn adjacent to the RQYS Sailing Office. 3. CHANGES TO SAILING INSTRUCTIONS Any changes to the Sailing Instructions will be posted not less than ninety (90) minutes before the next scheduled start, except that any change in the schedule of races will be posted by 1900 hours on the day before it will take effect. 4. ADVERTISING The Cherub class is classed as Category “A” in accordance with the ISAF Regulation 20.4.1. Competitors may be required to carry event sponsors’ stickers as set out in the Sailing Instructions and may, at the discretion of the organising authority, be required to remove any other advertising the organising authority considers to be inappropriate.

Nixon University of Strathclyde, Glasgow, Scotland This study examines the relative merits of physical testing techniques which may be used in early stage design for assessment of the resistance of high-performance sailing vessels. The hull chosen as a benchmark form is a high-speed hard-chine sailing dinghy. The hull proportions and shape are typical of modern trends in skiff design, but may also be considered to be broadly similar to some high performance yacht hulls. The 4.55m hull was tested at full scale in a moderate size towing tank, at 1:2.5 scale in the same tank, and at full-scale by towing on open water. Results show the mean discrepancy in the measured resistance between the open water towing and the full-scale tank test is around 4%. The challenges of full-scale open-water testing are discussed and several improvements identified for future work. Comparison of the full-scale results suggests that blockage and depth correction for the full-scale hull in the tank do not present a substantial problem for subcritical speeds.     Portsmouth Number List 2019 The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. Clubs using the PN list should be aware that the list is based on the typical performance of each boat across a variety of clubs and locations. Experimental numbers are based on fewer returns and are to be used as a guide for clubs to allocate as a starting number before reviewing and adjusting where necessary. The list of experimental Portsmouth Numbers will be periodically reviewed by the RYA and is based on data received via PY Online. Users of the PY scheme are reminded that all Portsmouth Numbers published by the RYA should be regarded as a guide only. The RYA list is not definitive and clubs should adjust where necessary.
