RELIGIOUS PHILOSOPHICAL ARTICLES, VOLUME XXVI The tradition established with Religious-Philosophical Articles, Volume XVIII continues in the current Volume XXVI, which is dedicated to the themes discussed during the scientific conference Dynamic Asia: Shaping the Future that took place in Riga on 13–15 April 2018, and were further explored after this conference. The conference was organised on a wider scale than previously – as a cooperation event between the Latvian Society for the Study of Religions and the Baltic Alliance for Asian Studies. The origins of the society date back to the Society for Philosophy and Religion established under the auspices of the University of Latvia in 1922. The association organized presentations on theological, religious, scientific, and ethical issues. In 1939, the society re-registered under the name Society of Religious Sciences. The Soviet occupation started on 17 June of 1940, and the society was closed down on 14 November of 1940. The society’s activities resumed only in 2009 with establishment of the Latvian Society for the Study of Religions. Its first international conference, Between East and West: Cultural and Religious Dialogue before, during and after the Totalitarian Rule in 2011 was attended by more than 55 researchers from 20 countries. Revised versions of selected conference 6 Reliģiski-filozofiski raksti XXVI papers were later published in a scholarly series by the University of Latvia. 1 The society’s second conference Between East and West: Youth, Religion, Politics was held in 2014. Select papers presented at the conference were published in a more extensive format in the Religious Philosophical Articles, Volume XVIII. The society’s third conference, Dynamic Asia: Shaping the Future, organised jointly with the third conference of Baltic Alliance for Asian Studies brought together more than 80 participants from 20 countries. The topics presented at the conference are reflected in the current volume. Many of these articles are dedicated to Japanese culture, where spiritual, material and routine aspects intermingle in all walks of life. The Far East topic is expanded in papers on Korea and South East Asia, while current matters of importance to the Islamic civilisation are treated in the context of the Near and Far East by analysing the problems caused by modernisation (including Islamism and terrorism) and unveiling the true causes of these phenomena, clashing with the stereotypes perpetuated in international media. The papers consider matters that are exceptionally varied and diverse, but each of them brings us all towards a more profound understanding of different cultures, reasserts the importance of human spirituality in the self-contradictory turmoil of a unidimensional, materialistic, globalised world.     MIDDLE EAST, NORTH AFRICA UAE Expansion into Space Yields Positive Earthly Results OE Watch Commentary: The UAE has become the first Arab nation to join the race towards reaching Mars via its successful Mars probe launch and is already benefiting from this space exploration. As evident from local media in Japan, China and the UAE, kickstarting the Emirates’ space industry has enhanced mutual relations with China and will serve as an inspiration for future generations of Emirati youth to pursue “future sciences.” In July 2020, Japanese rockets helped carry the first UAE made H-IIA (Hope) probe orbiter mission to Mars. This successful rocket launch was done by a private engineering company, which has conducted other launches for various foreign countries over the years. According to the Global Times China, space exploration serves to expand scientific research and diversify the UAE’s economy, which remains heavily dependent upon oil exports. Joining the UAE’s space initiatives with China’s Tianwen-1 Mars project has expanded relations between the two nations. In August 2020, Global Times China reports that the UAE Ambassador to China stated that he sees “…great potential for cooperation … [ as they move] humanity to further levels of advancement.” This cooperation centers upon the Beijing-based China Academy of Space Technology (CAST) and the UAE space agency.

    The Ethnology of Okinawa: Between Folklore Studies and Social Anthropology. 沖縄の民族学:民俗学と社会人類学のはざま Patrick Beillevaire (French National Center for Scientific Research – Japan Research Center, Ecole des Hautes Etudes en Sciences Sociales, Paris) With a population of slightly over 1,300,000 people, Okinawa must be one of the regions of the world that has received the greatest attention from scholars, be they historians, folklorists, anthropologists or linguists, although this is hardly common knowledge outside Japan. Any systematic attempt at reviewing the scholars and literature concerned with folklore studies and anthropology would assuredly prove tedious and of little interest in comparison with various sources, of which, I am sure, you are already aware.1 Here I would like to take a more casual approach based on my personal experience of Okinawan studies. But, first, let me introduce myself briefly. My interest in Okinawa arose from the reading of Mabuchi Tōichi’s and Muratake Seiichi’s papers when I was a student of Louis Dumont, a specialist on India and a prominent figure in French anthropology. His teaching at the time, which developed new perspectives on socio-symbolic order and hierarchy, provided immediate connections with what I was starting to learn from Mabuchi Tōichi and Muratake Seiichi concerning Okinawa. My first visit there took place in March 1977, and I started doing fieldwork on Tarama-jima the following year, while I was attached to Ryūkyū Daigaku as a kyakuin kenkyūsha. My stay on Tarama-jima lasted one and a half years. Since then I have been visiting Okinawa at least once a year.

