Sejarah partai PDI Perjuangan adalah partai politik yang memiliki tali kesejarahan dengan partai politik masa orde lama. PDI Perjuangan merupakan kelanjutan dari Partai Demokrasi Indonesia yang berdiri pada tanggal 10 Januari 1973. Partai Demokrasi Indonesia itu lahir dari hasil fusi 5 (lima) partai politik. Kelima partai politik tersebut yaitu; Partai Nasional Indonesia (PNI), Partai Kristen Indonesia (Parkindo), Partai Katolik Republik Indonesia, Ikatan Pendukung Kemerdekaan Indonesia (IPKI), dan Murba (gabungan Partai Rakyat Jelata dan Partai Indonesia Buruh Merdeka). Pada saat Orde Baru ada gagasan agar supaya fusi (penggabungan) partai dilakukan, tepatnya 7 Januari tahun 1970. Soeharto melontarkan gagasan pengelompokan partai politik dengan maksud untuk menghasilkan sebuah masyarakat yang lebih tentram lebih damai bebas dari konflik agar pembangunan ekonomi bisa di jalankan. Tanggal 27 Februari 1970 Soeharto mengundang lima partai politik yang dikategorikan kelompok pertama yaitu PNI (Partai Nasiona Indonesia), Parkindo (Partai Kristen Indonesia), Partai Katolik, IPKI (Ikatan Pendukung Kemerdekaan Indonesia) dan Murba. Setelah melalui proses yang panjang akhirnya pada tanggal 10 Januari 1973 tepat jam 24.00 dalam pertemuan Majelis Permusyawaratan Kelompok Pusat (MPKP) yang mengadakan pembicaraan sejak jam 20.30 di Kantor Sekretariat PNI di Jalan Salemba Raya 73 Jakarta, Kelompok commit to user perpustakaan.uns.ac.id digilib.uns.ac.id90 Demokrasi dan Pembangunan melaksanakan fusi 5 Partai Politik menjadi satu wadah Partai yang bernama Partai Demokrasi Indonesia. Deklarasi ditandatangani oleh wakil kelima partai yaitu MH. Isnaeni dan Abdul Madjid mewakili Partai Nasional Indonesia, A. Wenas dan Sabam Sirait Mewakili Partai Kristen Indonesia, Beng Mang Rey Say dan FX. Wignyosumarsono mewakili Partai Katolik, S. Murbantoko R. J. Pakan mewakili Partai Murba dan Achmad Sukarmadidjaja dan Drs. Mh. Sadri mewakili Partai Ikatan Pendukung Kemerdekaan Indonesia (IPKI). Dengan dideklarasikannya fusi kelima partai tersebut, maka lahirlah Partai Demokrasi Indonesia. Setelah deklarasi, PDI melakukan Kongres I PDI yang berlangsung tanggal 12 -13 April 1976. Kongres ini sempat tertunda akibat konflik internal. Hasilnya Sanusi Hardjadinata terpilih secara aklamasi sebagai Ketua Umum DPP PDI. Kongres II dilaksanakan pada tahun 1981 di Jakarta, pada tanggal 13-17 Januari 1981. Di dalam Kongres II ini campur tangan pemerintah semakin kuat. Pasca Kongres II PDI konflik internal masih terjadi yaitu perselisihan antara Hardjanto dengan Sunawar. Akhirnya Kongres III PDI diselenggarakan sebelum Pemilu yaitu pada tanggal 15-18 April 1986 di Wisma haji Pondok Gede, Jakarta. Kongres III PDI gagal dan menyerahkan penyusunan pengurus kepada Pemerintah. Kongres selanjutnya, Kongres IV PDI di Medan. Kongres IV PDI diselenggarakan tanggal 21-25 Juli 1993 di Aula Hotel Tiara, Medan, commit to user perpustakaan.uns.ac.id digilib.uns.ac.id91 Sumatera Utara dengan peserta sekitar 800 orang. Dalam Kongres tersebut muncul beberapa nama calon Ketua Umum yang akan bersaing Setelah gagalnya Kongres IV PDI yang berlangsung di Medan, muncul nama Megawati Soekarnoputri yang diusung oleh warga PDI untuk tampil menjadi Ketua Umum. Megawati Soekarnoputri dianggap mampu menjadi tokoh pemersatu PDI. Dukungan tersebut muncul dari DPC berbagai daerah yang datang kekediamannya pada tanggal 11 September 1993 sebanyak lebih dari 100 orang yang berasal dari 70 DPC. Mereka meminta Megawati tampil menjadi kandidat Ketua Umum DPP PDI melalui Kongres Luar Biasa (KLB) yang digelar pada tanggal 2-6 Desember 1993 di Asrama Haji Sukolilo, Surabaya. Dukungan terhadap Megawati semakin kuat dan semakin melejit dalam bursa calon Ketua Umum DPP PDI. Akhirnya Musyawarah Nasional (Munas) dilaksanakan tanggal 22-23 Desember 1993 di Jakarta dan