Dr. Upendra Nath Biswas Minister-in-Charge, Backward Classes Welfare Department Government of West Bengal Message from the Hon’ble Minister-in-Charge The Department of Backward Classes Welfare is dedicated to the welfare of Scheduled Castes; Scheduled Tribes and Backward Classes with a view to integrate them ultimately with the mainstream of the society by effecting social, educational, economic and cultural uplift and thereby implement the provisions of the constitution of India concerning the Scheduled Castes and Scheduled Tribes. 1. His Excellency the Hon’ble Governor of West Bengal in his address in the West Bengal Legislative Assembly has stressed that his Government will ensure speedy issue of Castes Certificates. With a backlog of pending 1,36,000 cases of Caste Certificates the department is now in a mode to issue all the pending cases immediately to honour the desire of His Excellency. 2. On review of the reports; it is evident that the reservation policy framed under the constitutional framework is not being followed by majority of the departments. 3 The various wings under this department like Pre-Examination Training Centers, Training cum Production Centers have been found to be literally non-functional. 4. Various educational institutions and programmes of department like Eklavya Schools, Ashram hostels, Central Hostels etc. needs a thorough Review. Such organizations being run with contractual staff and or on an ad hoc basis seem to have a dismally low efficiency level. 5. Cultural Research Institute (CRI)- the Research Wing of the department is found to be in a really sorry state and has literally stopped functioning with 55 posts lying vacant, a vehicle purchased for field research is not being used even for a single day and has been junked and even the signboard of the premier research institute lying on the ground shows the dismal state of affairs in an organization which could have been an example in the national scenario. -

Ihafa: A Journal of African Studies 7: 1 December 2015, 21-39 Patriarchal Structures and Female Empowerment in Nigerian and Taiwanese Novels: A Study of Chimamanda Adichie’s Purple Hibiscus and Li Ang’s The Butcher’s Wife* Abi ọdun Adeniji University of Lagos Abstract Empowerment has become the buzzword in many discourses about and around women in contemporary times, and patriarchy inevitably becomes the whipping boy on whom the woes of women from Eve to Evelyn are pinned. This archetypal bogeyman has been accused of preventing females from maximising their potentials in many societies of the world today. This paper examines the patriarchal structures in Nigerian and Taiwanese novels which manifestly disempower women, and interrogates the complicity of matriarchy in the debilitation of the female characters in the texts. The thesis of the paper is that the more empowered the female is, the better the society, and this cannot be achieved through the demonization of men but through the collaboration of both sexes. Abstract Taiwanese Identity and Transnational Families
ABSTRACT TAIWANESE IDENTITY AND TRANSNATIONAL FAMILIES IN THE CINEMA OF ANG LEE Ting-Ting Chan, Ph.D. Department of English Northern Illinois University, 2017 Scott Balcerzak, Director This dissertation argues that acclaimed filmmaker Ang Lee should be regarded as a Taiwanese transnational filmmaker. Thus, to best understand his work, a Taiwanese sociopolitical context should be employed to consider his complicated national identity as it is reflected in his films across genres and cultures. Previous Ang Lee studies see him merely as a transnational Taiwanese-American or diasporic Chinese filmmaker and situate his works into a broader spectrum of either Asian-American culture or Chinese national cinema. In contrast, this dissertation argues his films are best understood through a direct reference to Taiwan’s history, politics, and society. The chapters examine eight of Lee’s films that best explain his Taiwanese national identity through different cultural considerations: Pushing Hands (1992) and Eat Drink Man Woman (1994) are about maternity; The Wedding Banquet (1993) and Brokeback Mountain (2005) consider homosexuality; The Ice Storm (1997) and Taking Woodstock (2009) represent a collective Taiwanese view of America; and Crouching Tiger, Hidden Dragon (2000) and Lust, Caution (2007) reflect and challenge traditions of Taiwan Cinema. The eight films share three central leitmotifs: family, a sympathetic view of cultural outsiders, and a sympathy for the losing side. Through portraying various domestic relations, Lee presents archetypal families based in filial piety, yet at the same time also gives possible challenges represented by a modern era of equal rights, liberalism, and individualism – which confront traditional Taiwanese-Chinese family views. -

Intekhab Hossain Lecturer, Department of Sociology, Aliah University, Kolkata, India; e-mail: [email protected] KEYWORDS ABSTRACT Muslims; deprivation; West Bengal is a multi-ethnic, multi-lingual and multi-religious state of India where various seclusion; backwardness; ethnic groups and creeds have been living side by side since long past. Muslims are the principal development minority of this multi-religious state and constitute about 27% of the state’s total population. Yet little is known about the socio-economic and political dynamics of this community due to lack of fieldwork. This paper focuses on the contemporary dynamics of the Muslim life in West Bengal from an anthropological perspective. A especial effort has also been made in order to find out the factors contributing to form a bottleneck in development and social change. Introduction The economic growth of a country cannot be attained without the development of its entire population at both micro and macro level. Poverty is considered to be a curse to any economy and Muslims are generally the poorest segment of Indian society in spite of the fact that they are both able and willing to be educated and work in any field. They are considered a backward community in India both educationally and economically. Moreover, unless an assessment is made in order to find out the root causes of their backwardness and poverty, they will remain so and thus continue to contribute negatively to the economic progress of the country (Rahaman and Bhuimali 2011:9). -

Temples were built and managed as part of the Indo-Muslim or Mughlai urban court economy in Hyderabad, and temple patronage reflected the shift- ing patterns of prominence as one high-ranking Hindu noble or official replaced another and secured state support for major temples. Rather than defending Hyderabad state’s policies and practices with respect to Hindu institutions and events, this article shows the development and implementation of an Indo-Muslim ruling tradition as Muslim rulers interacted with non-Muslims to become part of a distinctively South Asian tra- dition of secularism or pluralism. Rather than syncretism or synthesis, I emphasize ‘translation’, appropriate to the time and place, as the concept best able to capture the pluralism of India’s historical Indo-Muslim cultures. -

Beginning in the 1980s, the rise of Taiwanese women writers has been one of the most significant phenomena in the history of Taiwanese literature, fundamentally challenging what has traditionally been a male domain. Women writers demanded to be regarded with the same respect as male writers. Also, they focused their concern on female inferiority in a patriarchal society. Li Ang is one of them. Not only does she illustrate the issues of women being repressed by patriarchy, but also she has worked out a feminist solution to those issues. -
