Christian Allies of the Ottoman Empire by Emrah Safa Gürkan The relationship between the Ottomans and the Christians did not evolve around continuous hostility and conflict, as is generally assumed. The Ottomans employed Christians extensively, used Western know-how and technology, and en- couraged European merchants to trade in the Levant. On the state level, too, what dictated international diplomacy was not the religious factors, but rather rational strategies that were the results of carefully calculated priorities, for in- stance, several alliances between the Ottomans and the Christian states. All this cooperation blurred the cultural bound- aries and facilitated the flow of people, ideas, technologies and goods from one civilization to another. TABLE OF CONTENTS 1. Introduction 2. Notes Citation Introduction Cooperation between the Ottomans and various Christian groups and individuals started as early as the beginning of the 14th century, when the Ottoman state itself emerged. The Ottomans, although a Muslim polity, did not hesitate to cooperate with Christians for practical reasons. Nevertheless, the misreading of the Ghaza (Holy War) literature1 and the consequent romanticization of the Ottomans' struggle in carrying the banner of Islam conceal the true nature of rela- tions between Muslims and Christians. Rather than an inevitable conflict, what prevailed was cooperation in which cul- tural, ethnic, and religious boundaries seemed to disappear. Ÿ1 The Ottomans came into contact and allied themselves with Christians on two levels. Firstly, Christian allies of the Ot- tomans were individuals; the Ottomans employed a number of Christians in their service, mostly, but not always, after they had converted. -

Chapter 5 Disciplining Language Dragomans and Oriental Philology What is the use of the Turkish language? Reply: Very little indeed in Theology and Sacred Philology. Unremarkable in Politics. [But] frequent in our dealings with the Ottoman Porte; there the Turkish language matters. —August Pfeiffer1 It is a striking phenomenon that at a time of manifold state connections with the Ottoman Empire, as established already in the fifteenth century by various Western powers, above all by the Venetians, especially in the numerous negotiations of the lagoon city [Venice], France and Austria with the Porte on the affairs of the Venetian War, peace, and commerce, no greater engagement with the Turkish language could be effected beyond these purely practical purposes. —Franz Babinger2 ranz Babinger, arguably the most influential historian of the Ottoman Empire of his generation, was quite perceptive in contrast- F ing early modern Europeans’ widespread ignorance of the Ottoman language with their intense diplomatic engagements with the Ottomans. What is especially telling about Babinger’s formulation, however, might be its passive construction: while “states” are busy “connecting,” “nego- tiating,” and “establishing” diplomatic relations, no one in particular is responsible for “engagement with the Turkish language” (or lack thereof, as the case may be). This agentless absence highlights widespread and enduring European ignorance of Ottoman literature and high culture more 140 Disciplining Language 141 generally. It also points to invisible technicians—chiefly dragomans— whose philological, linguistic, and translation efforts have received far less recognition than those of university-based Oriental philologists and their modern hagiographers and disciplinary heirs, the Orientalists. This and the next two chapters consider how dragomans’ linguistic and translational works served as key sites for the articulation of Ottomanist knowledge in a broader early modern emergent Republic of Letters. -

The Ottoman-Russian joint naval expedition (1798-1800) to the Ionian Islands under the French occupation provides the framework for an examination of the Ottoman willingness to join the European system of alliance in the Napoleonic age which brought the victory against France in the Levant in the War of Second Coalition (1798-1802). Collections of the Ottoman Archives and Topkapı Palace Archives in Istanbul as well as various chronicles and treatises in Turkish supply most of the primary sources for this dissertation. Appendices, charts and maps are provided to make the findings on the expedition, finance and logistics more readable. The body of the dissertation is divided into nine chapters discussing in order the global setting and domestic situation prior to the forming of the second coalition, the Adriatic expedition, its financial and logistical aspects with the ensuing socio-economic problems in the Morea, the Sublime Porte’s relations with its protectorate – The Republic of Seven United Islands, and finally the post-war diplomacy. -

Perceiving French Presence in the Levant: French Subjects in the Sicil of 18th Century Ottoman Salonica By EYAL GINIO (Jerusalem) A loaf of fi ne, white French bread, called francala by the Ottomans and apparently of Italian origin, cast its shadow in the fi rst months of 1806 on the already deteriorating relationship between the Ottoman Empire and the French state (or devlet, the term adopted by the Ottomans when referring to post-revolutionary France). We learn about this debate from a sultanic decree, a ferman, issued on 6th April 1806 in response to a petition submitted by the French chargé d’aff aires (maslahatgüzar) in the imperial capi- tal. Th e petition involved the French claim regarding their ancient privilege to possess their own bakery in which francala bread and rusks (peksimet) would be produced.1 Th is privilege, the edict emphasized, was vital in order for the French to supply their “necessities of life” (kefaf-i nefs). Th e clientele for these pastries in Salonica was quite considerable: according to the petition, it included the consul (komisar in the new Ot- toman terminology) and his agents, merchants, all kind of visitors, and seafarers – in short, the local French “nation”.2 We can presume -