secara de jure Megawati Soekarnoputri dikukuhkan sebagai Ketua Umum DPP PDI. Dalam Munas ini dihasilkan kepengurusan DPP PDI periode 1993-1998. Tahun 1998 membawa angin segar bagi PDI dibawah kepemimpinan Megawati. Di tengah besarnya keinginan masyarakat untuk melakukan reformasi politik, PDI dibawah kepemimpinan Megawati kian berkibar. Pasca Lengsernya Soeharto, dukungan terhadap PDI dibawah kepemimpinan Megawati semakin kuat, sorotan kepada PDI bukan hanya dari dalam negeri tetapi juga dari luar negeri. commit to user perpustakaan.uns.ac.id digilib.uns.ac.id92 Pada tanggal 8-10 Oktober 1998, PDI dibawah kepemimpinan Megawati menyelenggarakan Kongres V PDI yang berlangsung di Denpasar Bali. Di dalam Kongres V PDI, Megawati Soekarnoputri terpilih kembali menjadi Ketua Umum DPP PDI periode 1998-2003 secara aklamasi. Agar dapat mengikuti Pemilu tahun 1999, Megawati mengubah nama PDI menjadi PDI Perjuangan pada tanggal 1 Februari 1999 yang disahkan oleh Notaris Rakhmat Syamsul Rizal, kemudian dideklarasikan pada tanggal 14 Februari 1999 di Istoran Senayan Jakarta. Pemilu tahun 1999 membawa berkah bagi PDI Perjuangan, dukungan yang begitu besarnya dari masyarakat menjadikan PDI Perjuangan sebagai pemenang Pemilu dan berhasil menempatkan wakilnya di DPR sebanyak 153 orang. Dalam perjalananya kemudian, Megawati terpilih sebagai Wakil Presiden mendampingi KH Abdurahman Wahid yang terpilih didalam Sidang Paripurna MPR sebagai Presiden Republik Indonesia Ke-4. Dibawah kepemimpinan Megawati, PDI Perjuangan mengadakan beberapa Kongres lagi. Kongres I PDI Perjuangan diselenggarakan pada tanggal 27 Maret - 1 April 2000 di Hotel Patra Jasa Semarang-Jawa Tengah. Kongres II PDI Perjuangan diselenggarakan pada tanggal 28 -31 Maret 2005 di Hotel Grand Bali Beach, Denpasar Bali. setelah Megawati dikukuhkan sebagai Ketua Umum terpilih karena seluruh peserta dalam commit to user perpustakaan.uns.ac.id digilib.uns.ac.id93 pemandangan umumnya mengusulkan Megawati menjadi Ketua Umum DPP PDI Perjuangan periode 2005-2010. 3. Partai politik berbasis keagamaan kristen ini muncul sejak Pemilu pertama di Indonesia pada 1955 hingga pada masa reformasi pada pemilu 2004. Tujuan penelitian ini adalah menemukan peran Partai Damai Sejahtera sebagai sarana komunikasi politik umat kristiani pada masa reformasi periode 2004-2009. Metode penelitian ini adalah penelitian kualitatif dengan menggunakan studi kepustakaan (library research). Hasil penelitian ini menunjukan bahwa aspirasi yang diperjuangkan oleh Partai Damai Sejahtera pada masa reformasi tidak berbeda dengan aspirasi yang diperjuangkan oleh partai-partai politik umat kristiani pada masa Orde Lama maupun Orde Baru, yaitu: Pertama, menjaga hak-hak minoritas. Kedua, menjaga pluralisme. Ketiga, menolak ide negara Islam dan syariat Islam. Kata Kunci: Partai Politik Umat Kristiani, Komunikasi Politik, Partai Damai Sejahtera. Abstract This reserach examines the existance of Christians political parties as they are used as tools of political communication to Christians in Indonesia. Religion (Christian) based political party existed in Indonesia since 1955 election until the first Reformasi direct election in 2004. Introduction In a process that began in July 1997, Indonesians have created but not yet consolidated a democracy. The turning point or defining moment of the transition was the June 7, 1999 election for Parliament (Dewan Perwakilan Rakyat, People’s Representative Council), the first democratic general election in Indonesia in nearly half a century. Subsequently, on October 21 and 22, 1999, a new president and vice- president, Abdurrahman Wahid and Megawati Sukarnoputri, were elected by the 695- member People’s Consultative Assembly (Majelis Permusyawaratan Rakyat), a body comprising 462 elected and 38 appointed members of Parliament from the armed forces plus 