Member's Annual Report 2017/18 Member’s Annual Report 2017/18 This is the report by the Councillor below regarding her key activities over the year ending 31 March 2018. It is provided for the information of all constituents and for no other purpose. The views expressed in this report are those of the Councillor and they do not necessarily reflect the views of the Isle of Anglesey County Council. Attendance levels may vary due to the nature of work and responsibilities of members - as portfolio holder, committee chair or representing the Council on outside bodies, for example. I am a member of the Isle of Anglesey Charitable Trust and attended 4 out of the 6 meetings arranged. I am also a member of the Trust’s General Grants Committee and attended the 1 meeting held. I represent the Council on the following outside bodies: Number attended Anglesey and Gwynedd Safer Communities Partnership 6 Betsi Cadwaladr Stakeholder Reference Group 2 Champion for Adults Safeguarding Champion for Children and Young people Gwynedd and Anglesey Adoption Panel 6 Gwynedd and Anglesey Youth Justice Service 2 Medrwn Môn 1 North Wales Economic Ambitions Board 10 North Wales Leadership Board 2 North Wales Safer Communities Board North Wales Tourism Partnership Cllr Carwyn Jones attends Public Service Board (Anglesey and Gwynedd 6 1 Regional Partnership Board (Part 9 Social Services & 7 Wellbeing Act Wales 2014) Voluntary Sector Liaison Committee 0 Welsh Local Government Association Wylfa Newydd Project Liaison Group 0 Wylfa Site Stakeholders Group 1 Governor – Llanfechell Primary School, including panels 5 2 - Constituency Activity I attend meetings of Llannerchymedd, Bodedern, Tref Alaw, Mechell & Carreglefn, Cylch y Garn, Llanfachraeth & Llanfaethlu and Llanfwrog Community Councils on a rota basis with my fellow councillors. I am a Governor at Llanfechell and Bodedern Primary Schools. I attended the only meeting of the North Anglesey Partnership that I was invited to, on behalf of Cylch y Garn and Mechell & Carreglefn Community Councils. I have been involved with Lottery funding secured for Llannerchymedd that is now being driven forward through the Community Council. Individuals can contact me via social media for support. During the last year I have received a number of enquiries within the ward regarding – Housing, Planning, Education, Highways, Waste, Adult Care and a number of other matters. I also provide general support by signposting people to the correct organisations. 3 - Initiatives and Special Activities I have received a number of requests from schools wanting to visit the Council and I enjoy taking children from Anglesey on a tour of the building and raising awareness of the Council’s work and the role of the County Councillor. I have participated as a trainer on the WLGA Leadership training, sharing my experiences to support Councillors throughout Wales. 4 - Learning and Development I have attended the following learning and development initiatives during the past year (information supplied by the Isle of Anglesey County Council): Introduction to the Authority’s Services 11/05/2017 IPad training 12/05/2017 Introduction to the Authority’s Services 18/05/2017 Briefing Session – Corporate Plan and Code 18/05/2017 Basic Safeguarding 01/06/2017 Housing Act 06/07/2017 Safeguarding Training 07/07/2017 Effective questioning in Scrutiny 04/12/2017 Planning Matters Training 05/03/2018 ACE Training 28/03/2018 2 Member Briefing Sessions ( 8 out of 12 ) May 2017 – March 2018 Attendance levels may vary due to the nature of work and responsibilities of members - as portfolio holder, committee chair or representing the Council on outside bodies, for example. 5 - Other Activities and Issues I have represented the ward in a number of different ways this year, combining the role of a Local Councillor with that of Council Leader. I enjoy representing the rural community and responding to local challenges. I would like to thank everyone for their support and co-operation during the previous year, and the Council’s staff for helping me to respond to local needs, thank you to my family and friends for their help and a heartfelt thanks to Elliw and Twm for supporting their mother in this role.     Anglesey & Gwynedd Joint Local Joint Development Plan 2016-2026 Item:- Deposit Plan Part 2 - Maps Ref ID 1824 - Page 111 - Map 118 - Bryn Du Re - Planning Approval for 12 Affordable Houses granted 2014 although part of the JLDP 2016-2026. ==================================================================== My previous statements on this item remains true and accurate. This comment indicates the degree of serious unsoundness that exists in the existing presented JLDP and the inadequate considerations given to the provision and location of Affordable Housing in Anglesey, and the serious consequences of locating Affordable Housing which do not have the benefit of adequate services and facilities. I stated in my earlier submission that the Anglesey County Council, (ACC), and the JLDP provide guidance on the location of Affordable Housing and state that they should be located in settlements where there are public facilities to support them. Grossly contrary to this guidance Bryn Du is a substantial linear village about 1 km long, and estimated to be of over 100 dwellings, between Llanfaelog Church and Ty Croes Train Station -(which provides a limited, almost virtual service which renders it unfit for purpose). The press statement issued by the Group Cynefin Housing Association and Anglesey County Council Housing Department on 26 May 2015 at the start of construction of the 12 Affordable Houses allocated to Bryn Du indicates how remote these organisations are from their own Council Guidance and the realms of reality:- “Grŵp Cynefin are working in partnership with Anglesey Council’s housing services to develop four small-scale sites in Bryngwran, Bodedern, Holyhead and Llanfaelog. The four developments were announced during a visit to one of the sites, the Bryn Du development in Llanfaelog, which consists of six homes (3 bedroom) and six smaller homes (2 bedroom).

The JLDP will set out the strategy for development and land use in Anglesey and Gwynedd for the 15 year period 2011- 2026. It will set out policies to implement the strategy and provide guidance on the location of new houses, employment opportunities and leisure and community facilities. 1.2 The Councils have been undertaking Sustainability Appraisal (SA) incorporating Strategic Environmental Assessment (SEA) since 2011 to inform the preparation of the JLDP. The SA process for the JLDP has produced the following reports to date: . Scoping Report July 2011 - which should be used for consultation on the scope of the SA/SEA - placed on public consultation on 21/07/2011 for a period of 7 weeks. A notice was placed in local newspapers presenting information regarding the consultation period and invited interested parties to submit written comments about the Report.

I represent the Council on the following: The Horizon Nuclear Project Liaison Group The Wylfa Site Stakeholder Group Constituency Activity It is a privilege to represent the Talybolion Ward in the County Council. It has been a very busy period since last May settling into my role as a County Councillor. I have received a number of phone calls and e-mails in relation to a range of problems and concerns and I have done my best to deal with these effectively. I have also opened a Facebook page as a Councillor which is another point of contact for the residents of Talybolion.
