At this inquiry’s third judicial conference in October 2007, it was agreed that political engagement would be a priority project.1 The period covered by this report was originally part of project six, which was to cover political engagement and the Rohe Potae negotiations from the mid 1860s until 1913.2 The project outline, which appears in the Agreed Casebook Research Programme, stated that the report would cover: ...political engagement/autonomy issues between hapu and iwi to the Te Rohe Potae inquiry district and the Crown. This project will provide an overview of high-level political engagement in the immediate post-war period of the 1860s to approximately 1913 and the decline of the Maori Councils.3 The commission was originally assigned to Cathy Marr and Dr Kelly Barclay. Because of the brief time available, and the range of subjects to be covered, this report can provide only an overview of the key political engagement issues between Rohe Potae Maori and the Crown in the 1886 to 1913 period. The approach taken Topics b), c), and d) above are covered by specific chapters in this report, while aspects of topics a) and e) are addressed across several individual chapters. The subject matter of the remaining chapters has been determined primarily by the apparent objectives of Rohe Potae leaders in agreeing to lift the aukati in the mid 1880s. These objectives are outlined in chapter 1, which covers events leading up to the start of our period. Discussions between Rohe Potae representatives and the Crown between 1883 and 1885 are particularly relevant in this regard, especially those with Native Minister John Ballance in February 1885.

He and his wife lived at 630 Barbadoes Street. Hurd was a big man who, in old age he had a white moustache, cap and walking stick. He died, at 85, on 1 April 1942. Provisions of Lizzie’s will meant that a sum of money now came to the descendants of James Gapes. They were now so numerous that the women of the tribe could spend their inheritance on a new hat and have nothing left over. They both invested in mines in the Te Aroha district, Whitaker being particularly active in promoting the interests of the mining industry. But he was also seen as manipulating the share market to benefit himself and as assisting Josiah Clifton Firth’s ‘clique’ to control the field, meaning that for many residents some of his actions were deeply unpopular. Both men acquired and traded in land both within and outside the settlements, and developed their Wairakau estate, all profitably. Whitaker also established the Te Aroha News, and in a variety of ways was a leading member of the community. As a member of the county council he tried to help the district, but once again was seen as working too closely with Firth for their mutual benefit. Stafford also tried to assist local development. Both men were prominent socially, notably in horse races and various sports. Whitaker in particular was renowned for his lively personality, personal charm, and elegant attire, but unusually did not marry nor, apparently, flirt with the opposite sex, which may or may not be significant.

Maori Women, Maori Marriage Customs and the Native Land Court, 1865-1909 Inano Walter A thesis submitted for the degree of Master of Arts University of Otago, Dunedin, New Zealand 2017 Created 16/10/2017 ii Abstract The aim of this study is to investigate and identify the effects the Native Land Court and native land legislation had on customary Māori marriage practices from 1865 to 1909. While researchers have produced a variety of important understandings of the court’s role in promoting land loss in Māori society, Māori women’s involvement in the court and its effects upon them is just beginning to be examined. This thesis makes a contribution to Māori women’s history by accounting for the role the Native Land Court and associated land legislation played in reshaping customary Māori marriage practices in nineteenth and early twentieth century New Zealand. Even though native land legislation was one of the key mechanisms by which the state governed Māori land as well as marriage, this connection is rarely examined within the same frame. The Native Land Court is a forum where land and marriage did interact. Focusing on a case study of Ngāti Kahungunu, I situate prominent Māori women in the Native Land Court, and use their experiences to further understandings of how Māori marriage, which is often examined in a pre-European context, was shaped by land title investigations and succession cases. This study was conducted utilising statutes, colonial newspapers and the Napier Minute Books. In the first chapter, this thesis uses ethnographic material to describe and interpret marriage customs prior to European contact, its draws upon missionary understandings of customary marriage upon arrival to Aotearoa, and also traces how colonial law managed marriage prior to the Native Land Court 1865.

The new medium was to have as great an infl uence on humankind and the transmission of history as had the written and printed word. Visual, as well as verbal memory could now be fi xed and controlled; our relationship with time forever altered. However, unlike text, photography experienced a rapid mutation through a series of formats in the 19th century culminating in fi lm, a sequence of stopped motion images. But even as this latest incarnation spread, earlier forms persisted: stereographs, cabinet cards and what concerns us here, the carte de visite. Available from the late 1850s, this small and tactile format rapidly expanded the reach of photography away from just the wealthy. In the words of the Sydney Morning Herald of 5 May 1859: Truly this is producing portraits for the million (the entire population of white Australia). Seeing and handling a carte would have been most New Zealanders’ fi rst photographic experience.

    Regional Transport Committee Approved Organisation Update June 2019 ORGANISATION NAME: Horowhenua District Council RTC REPRESENTATIVE: Mayor Michael Feyen 1. MAINTENANCE, OPERATIONS AND RENEWALS Pavement repairs and drainage work for next season’s reseals have begun around the district. This year’s reseals, which were undertaken by JJ Walters as subcontractors to Higgins, had all but one site completed by mid-December with the final site completed in April following completion of a minor safety improvement project. The road past the Gladstone Road slip has continued to be open full time. Geotechnical investigations have been carried out along the corridor of a possible realignment. The development of a business case has begun and a variation to the RLTP will be forthcoming. Work on this financial year’s rehabilitations progressed well except on Waitarere Beach Road where the discovery of a midden has held work up. The project has now been delayed until the new financial year. 2. WALKING AND CYCLING Council officers have met with the NZ Transport Agency and KiwiRail regarding a proposed shared pathway in the rail reserve in Levin from Tararua Road to Roslyn Road. This pathway would become the north/south spine for the shared pathway network through the town. KiwiRail have issues with trespassers illegally crossing the railway line all along the rail corridor in Levin and a fence could be installed at the same time to alleviate this concern. 3. ROAD SAFETY RURAL SPEED LIMIT REVIEW HDC have been undergoing a Rural Speed Limit Review with the aim to implement any new rural speed limits by the end of the financial year.