130 indirectly elected regional delegates and 65 appointed representatives of a variety of social groups. The presence of appointed Parliament and Assembly members, particularly the 38 armed forces’ delegates, means according to most scholarly definitions that Indonesia is not yet a full democracy.1 However, the genuinely democratic quality of the parliamentary election, in which 79% of registered voters chose among 48 political parties after a well-publicized campaign largely free of authoritarian constraints, together with almost complete acceptance of the rules of the presidential/vice-presidential selection process, indicate that the threshhold from democracy to authoritarianism has been crossed. The transition was marked by three successive moments of decision, crises or challenges that were faced by elite actors, including civilian and military government officials plus party and societal leaders, that will be discussed in Part III of this paper.

Abstract The differences in the international responses to the violent conflicts in East Timor (1998–1999), Maluku (1999–2003) and Aceh (1998–2005) are examined in this research. Given the growing acceptance of the significance of the use of military force for humanitarian purposes, the humanitarian crises in Maluku and Aceh might prima facie have justified humanitarian intervention similar to that in East Timor. By analysing the differences from the Indonesia’s domestic political point of view it is clear that the conscience-shocking situation caused by the violent conflicts was not the compelling factor for the international community to militarily intervene. The deployment of a multinational force in East Timor (INTERFET) was decided only after the UN and foreign major countries believed that such military intervention would not jeopardize the ongoing process of democratization in Indonesia. This suggested that Indonesia’s domestic circumstance was central to whether a similar measure in Maluku and Aceh would take place or not. Due to the reformasi (political reform) in Indonesia within which the independence of East Timor took place, two main changes within Indonesian politics, namely the growing sentiment of anti-international intervention and the continuing democratization process, helped to ensure that humanitarian intervention in the two other regions did not happen.

In Indonesia, for example, the range of activities of government functionaries, the pegawai negeri in local parlance, seems to be un- limited. There are, first of all and certainly most obvious, the large number of people occupying official positions in the various ministries located in the captital city of Djakarta, ranging in each ministry from the authoritative Secretary General to the nearly powerless floor sweepers. There are the territorial administrative authorities, all under the Minister of Interna! Affairs, from provincial Governors down to the village chiefs who are electecl by their fellow villagers but who after their election receive their official appointments from the Govern- ment through their superiors in the administrative hierarchy. These territorial administrative authorities constitute the civil service who are frequently idenitified as memibers of the government bureaucracy par excellence. There are, furthermore, as in many another country, the members of the judiciary, personnel of the medical service, diplomats and consular officials of the foreign service, taxation officials, technicians engaged in the construction and maintenance of public works, employees of state enterprises, research •scientists, and a great number of instruc- tors, ranging from teachers of Kindergarten schools to university professors at the innumerable institutions of education operated by the Government in the service of the youthful sectors of the population.

