Territorial and geographical location Ili Delta, Kazakhstan Almatinskaya Oblast (province), Bakanas Rayon (county) The Ili Delta is part of the Ramsar Site Ile River Delta and South Lake Balkhash Ramsar Site 2. Natural and geographic data Basic geographical data: location between 45° N and 46° N as well as 74° E and 75.5° E. Fig. 1: Map of the Ili-Balkhash Basin (Imentai et al., 2015). Natural areas: The Ramsar Site Ile River Delta and South Lake Balkhash Ramsar Site comprises wetlands and meadow vegetation (the modern delta), ancient river terraces that now harbour Saxaul and Tamarx shrub vegetation, and the southern coast line of the western part of Lake Balkhash. Most ecosystem services can be attributed to the wetlands and meadow vegetation. Therefore, this study focusses on the modern delta with its wetlands and meadows. During this study, a land cover map was created through classification of Rapid Eye Satellite images from the year 2014. The land cover classes relevant for this study were: water bodies in the delta, dense reed (total vegetation more than 70%), and open reed and shrub vegetation (vegetation cover of reed 20- 70% and vegetation cover of shrubs and trees more than 70%). The land cover class dense reed was further split into submerged dense reed and non-submerged dense reed by applying a threshold to the short wave infrared channel of a Landsat satellite image from 4 April 2015.

Yuri Rudenko from Almaty Region was the third unregistered Baptist pastor to be jailed for three days for refusing to pay fines for unregistered worship. Baptists point out that this breaks Kazakhstan's Constitution, but officials have refused to discuss this with Forum 18. The jailing took place as Elizaveta Drenicheva, a Russian working as a missionary for the Unification Church (commonly known as the Moonies), was jailed for two years for sharing her beliefs. Other religious believers who strongly disagree with her beliefs, as well as human rights defenders, are alarmed by the jail sentence. "This is a highly dangerous precedent," one Protestant who preferred not to be identified told Forum 18. "It seems to me that any believer who preaches about sin and how to be saved from it could be convicted in the same way." Baptist churches in Akmola region have also been raided and their members questioned, and another Baptist pastor is facing the threat of jail tomorrow (4 February). To quantify future vulnerability of the IBB to these changes, we employ a scenario-neutral bottom-up approach with a coupled hydrological-water resource modelling set-up on the RiverWare modelling platform. This study focuses on reliability of environmental flows under historical hydro-climatic variability, future hydro-climatic change and upstream water demand development. The results suggest that the IBB is historically vulnerable to environmental shortages, and any increase in water consumption will increase frequency and intensity of shortages.     Local Government and Economic Development in Kazakhstan by Madina Junussova A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Public Policy Carleton University Ottawa, Ontario © 2017 Madina Junussova ABSTRACT The main objective of this dissertation is to understand the role of local government in economic development, with a focus on the cities and regions selected by the national government of Kazakhstan to be the drivers of national economic development by the Regional Development Program 2020. The dissertation presents three studies based on qualitative assessment of locally obtained evidence and locally produced data. The first essay examines administrative decentralization and studies how the Almaty city and Almaty region governments failed to use delegated urban planning for the management of urban development. The second essay challenges the fiscal system by exploring how the Almaty and Astana governments struggled to use national transfers provided for the implementation of national projects. The third essay focuses on political decentralization reforms and assesses the capabilities of elected representatives from Almaty, Astana, Shymkent and Aktobe city governments in managing urban transport based on public needs. Together, these three case studies provide a broader picture for understanding the productivity of the implemented administrative, fiscal and political reforms. It argues that the absence of a functioning decentralization strategy is leading to unexpected development outcomes and a lowering of public trust in local and national governments. The main contribution of the three studies is that they allow identification of key institutional weaknesses and obstacles faced by local governments in the management of local development in Kazakhstan.

    The Republic of Kazakhstan is a transcontinental country in northern Central Asia and Eastern Europe. Kazakhstan is the ninth largest country. ▶ ▶ ▶ ▶ ▶ ▶ has equal official status for all levels of administrative and institutional purposes Kazakhstan was the last of the Soviet republics to declare independence following the dissolution of the Soviet Union in 1991. The current President, Nursultan Nazarbayev, has been leader of the country since 1991. The Medeu is an outdoor speed skating and bandy rink. It is located in a mountain valley on the south-eastern outskirts of Almaty, Kazakhstan. Medeu sits 1,691 metres above sea level, making it the highest skating rink in the world. 2011 Asian Winter Games took place there. Shymbulak is a ski resort near Almaty, the largest city of Kazakhstan. It is popular for its mild climate, large quantity of sunny days and great amount of snow through the winter (from November till May). • Prince Harry visited it with his girlfriend Cressida Bonas in 2014. • Tamgaly is a petroglyph site in Kazakhstan, which is located 394 ft to north-west of Almaty • 5000 petroglyphs • The petroglyphs are mostly Bronze Age, but in some cases from the Iron Age and the Medieval. ▶ The name Tamgaly in Kazakh and other Turkic languages means "painted or marked place". ▶ Tamgaly became a UNESCO World Heritage Site in 2004. Baikonur Cosmodrome Earth's first and largest operational space launch facility. It was originally built by the Soviet Union in the late 1950s as the base of operations for its space program. Both Vostok 1, the first manned spacecraft in human history, and before it, Sputnik 1, the world's first orbital spaceflight of any sort, were launched from one of Baikonur's launch pads, which is now known as Gagarin's Start.

Tez ayrıca SSCB'nin Kazakistan politikasını 1927-1938 yılları içinde ele almaktadır. Tez; Giriş, üç bölüm, sonuç ve eklerden oluşmuştur. Bölümler, kronolojik tarihe paralel olarak kademeli bir şekilde sunulmuştur. Çarlık Rus İmparatorluğu’nun Kazak Hanlığı döneminden, SSCB’nin Stalin dönemine kadar önemli gelişmeleri bölümlerin ara başlıklarında ele alınmıştır. Tezde yerleşim yerlerinin adları, kişi adları ile soyadları orijinal haliyle verilmiştir.
