I am also thankful for the stipend from the Berlin Consortium for German Studies, which allowed me to be an exchange research student at Columbia University. iii Abstract In their negotiations for the Transatlantic Trade and Investment Partnership (TTIP) between 2011 and 2016, the European Union and the United States of America (U.S.) aimed to not only reduce tariffs but to also establish regulatory coherence. For the U.S. federal states, the proposed comprehensive deal could offer both possibilities to expand transatlantic trade as well as threats to their legislative authority. This study investigates why and how some states represent their transatlantic trade promotion and trade policy interests despite constitutional limitations, why there is variation regarding these two topics of states’ interest representation and what intergovernmental conflicts arise. Based on original qualitative expert interviews, the analysis shows that U.S. states as noncentral governments are viable actors in transatlantic trade and investment relations. It is evident that a small number of mostly progressive state legislators actively engage U.S. federal and European officials to prevent the loss of state regulatory authority. Regarding the proposed trade deal, interest representation is centered around issues of federalism and sovereignty rather than economic growth opportunities. While trade promotion remains the key driver of states’ overall transatlantic activities, these findings expand our view on states’ international affairs beyond economic development. Keywords: federalism, international trade policy, paradiplomacy, subnational interest representation, Transatlantic Trade and Investment Partnership (TTIP) iv Abstrakt In den Verhandlungen zur Transatlantischen Handels- und Investitionspartnerschaft (TTIP) zwischen 2011 und 2016 strebten die Europäische Union und die Vereinigten Staaten von Amerika (U.S.) nicht nur eine Reduktion der Zölle an, sondern auch regulatorische Kohärenz. Für die U.S.-amerikanischen Bundesstaaten könnte dies sowohl eine Ausweitung des transatlantischen Handels bedeuten als auch eine Gefährdung ihrer legislativen Kompetenz. Diese Studie untersucht, warum und wie einige Bundesstaaten trotz verfassungsrechtlicher Einschränkungen ihre Interessen zu transatlantischem Handel und transatlantischer Handelspolitik vertreten, warum es bei dieser Interessenvertretung Varianz bei der Themensetzung der Bundesstaaten gibt und welche föderalen Konflikte entstehen. Basierend auf eigenen qualitativen Experteninterviews zeigt die Analyse auf, dass die Bundesstaaten eigenständige Akteure in den transatlantischen Handels- und Investitionsbeziehungen sind. Es wird gezeigt, dass eine kleine Zahl meist progressiver bundesstaatlicher Abgeordneter sich aktiv mit föderalen und europäischen Akteuren auseinandersetzen, um einen Verlust ihrer regulatorischen Kompetenzen zu verhindern. Bezüglich des vorgeschlagenen Abkommens dreht sich die Interessenvertretung eher um Fragen des Föderalismus und der Souveränität denn um wirtschaftliches Wachstum. Handelsförderung bleibt der Kern allgemeiner transatlantischer Aktivitäten der Staaten, doch erweitern diese Forschungsergebnisse die Perspektive auf die internationalen Beziehungen der Bundesstaaten über wirtschaftliche Aspekte hinaus. However, this study proposes that subjective attributes, namely negativity and abjection, enable a powerful transformative dialectic. Specifically, it demonstrates that an emphasis on the subjective can help manifest the process of transgressing the law of One. The law of One asserts a patriarchal, monotheistic law as a social closed system and can be opposed to the bodily drives and its open dynamism. This project asserts that unique, creative voices are derived from that which is individual and personal and thus, readings of Confessional poetry are in fact best served by acknowledgment of the subjective. In order to stress the subject of the artist in Confessionalism, this study employed a psychoanalytical Kristevan approach. This enables consideration of the subject not only in terms of the straightforward narration of her life, but also in relation to her poetic language and the process of creativity where instinctual drives are at work. This study further applies a feminist reading to the subject‘s poetic language and its ability to transgress the law, not necessarily in the political, macrocosmic sense of the word, but rather on the microcosmic, subjective level.

While a scandal usually has negative consequences for the ones being accused of a transgression, political opponents and even media outlets may benefit. Anecdotal evidence suggests that certain scandals could be orchestrated, especially if they are reported right before an election. This study examines the timing of news coverage of political scandals relative to the national election cycle in Germany. Using data from electronic newspaper archives, we document a positive and highly significant relationship between coverage of government scandals and the election cycle. On average, one additional month closer to an election increases the amount of scandal coverage by 1.3%, which is equivalent to an 62% difference in coverage between the first and the last month of a four- year cycle. We provide suggestive evidence that this pattern can be explained by political motives of the actors involved in the production of scandal, rather than business motives by the newspapers.

In 2013, a small group of German green and left- wing activists, professional campaign NGOs and well-established protectionist organisations set up deceptive communication campaigns against TTIP, the Transatlantic Trade and Investment Partnership between the European Union and the United States. Germany’s anti-TTIP NGOs explicitly aimed to take German-centred protests to other European countries. Their reasoning is contradictory and logically inconsistent. Their messages are targeted to serve common sense protectionist demands of generally ill-informed citizens and politicians. Thereby, anti-TTIP communication is based on metaphoric messages and far-fetched myths to effectively evoke citizens’ emotions. Together, these groups dominated over 90 percent of online media reporting on TTIP in Germany. Anti-TTIP protest groups in Germany are not only inventive; they are also resourceful. Based on generous public funding and opaque private donations, green and left-wing political parties, political foundations, clerical and environmental groups, and well-established anti-globalisation organisations maintain influential campaign networks. Protest groups’ activities are coordinated by a number of former and current green and left-wing politicians and political parties that search for anti-establishment political profiles. As Wallon blockage mentality regarding CETA, the trade and investment agreement between the European Union and Canada, demonstrates, Germany’s anti-TTIP groups’ attempts to undermine EU trade policy bear the risk of coming to fruition in other Eurpean countries.

Traditionally, the literature has treated ideas – be it implicitly or explicitly – either as beliefs, internal to the individual and therefore without instrumental value, or as rhetorical weapons, with little independent causal influence on the policy process. In this research it is suggested that ideas exist as both cognitive and discursive constructs and that ideas simultaneously play a causal and instrumental role. Through a process tracing analysis of Germany’s policy on European monetary affairs in the period between 1988 and 2015, the research investigates how policymakers are influenced by and make use of ideas. Using five longitudinal sub-case studies, the research demonstrates how ordoliberal, (new- )Keynesian, and pro-integrationist ideas have importantly shaped the trajectory of Germany’s policy on European monetary affairs and have simultaneously been used by policymakers to advance strategic interests.

The Bundestag sets up permanent committees in every electoral term to assist it in accomplishing this task. In these committees, the Members concentrate on a specialised area of policy.
