PART ONE INTRODUCTION INTRODUCTION 1, Muslim Woai«n - General status -^ In tfie pre-Islaralc Arab world, th© status of women was very miserable as they were Just treated like chattle.Advent of Islari improved the status of women to a considerable extent compared to the then prevailli: ; conditions. Firstly, wome were given the right to claim a share in their fathar's property. Secondly, their consent was made necessary for ' niarriage. Thirdly, they got the right to divorce on certain jrounds. Fourthly, they were civen full free 1c«ti to remarry after divorce. Fifthly, it was made obligatory for the hustxinl to pay mehr to tno wife, an amount declared durlrq narriaqe, in case of a divorce. Sixthly, a limit of four was laid to th - number of wives a husband could take at ri time, and he was 'jot: allowed to VIAVQ more than one wife unless he was in a ooniti^x to treat tniri all eiuilly. Apart from all these Ic^al juarantees, waich elevatud the position of wo:r.Gr to a cor,?id,.— rable extent, they u^ere encourajed to study and acquire knovl s They had e«iual right with men to hold any public office or .over­ head an empire. Despite these guarantees, there were some inbuilt inequalities which did not help much in improving the stratus of Muslim women, h close look at the text of tho uuran reveals a bias in favour of roan. Though woman as a mother is held in high esteem# as a wife she can be subjected to beating, divorced easily; whereas a wooan cannot get a divorce without solid grounds. Hence, in practice, a man can take upto four wives anil still not divorce the first, to avoid the payment of mehr. Though the Quran specifies that all wives should be treated equally, it does not define equality. with regard to property, the Quran text grants the ri)ht to wcanen to claim only half of what her brothers get as share of property fron» the father. Further, sagregatic« was recocwrrended for woman. They were not allowed to go to a mosque to pray or go outside the house for other reascnns. Even within the house, their movements were restricted to a certain portion with a partition, to avoid being seen by male visitors to the household. This restrictior on the free movement resulted in curbing the opportunity of vom&r^ to avail of the rignt of education, iihen necessary, they were allowed to come out of the house but were required to cover tiiemselves with a veil. His Excellency the Hon’ble Governor of West Bengal in his address in the West Bengal Legislative Assembly has stressed that his Government will ensure speedy issue of Castes Certificates. With a backlog of pending 1,36,000 cases of Caste Certificates the department is now in a mode to issue all the pending cases immediately to honour the desire of His Excellency. 2. On review of the reports; it is evident that the reservation policy framed under the constitutional framework is not being followed by majority of the departments. 3 The various wings under this department like Pre-Examination Training Centers, Training cum Production Centers have been found to be literally non-functional. 4. Various educational institutions and programmes of department like Eklavya Schools, Ashram hostels, Central Hostels etc. needs a thorough Review. Such organizations being run with contractual staff and or on an ad hoc basis seem to have a dismally low efficiency level. 5. Cultural Research Institute (CRI)- the Research Wing of the department is found to be in a really sorry state and has literally stopped functioning with 55 posts lying vacant, a vehicle purchased for field research is not being used even for a single day and has been junked and even the signboard of the premier research institute lying on the ground shows the dismal state of affairs in an organization which could have been an example in the national scenario.

Patuas or Chitrakars have been practicing patachitra or patashilpa for centuries. Patachitra or ​ ​ ​ ​ patashilpa is a form of scroll painting. Their diverse repertoire includes tales from Hindu mythology, tribal folklore, as well as Islamic tradition. They paint their stories on long scrolls and sing, as the scroll is unrolled frame by frame. The community of Patuas is spread over many districts of pre-partitioned Bengal: Mursidabad, Bankura, South Twenty-four-Parganas etc (including present-day Bangladesh). Today there are only a few practicing Patuas. Most of them live in the Indian districts of Medinipur and Birbhum (West Bengal). Even in Medinipur, the Patuas are giving up their art and taking to carpentry and farming. The market for pats has ​ ​ shrunk and the income has declined.

Howard Advisors: University of Guelph Dr. Jesse Palsetia Dr. Norman Smith Dr. Kevin James British representations of courtesans, or nautch-girls, is an emerging area of study in relation to the impact of British imperialism on constructions of Indian womanhood. The nautch was a form of dance and entertainment, performed by courtesans, that originated in early Indian civilizations and was connected to various Hindu temples. Nautch performances and courtesans were a feature of early British experiences of India and, therefore, influenced British gendered representations of Indian women. My research explores the shifts in British perceptions of Indian women, and the impact this had on imperial discourses, from the mid-eighteenth through the late nineteenth centuries. Over the course of the colonial period examined in this research, the British increasingly imported their own social values and beliefs into India. British constructions of gender, ethnicity, and class in India altered ideas and ideals concerning appropriate behaviour, sexuality, sexual availability, and sex-specific gender roles in the subcontinent. This thesis explores the production of British lifestyles and imperial culture in India and the ways in which this influenced their representation of courtesans.

IN the last edition of my" Commentaries on Hindu Law" I devoted a chapter to the Hindn Caste System which attracted the attention of the Publishers, and they suggested that the subject might well be expanded so as to be brought out as a separate volume. They suggested also that, in order to make the book complete, I should give an account not only of the Castes, but also of the important Hindu Sects, some of which are practically so many ""new Castes. As I had heen already engaged in writing a book about the hisfury and philosophy of religions, the prp­ posal, so far as the sects were concerned, was welcome indeed. About the Castes I felt very considerable diffidence; but it seemed to me that, in a town like Calcutta, where there are men from every part of India, it might not be quite impossible to collect the necessary information. When, however, I actually commenced my enquiries, then I fully realised the difficulty of my task. The original information contained in this work has been derived from a very large number of Hindn gentlemen hailing from different parts of India. I here iv PRBFACK. gratefully acknowledge the kindness that they have shown in according to me their assistance. I feel very ;trongly inclined to insert in this book a list of their names. But the publication of snch a list is not de­ sirable for more reasons than one. To begin with, such a list would be necessarily too long to be conveniently included.

Intekhab Hossain Lecturer, Department of Sociology, Aliah University, Kolkata, India; e-mail: [email protected] KEYWORDS ABSTRACT Muslims; deprivation; West Bengal is a multi-ethnic, multi-lingual and multi-religious state of India where various seclusion; backwardness; ethnic groups and creeds have been living side by side since long past. Muslims are the principal development minority of this multi-religious state and constitute about 27% of the state’s total population. Yet little is known about the socio-economic and political dynamics of this community due to lack of fieldwork. This paper focuses on the contemporary dynamics of the Muslim life in West Bengal from an anthropological perspective. A especial effort has also been made in order to find out the factors contributing to form a bottleneck in development and social change. Introduction The economic growth of a country cannot be attained without the development of its entire population at both micro and macro level. Poverty is considered to be a curse to any economy and Muslims are generally the poorest segment of Indian society in spite of the fact that they are both able and willing to be educated and work in any field. They are considered a backward community in India both educationally and economically. Moreover, unless an assessment is made in order to find out the root causes of their backwardness and poverty, they will remain so and thus continue to contribute negatively to the economic progress of the country (Rahaman and Bhuimali 2011:9).
