1.0 Introduction 1.0 INTRODUCTION This Environmental Project Report assesses the effects of the proposed Downtown Ottawa Transit Tunnel (DOTT) project on the social, physical and natural environments. The City of Ottawa, as proponent, has prepared this Environmental Project Report in accordance with the Province of Ontario’s Transit Project Assessment Process (Regulation 231/08 under the Ontario’s Environmental Assessment Act). This section provides the background and overview of the study including location and rationale for the proposed project, relationship of the proposed project to other transportation-related studies and an outline of the entire report contents.     INTRODUCTION 76 2.6 Settlement Along the Ottawa River In spite of the 360‐metre drop of the Ottawa Figure 2.27 “The Great Kettle”, between its headwaters and its mouth, the river has Chaudiere Falls been a highway for human habitation for thousands of years. First Nations Peoples have lived and traded along the Ottawa for over 8000 years. In the 1600s, the fur trade sowed the seeds for European settlement along the river with its trading posts stationed between Montreal and Lake Temiskaming. Initially, French and British government policies discouraged settlement in the river valley and focused instead on the lucrative fur trade. As a result, settlement did not occur in earnest until the th th late 18 and 19 centuries. The arrival of Philemon Source: Archives Ontario of Wright to the Chaudiere Falls and the new British trend of importing settlers from the British Isles marked the beginning of the settlement era. Farming, forestry and canal building complemented each other and drew thousands of immigrants with the promise of a living wage. During this period, Irish, French Canadians and Scots arrived in the greatest numbers and had the most significant impact on the identity of the Ottawa Valley, reflected in local dialects and folk music and dancing. Settlement of the river valley has always been more intensive in its lower stretches, with little or no settlement upstream of Lake Temiskaming. As the fur trade gave way to farming, settlers cleared land and encroached on First Nations territory. To supplement meagre agricultural earnings, farmers turned to the lumber industry that fuelled the regional economy and attracted new waves of settlers.

LRT Stage 2 Construction Impact Meeting - Councillor Deans has been advised that the City is tentatively planning to host a meeting on February 13 to discuss impacts as a result of construction of Stage 2 of the LRT.     Network Optimization Final Recommendations Media Briefing April 13, 2011 1 Setting the Stage • On March 23rd we released a draft network optimization proposal designed to achieve $19.5M in annual savings for public input • The public consultation process gave us the valuable customer feedback that has helped us come back with a refined system proposal that better serves the needs of our customers • As a result, over 2/3 of the draft proposal was improved based on this feedback • These recommendations address key issues that were raised during the consultation period while still allowing us to achieve the designated savings of $19.5M annually through network optimization 2 Budget Context • Council approved 2011 Budget, which directed Transit Services to achieve $22M in annualized savings • The 2011 Budget includes free service to seniors Mondays and Fridays from noon onward, continuation of free Wednesdays for seniors and of the U-Pass program, and freezes Community Pass rates at current prices • If network changes are not implemented, our public transit system will demand a property tax increase of at least 5% by 2016 – this represents an additional $145M tax pressure for residents • The 2011 Budget builds on $21M in previous efficiency savings achieved by OC Transpo since 2008 3 Budget Context • Total savings to be realized in 2011 - $7.3M. Total savings on an annualized basis going forward are $22M • Saving of $19.5M annually and $6.5M in 2011 will be achieved as a result of “network optimization” • Savings of $750K will be achieved through internal efficiencies in 2011 • Savings of $2.5M will be realized in 2012 as a result of the purchase of double-decker buses.
