Sociolinguistic Vitality of Manx After Extreme Language Shift: Authenticity Without Traditional Native Speakers
IJSL 2015; 231: 45 – 62 Open Access Tadhg Ó hIfearnáin Sociolinguistic vitality of Manx after extreme language shift: authenticity without traditional native speakers Abstract: This article draws on sociolinguistic fieldwork among speakers of one of Europe’s smallest indigenous language communities, a speaker group which persists after the loss of all of its “traditional speakers” within living memory. The extreme language shift experienced by Manx has not led to loss of the language as a spoken and literary medium due to the efforts of significant numbers of lan- guage activists and enthusiasts over several generations, from before the loss of the traditional language community to the present. Their actions have resulted in significant linguistic institutionalisation and a rapidly expanding number of speakers of various abilities, some of whom form a new “speaker community”. It discusses the constructions of linguistic authenticity and alternative models for the revival speaker, showing how core groups of speakers have been bestowed with authenticity by the wider non-speaker population, for whom linguists’ inter- est in language endangerment and language death are not primary concerns. The article shows how speakers appropriate and are accorded forms of authority and legitimacy in the absence of traditional native speakers. GD No: 2015/0064 Council of Ministers Annual Report of the Gaelic Broadcasting Committee Bing Ymskeaylley Gaelgagh Year ended 31 March 2015 BING YMSKEAYLLEY GAELGAGH Gaelic Broadcasting Committee Report to the Council of Ministers for the financial year 2014-15 Future of the Gaelic Broadcasting Committee The Gaelic Broadcasting Committee is to cease existence as a separate entity but its operations will be continued by Culture Vannin. Details of this change are to be finalised. Periods of membership of the Committee detailed immediately below are provisional. Membership of the Gaelic Broadcasting Committee The Committee membership for the year April 2014 until March 2015 was as follows: Mr Adrian Cain (member until 25.03.19) Mr Robert Carswell (member until 02.08.17) Ms Catherine Clucas (secretary) (member until 02.08.17) Hon. Philip Gawne MHK (member until 02.11.19) Mr James Harrison (member until 02.08.17) Dr Breesha Maddrell (member until 25.03.19 – re-appointed in January 2014) Dr Brian Stowell (chairman) (member until 16.01.18) Background The Gaelic Broadcasting Committee was appointed by the Council of Ministers under Section 12 of the Broadcasting Act 1993, after consultation with the Communications Commission. The Committee consists of a Chairman and not less than three other members. Monies for expenditure by the Gaelic Broadcasting Committee are allocated via the Communications Commission, and claims for expenditure approved by the Committee are sent to the Communications Commission for processing. Concerning radio programmes in or involving Manx Gaelic broadcast by Manx Radio, only Moghrey Jedoonee requires expenditure involving monies allocated to the Committee. -
Year One Reporting National Development Strategy for Culture
End of Year One of National Development Strategy for Culture and the Arts Progress Report Summary The Action Plan that accompanies the National Development Strategy for Culture and the Arts ‘arts, culture and creativity for everyone’ clearly outlines actions which should be achieved or started in Year One. This first annual report gives a summary of actions achieved and in progress as submitted to the Council of Ministers. YEAR ONE ACTIONS Review Communications Both organisations started the process of reviewing communications during the year. The strategy has helped us to talk confidently and clearly about culture, the arts and creativity, and to get the message across within mainstream media that this sector contributes greatly to quality of life, social inclusion and to the future of the economy. Culture Vannin has strengthened its online messaging and has identified the need to modernise one of its websites, manxmusic.com, which will be actioned later in the calendar year. The organisation has excellent reach through its various Facebook pages and groups (over 10,000 likes/members), Twitter accounts, and social media portfolio, with videos receiving over 90,000 views annually. Newsletter distribution lists have been refined in relation to GDPR. The Isle of Man Arts Council (“IOMAC”) has actively grown its communications during Year One. Grainney Sheard joined the team as the Arts Engagement Officer (this post is fully funded by IOMAC) in November 2017 and since then the IOMAC website (iomarts.com) has been completely updated and is kept current with regular news, events and articles. IOMAC now has a strong presence on Facebook, Twitter and Instagram, releases a monthly newsletter and supports a weekly podcast, Spotlight (broadcast every Wednesday on Manx Radio this programme is funded by IOMAC). -

