    HANDELSHÖGSKOLAN - GRADUATE SCHOOL MASTER THESIS Supervisor: Michael Browne Graduate School An assessment of Park & Ride in Gothenburg A case study on the effect of Park & Ride on congestion and how to increase its attractiveness Written by: Sélim Oucham Pedro Gutiérrez Touriño Gothenburg, 27/05/2019 Abstract Traffic congestion is with environmental pollution one of the main cost externalities caused by an increased usage of cars in many cities in the last decades. In many ways, traffic congestion impacts the everyday life of both drivers and citizens. In this thesis, the authors study how one solution designed to tackle congestion, the Park & Ride service, is currently used in the city of Gothenburg, where it is referred as Pendelparkering. This scheme allows commuters to park their car outside the city and then use public transport to their destination, thus avoiding having more cars in the city centre and reducing congestion. The goal is to know to what extent it helps solving the problem of congestion as well as how it can be ameliorated to make it more attractive. In order to do so, an analysis of the theory on Park & Ride and traffic congestion is performed, including a benchmark of three cities using the system and different views on its effectiveness in reducing congestion. Then, an empirical study relating to the City of Gothenburg is realized. The challenges around Park & Ride and the way different stakeholders organise themselves to ensure the service is provided in a satisfying way are thoroughly investigated. Interviews with experts and users, on- site observations and secondary data collection were used as different approaches to answer these questions.

    BILAGA TILL HANDLINGSPLANEN I miljöprogrammets handlingsplan hittar du kortfattad information om varje åtgärd. I denna bilaga finns mer detaljerad information om respektive åtgärd. I bilagan beskriver vi också åtgärdens kostnad och effekt samt ger förslag på samarbetspartners. Informationen i bilagan är tänkt att vara en hjälp och utgångspunkt för genomförandet av åtgärden. I de flesta fall har åtgärderna ursprungligen föreslagits och beskrivits av deltagare i arbetsgrupper under framtagandet av miljöprogrammet. Dessutom har det kommit in synpunkter under remissen som har påverkat åtgärdernas utformning. Vi har utgått från arbetsgruppernas och remissinstansernas synpunkter, men informationen har i många fall varit knapphändig och därför är det ofta vi i projektgruppen som, i dialog med åtgärdsansvariga, har formulerat den slutliga åtgärdsbeskrivningen och effekten samt pekat ut vilka miljömål som är berörda. Under året har en finansiering grundlagts och styrgruppen har utökats med representanter från handeln, Göteborgs Universitet, kommun och fastighetsägare. En marknadsgrupp har bildats som gemensamt arbetat fram olika aktiviteter och marknadsinsatser som genomförts under året. I flera kampanjer i såväl Sverige som i Norge har shoppingen varit synlig. Genom samarbete med hotellen har även specifika shoppingweekends paketerats och marknadsförts nationellt och internationellt. En kontinuerlig bearbetning av press och media med shoppingfokus har också gjorts under året. Bakgrund Fastighetsägarna i Göteborg och Göteborgs Köpmannaförbund och Näringslivsgrupen på Göteborg & Co har under 2011 gemensamt startat projektet Göteborg City Shopping. Arbetet inleddes redan 2009 då en förstudie gjordes där bland andra universitetet, kommunen Svensk Handel, turistföretag och fastighetsägare deltog. Studien utmynnade i ett visionsarbete där allt från infrastruktur till trender, företag och shoppingflöden gicks igenom. Göteborg ska bli staden för framtidens handel. På stadens 400-årsdag ska staden vara i fokus för shopping. Mål En viktig uppgift för projektet är att stärka relationer, satsa på PR och marknadskampanjer och uppnå en gemensam bild för shoppingen i Göteborg. Målet är att skapa reseanledningar till Göteborg och att Göteborg ska bli staden för framtidens handel. Konkreta mål är: • Att öka antalet journalistbesök med intresse shopping och mode. • Att aktivt arbeta för ett årligt återkommande evenemang för shoppingen inom en 3-års period. • Att öka kunskapen kring besökaren. • Att få fler shoppingbesökare till Göteborg.
