    6.0 Infrastructure Development 6.4 Land Drainage & Ground Water Poor drainage has always been a major problem in the study region. It confronted and defeated some of the first settlers during the 1870s, and for many years prevented widespread settlement of the Red River Valley, despite the richness of its soil and the ease in which the open prairie grasslands could be broken and cultivated. The long-standing problem of land drainage existed for several reasons. The many creeks and rivers flowing from the highlands in the eastern part of the region regularly spilled their banks during the annual spring melt, flooding the farmland on the 'flats' in the western part of the study region. Due to the extreme flatness of the land in the Red River Valley, and the impervious nature of the clay subsoil, this water tended to remain on the surface, and only very slowly drained away or evaporated. Such waterways, which flowed into semi- permanent marshes, without outlets, were known as ‘blind creeks’ and there were a number of them in the study region. Drainage ditches and canals were constructed in the valley by the early 1880s, and these initially succeeded in draining off much of the excess surface water. The Manning Canal, in particular, constructed in 1906-08 in the area south of the Seine River, facilitated the draining of several large permanent marshes in that area. Some of the earliest drainage projects involved the Seine River and Mosquito Creek near St. Malo, and the 'flats' south of Dominion City. However, as new farms were cleared and roads constructed in the hitherto undrained territory of the eastern highland regions, more and more runoff was directed into the upstream drainage canals, overloading them and choking them with silt and vegetation.

EDRS PRICE EDRS Price MF-$0.65 HC-$9.87 DESCRIPTORS *Elementary School Students, *Foreign Countries, Questionnaires, *Reading Achievement, *Reading Instruction, Reading Research, *State Surveys ABSTRACT In November of 1965, the Provincial Executive of the Manitoba Teachers' Society established a commission made up of principals, teachers, and university professors to study reading in the Manitoba schools, including (1) reading teaching, (2) reading ability of elementary and secondary school pupils,(3) results of research elsewhere,(4) instruction of teaching Leading methods at educational institutions in the Province, and (5) public hearings at which members of the educational or lay public may submit their studies and opinions. An extensive questionnaire was developed and sent to all teachers in grades 1,2, 3, and 6 in the Province. A sample of approximately half the students in grades 1, 2, 3, and 6, a total of 30,973, was administered the Stanford Achievement Test in Reading (SRAT) and the Otis-Lennon Mental Ability Test. The results showed Manitoba children to be below the SRAT norm group. Intercorrelations of the variables, regression analysis, and analysis of variance were among the analyses performed. The commission suggested careful study of the following:(1) crucial variables affecting reading,(2) early detection of learning problems, (3) careful selection of reading materials, and(4) educational philosophy. They were married at the Kleefeld E.M. Church on June 12, 1949 with Rev John R. Friesen offi ciating. They were blessed with six wonderful children, 15 grandchildren and nine great-grandchildren. Nettie worked as a homemaker while Harold worked for the municipality of Hanover for 45 years. They are now enjoying their retirement years gardening, bird watching and spending time with family 2014 and friends. Dueck-Derksen Jake D. Hildebrandt and Susan Friesen were married in Stu- Frank and Sara (nee Derksen) Dueck were married on June 20, artburn, MB on Oct. 12, 1954. Jake, a retired teacher, and Susan, 1954 – 60 years married. They have three children, five grand- a retired nurses’ aid, were both born in Stuartburn.