NEWSLETTER Winter 2019 Editor – Douglas Barr-Hamilton The Mhelliah Mid October in London means the London Manx mhelliah and the Society again remembered and gave thanks for the Island's harvest at St Bride's Church in Fleet Street. The service was led by Nick Alexander, a joint member of LMS with his wife, Anne and, as usual, included Manx content, hymns to Manx music, the Lord's Prayer recited in Manx by president Alastair Kneale, the Tynwald prayer and the Manx fishermen's evening hymn. Despite early fears in the committee, it was well attended and we especially welcomed Tony Sell continuing a link his mother forged in the middle of the last century and the Manx poet laureate, Zoë Cannell, who stopped over on her way to Clifton to honour T E Brown, posthumously the island's first poet laureate. Zoë was able add some zip to the lunch in the Punch Tavern in Fleet Street that followed the Church service, reciting two poems, one of which for the first time in public. A member of the society when she lived in London, it was also the occasion for renewal of friendships, the usual raffle of objects Manx along with Stewart Christian's Christmas puddings and other gateaux and, above all, an excellent pub lunch in the heart of London. In his novel, 'The Manxman' written in 1894, Hall Caine describes the Mhelliah thus: "On the day when the last of the harvest is saved in the Isle of Man, the farmer gives a supper to his farm people and to the neighbours who have helped him to cut and house it. -

www.culturevannin.im www.manxmusic.com KIAULL MANNINAGH JIU Mee Houney 2018 November manx music today Manx calendar customs explored at the Big Bree Workshop Weekend 2018 Musical students from all over the Isle of Man gathered at the start of the October half term for the 12th annual Bree Manx music and dance weekend at the Youth Arts Centre, or the ‘Breekend’ as it has now been dubbed! This year’s workshops were themed around an exciting new range of stamps from the Isle of Man Post Office called ‘Manx Folk Traditions’ and designed by Jay Cover. Bree tutors and students took inspiration from the traditional songs, tunes, dances and folklore associated with the images on the stamps; Mheillea, Hop tu naa, Hunt the Wren, Old Christmas Eve, New Year’s Eve and the Quaaltagh (first footer on New Year’s Day). Over the two days, the students worked really hard to produce pieces for the showcase concert on the Sunday afternoon for family and friends – as always, it was very entertaining! The dancers started the concert with a balanced programme incorporating Y Mheillea, Hop tu naa and Hunt the Wren, which was choreographed by tutor Caroline Helps and accompanied by a band of young Bree musicians. The composers group followed on with a new tune they had written together, which was based on the rhythm of the original Hop tu naa dance tune [SEE KIAULL NOA]. The singing group then took to the stage with a medley of songs from the various calendar customs – The Quaaltagh song, various versions of Hop tu naa in English and Manx, and a rendition of Auld Lang Syne, sung in Manx Gaelic! A folk group, who called themselves the Wandersquad then performed some traditional tunes associated with the hired fiddler of the ‘Kegeesh Ommidjagh’ [foolish fortnight] around Christmas-time and the New Year; “Wandescope 1 & 2”, followed by In this month’s edition.. -

Learning Manx Songs Now Made Easy Learning the Traditional Songs of the Isle of Man Has Never Been Easier Thanks to a New Release of 47 Free Audio Tracks Online
Mean Souree 2020 June Learning Manx songs now made easy Learning the traditional songs of the Isle of Man has never been easier thanks to a new release of 47 free audio tracks online. Materials to learn sixteen Manx Gaelic songs have been released online by Culture Vannin, with sheet music, pronunciation guides, demonstrations and piano accompaniment now all freely available on the Culture Vannin website. Singers can learn each song with the help of Annie Kissack who pronounces the Manx Gaelic lyrics and demonstrates how to perform it. In addition, there are piano accompaniments to sing along to at home. These piano accompaniments were arranged by Dr Fenella Bazin for her Manx folk songbook “Ree ny Marrey” (published by Culture Vannin) and they are performed by Manx Music Development Officer for Culture Vannin, Dr Chloe Woolley. Chloe said; “I often have enquiries from teachers who need assistance with pronouncing the Manx Gaelic songs, so a few years ago, Annie Kissack very kindly recorded some audio guides for the schools. We selected 16 songs from Ree ny Marrey, which is a lovely book of songs with simple piano accompaniments.
