Over the years, the EEC (European Economic Community) has gradually strengthened its links with the Southern riparian states. AAer developing into the EU, it began a new process of (inter-) regional links by setting up the Euro-Mediterranean Partnership (EMP; also known as ´Barcelona Process´) in "!!$. In )..+, this process was further transformed into the Union for the Mediterranean (UfM)". /ose institutionalized rela- tions fall within a wider context where other sets of intermeshing connections and networks exist, be they bilateral or multilateral, including or not an EU dimension (for a review, see Šabič and Bojinovic )..-). /e purpose of this study is to oDer a descriptive analysis of two impor- tant dimensions of already existing institutionalized relations: its parliamen- tary dimension on the one hand, its decentralized (also referred to as territo- rialized) dimension on the other. ". /e Union for the Mediterranean consists of ,# members. /e initial "!!$ EMP consi- sted, on the one hand, of "$ members that the EU then consisted of, and, on the other hand, of ") Southern Mediterranean states. AAer the ).., and )..- enlargements, the EU side now consists of )- members (the original "$ plus Cyprus and Malta), and the South now includes not only the ". remaining initial ones (Morocco, Algeria, Tunisia, Egypt, Jordan, Israel, the Occupied Palestinian Territories, Lebanon, Syria and Turkey), but also six new members: Albania, Bosnia-Herzegovina, Croatia, Montenegro, Monaco and Mauritania; that is to say, a total of "* partners. Marseille - France, 4th May 2017 Saida Urban Sustainable Development Strategy (USUDS) • Urban Sustainable Development Strategy (USUDS) for Saida city is a Euro- Mediterranean project implemented by Saida Municipality in Partnership with HFSHD. • The project is an implemented under the "Mediterranean Network for the Promotion of Sustainable Urban Development Strategies and three new UDS" project, funded by the European Neighborhood Policy Instrument — Cross Border Cooperation (ENPI CBC) in Cooperation with Medcities and Area Metropolitana de Barcelona. • USUDS of Saida city is not a project but a process that has been introduced to the city in order to have a holistic development approach in all the development projects and priorities set in the city. This shifted the role of Saida Municipality to be a local authority that played a major role in the development process of the city. Such process has been adopted by Saida Municipality to enhance the transparency and accountability with the community through the effective participative approach used that will be the key to build the ownership of all inhabitants in Saida that will guarantee the sustainability and implementation of the strategy within a generated institutionalized dialogue and shared vision.

  • Medurbantools: a Sustainable Urban Toolbox for the Mediterranean
    MedUrbanTools: A sustainable urban toolbox for the Mediterranean “Create a sustainable urban toolbox for the Mediterranean, with a view to planning cities that will work for everyone, in order to make them inclusive, safe, resilient and sustainable” is one of the Flagship initiatives under the Objective 3 “Planning and managing sustainable Mediterranean cities” of the Mediterranean Strategy for Sustainable Development (MSSD) 2016-2025. Background The proposal for the creation of a toolkit on urban development addressed to decision-makers, notably local authorities, and experts in the Mediterranean region was led by the Mediterranean Cities Network (MedCities), in cooperation with different regional actors participating in the Urban Hub of the Center for Mediterranean Integration (CMI). It was first presented during the 17th Meeting of the Mediterranean Commission on Sustainable Development (MCSD) in July 2017 and is the first such initiative to have successfully addressed the topic from a Mediterranean perspective. MedCities is committed to the development of the toolkit, building on its own capacities as well existing partnerships on urban issues at the regional level. The process involves the strengthening of existing regional networks of cities, as well as the development of new ones, that will contribute to the creation of the sustainable urban toolbox for the Mediterranean. Objectives The Sustainable Urban Toolbox aims to provide the necessary resources to ensure that Mediterranean cities are planned cities, inclusive, safe, resilient, and sustainable. It also aims to contribute to creating a common understanding among practitioners and decision-makers of the challenges faced by Mediterranean cities and provide local decision-makers with knowledge on relevant successful experiences from the region that can be used, adapted and updated to inspire sound policymaking.
