    Prairie Perspectives 135 A home away from home at Grand Beach, Manitoba John Selwood, University of Winnipeg Matthew Tonts, University of Western Australia Abstract: From its inception, Grand Beach, Manitoba, quickly became one of Western Canada’s foremost recreational, cottage resort localities and it has regained that position despite many years of neglect and abuse. Dominion government surveyors were the first to recognize the recreational possibilities of the beach, but this potential was not realized until the Canadian Northern Railway extended a line up the eastern side of Lake Winnipeg. Under a leasing arrangement with the provincial government, the railway company developed Grand Beach peninsula into an extremely popular lakeside resort and camping area, which during its heyday, was visited by countless thousands of excursionists and longer-term vacationers. This paper focuses on the development of the ‘Campsite’, an area initially created for temporary summer campers, but which was soon converted to leasehold lots available for long-term cottage development. Although the area is now part of Grand Beach Provincial Park, the cottages built in the old campground still remain. However, they are now being progressively upgraded, converted into more permanent fixtures, and many adapted for year-round use. Surveys of cottagers identify some interesting ownership patterns and reveal the strength of attachment that many of the predominantly urban residents have for their cottages or second homes, as they are commonly referred to in the academic literature. Introduction Although it is best known as a popular day resort area, Grand Beach is also one of Manitoba’s more important areas of cottage development, having been developed nearly a century ago during the First World War.

NEW THh PAS BKIMit KEY TO NORTH ROADS Number 10 highway in northern Manitoba is undergoing a major facelifting. Included are a new bridge at The Pas, re-location of the roadway in the vicinity of Flin Flon, and paving and improvement programs in the vicinity of The Pas. Latest step in this development was the ceremony held Saturda71 October 19, to mark the start of work on the bridge over the Saskatchewan River at The Pas. Transportation Minister Stewart E. McLean referred to the bridge as a "new and vital link" in the northern road system of the province. Participating in the ceremony were Minister of Consumer and Corporate Affairs John B. Carroll, Minister of Labour C.H. Witney, Mayor Harry Trager of The Pas, and Chief Gordon Lathlin of The Pas Indian band. The $1.63 million bridge is to be made of steel and re-inforced concrete and will be about 1,200 feet long. The new bridge is to be finished in the late fall of 1969, and will improve truck service into the north, which is now handicapped by load restrictions on the present obsolete bridge. Tenders have been opened for the grading of the last portion of the re-location of No. 10 highway at Flin Flon. Low bid of the six submitted is $259,746 from Pneumatic Drilling and Blasting Limited of St. James. This covers 1.5 miles and includes blasting and removal of 47,000 cubic yards of rock, with work to be completed by next summer.

    6.0 Infrastructure Development 6.4 Land Drainage & Ground Water Poor drainage has always been a major problem in the study region. It confronted and defeated some of the first settlers during the 1870s, and for many years prevented widespread settlement of the Red River Valley, despite the richness of its soil and the ease in which the open prairie grasslands could be broken and cultivated. The long-standing problem of land drainage existed for several reasons. The many creeks and rivers flowing from the highlands in the eastern part of the region regularly spilled their banks during the annual spring melt, flooding the farmland on the 'flats' in the western part of the study region. Due to the extreme flatness of the land in the Red River Valley, and the impervious nature of the clay subsoil, this water tended to remain on the surface, and only very slowly drained away or evaporated. Such waterways, which flowed into semi- permanent marshes, without outlets, were known as ‘blind creeks’ and there were a number of them in the study region. Drainage ditches and canals were constructed in the valley by the early 1880s, and these initially succeeded in draining off much of the excess surface water. The Manning Canal, in particular, constructed in 1906-08 in the area south of the Seine River, facilitated the draining of several large permanent marshes in that area. Some of the earliest drainage projects involved the Seine River and Mosquito Creek near St. Malo, and the 'flats' south of Dominion City. However, as new farms were cleared and roads constructed in the hitherto undrained territory of the eastern highland regions, more and more runoff was directed into the upstream drainage canals, overloading them and choking them with silt and vegetation.
