(“Golder”) was retained by First Capital Asset Management LP (“FCAM”) to conduct a Phase One Environmental Site Assessment (“Phase One ESA”) for northeast portion of Merivale Mall (the “Subject Property”), municipally addressed 1642 and 1650 Merivale Road in Ottawa, Ontario. The parcel of land included in this Phase One ESA, municipally addressed 1642 and 1650 Merivale Road, is located northeast of the Merivale Mall building and immediately west of the intersection between Merivale Road and Titan Private, hereafter referred to as the “Site” or “Phase One Property”, as shown on Figure 1. At the time of the Site reconnaissance, conducted on September 4, 2019, the Phase One Property consisted of a rectangular-shaped parcel with an area of 0.18 hectare parcel. The Phase One Property was occupied by an asphalt-paved parking lot associated with the Merivale Mall building. It is understood that the Phase One Property is to be developed with a stand-alone commercial building to be occupied by Harvey’s Restaurant. The Phase One Property is owned by FCAM. The Phase One ESA was completed in accordance with O.Reg. 153/04 and included a review of available current and historical information, a Site visit, an interview, evaluation of readily available information, and reporting, subject to the limitations outlined in Section 9.0 of this report. The Phase One Property is not considered an enhanced investigation property as defined by O.Reg. 153/04. Golder understands that the Site is to be redeveloped for commercial land use. Given that the Site land use will remain unchanged (from commercial to commercial), there is no mandatory requirement for filing of a Record of Site Condition (“RSC”) pursuant to Ontario Regulation 153/04 – Records of Site Condition – Part XV.1 of the Act, made under the Environmental Protection Act (“O.Reg. 153/04”). As such, this Phase One ESA was completed to support development permit applications for the Site to the City of Ottawa. Response to Golder’s request for information from the Ministry of the Environment, Conservation and Parks (“MECP”) had not been received at the time of report preparation. 2.0 INTRODUCTION 2.1 Phase One Property Information Golder Associates Ltd.
