The work is intended to form a Cultural Heritage chapter of an Environmental Statement. The proposed scheme comprises a single wind turbine, approximately 77m high to tip of the blade, at Nant-y-fran, Cemaes, Anglesey, LL67 0LS. The impact assessment for the turbine has been commissioned by Engena Limited (The Old Stables, Bosmere Hall, Creeting St Mary, Suffolk, IP6 8LL). The local planning authority is the Isle of Anglesey County Council. The planning reference is 20C27B/SCR. -

The statistics do not include attendance at other meetings related to the work of the Council. I represent the Corporate Scrutiny Committee on the Education Transformation Board. I am a member of the Isle of Anglesey Charitable Trust (I attended 3 meetings). I represent the Council on the following: The Horizon Nuclear Project Liaison Group The Wylfa Site Stakeholder Group Constituency Activity It is a privilege to represent the Talybolion Ward in the County Council. It has been a very busy period since last May settling into my role as a County Councillor. I have received a number of phone calls and e-mails in relation to a range of problems and concerns and I have done my best to deal with these effectively. I have also opened a Facebook page as a Councillor which is another point of contact for the residents of Talybolion. -

INTRODUCTION AND BACKGROUND On 05/07/2016 an e-mail was received from the Welsh Local Government Association (WLGA) with a link to the Public Services Ombudsman for Wales’ new video on YouTube. Although the video is intended for new members following the May 2017 elections, it was felt that it contains information which is also relevant to current members. On 21/07/2016, a copy of the WLGA’s e-mail was sent to the Elected Members of the Isle of Anglesey County Council with a request that they watch the video, which is only about 5 minutes long. Also, on 21/07/2016, a copy of the WLGA’s e-mail was sent to Town and Community Council Clerks with a request that they bring the video to the attention of their elected members. It was suggested that they could perhaps watch the video during their next meeting. Town and Community Council Clerks were asked to confirm whether or not they had watched. See Appendix 1, a table summarising the responses received. 2. RECOMMENDATION A. The Committee is requested to note the contents of this report and the responses noted in Appendix 1. -

Overview This report was initiated following the award of a small grant by the Coleg Cymraeg Cenedlaethol to Dr Simon Brooks, Associate Professor in the School of Management at Swansea University, to scrutinise policy on second homes in Wales and Cornwall. The original aim was to prepare a brief report focussing on the comparison between public policy solutions based on taxation policy (Wales) and planning policy (Cornwall). However, due to the increasing interest in this subject area, the Welsh Government’s Minister for Mental Health, Well-being and Welsh Language asked if the research could be expanded in order to scrutinise some wider issues regarding second homes and to make policy recommendations. INTRODUCTION AND BACKGROUND A report was discussed under item 12 on the Standards Committee Agenda on 14 September 2016 which included information about the requirements under the code of conduct for town and community councillors. 2. BRIEFING NOTE A Briefing Note, as in Appendix 1, was sent to Town and Community Council Clerks on 14 December 2016. Clerks were asked to bring the briefing note to their members’ attention and to contact the Solicitor – Corporate Governance before 20 February 2017 to provide a copy of the minutes of the relevant meeting to confirm (a) that the Community Council had discussed the matter, and (b) that members of the Community Council had received a copy of the briefing note. Appendix 2 provides a summary of responses received. 3. FURTHER INFORMATION On the same day that the Briefing Note was sent to Town and Community Council Clerks an e-mail was also sent to the Elected Members of the Isle of Anglesey County Council. The purpose of this e-mail was to advise them to be careful. There was concern that Members, in their role on town and community councils, would become aware of the briefing note and would be uncertain regarding their duties. -