    THE PARTAI NASIONAL INDONESIA 1963-1965 J. Eliseo Rocamora Reputations once acquired are hard to shed. The stereotype of the Partai Nasional Indonesia (PNI) as an opportunist, conservative party composed of Javanese prijaji elements remains despite basic changes which occurred within the party in the later years of Guided Democracy. Tljis undifferentiated image of the PNI arose in the early 1950's and, for that time, it represented a fairly accurate, though limited, description. As the party began to change under the impetus of Guided Democracy politics and the push of internal party dynamics, Indonesian and foreign observers either disregarded the party alto­ gether or tended to seek explanations for these changes in outside factors." Thus, the PNI's "turn to the left," in the 1963 to 1965 period, was termed variously as: an opportunistic response to the increasingly leftist politics of Guided Democracy; the result of strong pressure from President Sukarno; or the work of PKI (Communist Party) infiltration of the party leadership. The fact that Djakarta's political cognoscenti-- journalists and intellectuals--continue to espouse and disseminate this interpreta­ tion reflects biases born of their own political attitudes and in­ volvement. A similarly-limited view of the PNI in Western academic literature is in part the result of the paucity of work on the Guided Democracy period and in part a consequence of an excessive concentra­ tion on a few actors at the center. The generally-accepted framework for analyzing Guided Democracy politics1--a three-sided triangle made up of Sukarno, the Army and the PKI--only explains certain facets of Indonesian politics, that is, the major battles for ideological and institutional predominance.

Diakhiri selekasnya kewenangan darurat ekstra kons­ titusional (TAP MPR No.: VI/MPR/1988.) dan beserta semua unsur-unsur terkaitnya yang masih tertinggal, sehingga dapatlah tertegakkan normalisasi konstitusio­ nal dengan sepenuhnya (Pelaksanaan Pancasila dan UUD Proklamasi secara mumi penuh dan konsekwen penuh). 2. Semua lembaga permusyawaratan/perwakilan hanya di­ susun dengan cara pemilu belaka (luber); dan harus di- berfungsikan menurut kemurnian pelaksanaan UUD Proklamasi. Khusus MPR supaya terbentuk sesuai keten­ tuan dalam Penjelasan UUD Proklamasi: ’’Supaya selu­ ruh rakyat, seluruh golongan dan daerah mempunyai wakil dalam Majelis, sehingga Majelis ini dapat dianggap sebagai penjelmaan rakyat”. 3. Dirubah dan disesuaikan perundang-undangan dan per­ aturan yang bersangkutan secara konstitusional, di mana perlu secara bertahap, dan dengan masa peralihan, na­ mun hendaklah dalam tempo sesingkatnya. Ditekankan pula oleh tiga tokoh masyarakat tersebut, bahwa dalam mengisi kemerdekaan dengan pembangunan f ekonomi seyogianyalah secara demokratis mulai dari peren­ canaan ke penyusunannya; dan dari penetapan ke pelaksana­ annya.

    Mohammad Natsir (1948) In M e m o r ia m : M o h a m m a d N a t s ir (1907- 1993) George McT. Kahin On February 6,1993 Mohammad Natsir died in Jakarta at the age of 84. Last of the giants among Indonesia's nationalist and revolutionary political leaders, he undoubtedly had more influence on the course of Islamic thought and politics in postwar Indonesia than any of his contemporaries. By nature extraordinarily modest and unpretentious, he had a well deserved reputation for personal integrity and political probity. He always lived sim­ ply with respect to house and attire, even in 1950 as prime minister. (When I first met him in 1948 and he was the Republic's minister of information, I found a man in what was surely the most mended shirt of any official in Yogyakarta; it was his only shirt, and the staff of his office a few weeks later pooled their resources to get him a new one in order, they told me, that their boss would look like "a real minister.") Bom of Minangkabau parents in the West Sumatran town of Alahan Panjang ( some 30 miles south of Solok) on July 17,1908, Natsir grew up in what he remembered to be a very religious area. It was also agriculturally prosperous—in contrast, he recalled, to the impov­ erished nearby Silungkung district which was a center of the Communist uprising of 1927. His father was a clerk in a government office in Alahan Panjang who had graduated from an Indonesian language primary school and did not know Dutch (HIS schools had not yet been established in the area).