Dockrat Johannesburg 2006/7 Abstract The Ottoman Empire, an imperial power that existed from 1299 to 1923, was one of the largest empires to rule the borders of the Mediterranean Sea. Ottoman Turkish was used especially between the 16th and 19th centuries during the Ottoman Empire. This ornamented, artificial language separated the general population from intellectual and palace elite and a communication problem followed. Although the minorities of the Ottoman Empire were free to use their language amongst themselves, if they needed to communicate with the government they had to use Ottoman Turkish. This thesis explains these language differences and the resulting problems they created during the Empire. Examples of original correspondence are used to highlight the communication differences and the difficulties that ensured. From this study, the author concludes that Ottoman Turkish was not a separate language from Turkish; instead, it was a variation of Turkish in inexistence for approximately 600 years. Of these cities importing and exporting cargo, the port of Izmir is the most famous. For in all the world there are eighteen unbelieving [Christian] kings that have befriended the Ottoman dynasty and all their balios [consuls of the Italian city- states] and consuls reside there. And their merchants bring products from all over the face of the earth and goods from all the peoples of the world. Every year a thousand ships come and go to have their goods sold in this city of Izmir. Thus, this place has become a truly shining trading port adorned with bustling quays. And because of these malevolent Frank- ish ships arriving, half the city of Izmir resembles the land of the Franks [Western Eu- rope]. And if someone strikes an unbeliever of rank, doormen and watchmen immediately encircle the man and, without showing any mercy whatsoever, bring him straight before the judge. Whether the judge kills him or the unbelievers, then and there the corpse is lost to the Muslims. On one side, therefore, the place is sinister like Malta and modeled on the land of the Franks. But because of the charm of this city’s light-blue sky there are such attractive tavern-waiters, young monks and unbelieving unripe beauties with their locks let down – as to bring the minds of lovers still further to the same disorder as that of a beauty’s hair.200 Of such qualities are the beauties born of the tavern-keep. -

POLITICS AND INTERNATIONAL STUDIES THE ROLE OF THE PRINCIPALITIES OF WALLACHIA AND MOLDAVIA ON OTTOMAN FOREIGN POLICY AT THE TIME OF SELIM III (1789-1807) Mehmet Alaaddin YALÇINKAYA Karadeniz Technical University in Trabzon (Turkey) e-mail: [email protected] Abstract: The Principalities of Wallachia and Moldavia had an important place in the relations of the Ottoman Empire with the Central and Eastern European States. From the second half of the 17th century, Greek families (Phanariot) from the Phanar area of Istanbul gained important function in the Ottoman foreign policy and diplomacy. The most important of these functions were the interpretation for the central administration and the Ottoman navy. Subsequently, they also carried out other interpreting services such as embassy translations. Instead of traditional Boyars, the Princes/Hospodars (Voivodes) of Wallachia and Moldavia were appointed by the Sultan from among these Greek families from 1711 onwards. The reign of these Greek families in Wallachia and Moldavia lasted about 110 years until the Greek Revolt of Mora in 1821. As source of information about Russia, Poland, Austria and Prussia, these princes played a key role for the Ottoman foreign policy. In this context, this paper will examine the role of the Principalities of Wallachia and Moldavia on Ottoman foreign policy within the context of Europeanisation of Ottoman Diplomatic channels in the era of Selim III (1789-1807). Couch, Master of Arts, 2013 Thesis directed by: Professor Madeline C. Zilfi Department of History The purpose of this thesis is to identify some of the contributions made by members and associates of the British Levant Company to the discourse about Islam and the Ottoman Empire in Britain between 1581 and 1774. The members of the Levant Company were brought to the lands of the Ottoman Empire solely for the purpose of trade and profit. However, in order to succeed in their business pursuits they had to develop personal relationships with Ottoman Muslims. An unintended consequence of those close personal contacts was that these wealthy British merchants, raised to fear and condescend to the Muslim “Turk,” developed a greater respect and understanding for the peoples and culture of the Ottoman Empire. Upon return to England, their experiences served to counter, at least in part, the historical European animus that identified the Muslims of the Ottoman Empire as backwards and dangerous. Whose Utopia? Perspectives on the West-Eastern Divan Orchestra RACHEL BECKLES WILLSON Daniel Barenboim devoted one of his 2006 BBC Reith Lectures to the idea of “Meeting in Music,” and focused on the West-Eastern Divan Orchestra, his ensemble of young musicians from Arab, Jewish, and Spanish backgrounds. 1 He conceptualized the orchestra as a “utopian republic,” but he also played down its political significance by asserting that its utopian quality was a function of music. In music, he explained, one had to be aware not only of oneself but also of “the other,” so that music was “in this case not an expression of what life is, but an expression of what life could be, or what it could become.” When in conversation with Edward W. Said, who was involved in the orchestra’s early years, Barenboim was nevertheless also enthusiastic about its directly political implications, and the two of them agreed that it had demolished Arab stereotypes about Israelis, and Israeli stereotypes about Arabs. 2 The “utopian republic,” then, was a model for a Middle East in which the various peoples listened to and understood one another without prejudice. In a by-now iconic essay on utopia in musicals and variety shows, Richard Dyer has demonstrated some of the ways that musical genres offer audiences apparent remedies for (or at least escapes from) the problems that they face in life. 3 Instead of scarcity these entertainments present abundance, and counteracting exhaustion they express energy; they replace dreariness with intensity, manipulation with transparency, and social fragmentation with community. This last substitution may seem close to the West-Eastern Divan Orchestra as constructed by Barenboim and Said, in that Arabs and Jews work through music to become an interactive and productive sociality, in contrast to the destructive conflict that the majority are understood as living out in real life.