    1 PIRMŲJŲ IŠEIVIŲ SAMBŪRIAI IR DARBAI LIETUVAI Lietuvos Respublikos Seimas 2019 metus paskelbė Pasaulio lietuvių metais. Šia iniciatyva atkreiptas dėmesys į Pasaulio lietuvių bendruomenės veiklą lietuvių istorijos, kalbos, kultūros, mokslo, paveldo, tradicijų, tautinės tapatybės išsaugojimo srityse, jos indėlį kuriant šiuolaikinę modernią Lietuvos valstybę. Taip pat pagalbą jun- giantis į Europos saugumo ir bendradarbiavimo organizaciją, Jungtines Tautas, UNESCO, NATO, Europos Sąjungą ir ne mažiau svarbų vaidmenį šiuolaikinės Lietuvos diasporai. Atsižvelgta ir į tai, kad 2019 metais sukanka 70 metų, kai buvo paskelbta Lietuvių chartija, kuria įsteigta Pasaulio lietuvių bendruomenė, apibrėžtos jos pamatinės teisės, vertybės, principai, lietuvių įsipareigojimas darbu, mokslu, turtu, pasiaukojimu kovoti, kad apgintų ir išlaikytų nepriklausomą Lietuvos valstybę. Minėdami Pasaulio lietuvių metus, gręžiamės į pirmuosius lietuvių emigrantus: apie pirmosios emig- racijos bangos lietuvių bendruomeninę ir patriotinę veiklą Jungtinėse Amerikos Valstijose, Išeivijos lietuvių organizacijų veiklą, jų finansinę ir politinę paramą, kuri buvo labai svarbi atkuriant Lietuvos valstybingumą, pasakoja Lietuvos nacionalinio muziejaus direktorės pavaduotojas, muziejininkas dr. No longer are the United States and the Soviet Union the only countries capable of placing satellites into Earth orbit or sending interplanetary probes into deep space. Europe and Japan now have substantial space programs and have developed commercially competitive space systems. Several newly industrialized countries are well along in building their own space programs. In addition, the U.S. private sector has recently expanded its interest and investment in space technology. As this report makes clear, these changes have strong policy implications for the U.S. Government space program and for the U.S. private sector. This report presents the major findings of an assessment requested by the House Committee on Science and Technology and the Joint Economic Committee, on inter- national cooperation and competition in civilian space activities. The United States still enjoys a strong competitive position in most space technologies and in space science. There continues to be broad support for a long-term public commitment to civilian space activities. But precisely because of our achievements—and those of other space-far- ing nations—the number of opportunities (and associated costs) that lie before us re- quire a thoughtful articulation of space goals and objectives.

    LOST WITHOUT TRANSLATION IDENTIFYING GAPS IN U.S. PERCEPTIONS OF THE CHINESE COMMERCIAL SPACE SECTOR Promoting Cooperative Solutions For Space Sustainability FEBRUARY 2021 PAGE i U.S. commercial space stakeholders firmly believe that competition from Chinese actors will be an inevitable part of their future decision making. However, beyond this surety there are significant gaps in understanding of how this competitive relationship will develop. For these stakeholders it remains unclear who their Chinese competition will be, what resources they will have, and what rules they will operate by. By comparing common U.S. stakeholder perspectives with discourse and analysis on China’s commercial space sector, this paper highlights where more effort is required to better understand these emerging dynamics. This research challenges common narratives of a Chinese commercial space sector with unlimited financial support, direct government control, and long-term vision. It illuminates barriers to understanding the complexities and conflicts within China’s commercial ecosystem, thus providing nuance for one of the most challenging and heated topics in the space industry: U.S.-Sino space relations. This paper raises more questions than it answers, but these questions will help U.S. researchers, analysts, practitioners, and policymakers better investigate and understand the complex dynamics emerging in China’s nascent commercial space sector.
