This project was born to answer the needs of medium and little size towns, that due to the lack of human and economic resources have often great problems in organizing an effective civil protection service. The project aims to share this good practice (first pilot experience in its Region) with other European experiences and spread it in the European Union territories. Project expected deliverables: - the realization, print and European wide diffusion of a good practice handbook containing guidelines to prevent and face emergencies - the realisation of a 3 days transnational workshop with local and international experts in the field of civil protection, witnesses of good practice, open to participants from all over Europe - laying foundations of a network of partners working on civil protections actions for little and medium size towns 4 FACING EMERGENCIES IN CIVIL PROTECTION FOR LITTLE AND MEDIUM DIMENSION TOWS 1. General summary of project implementation process 1.1 General overview of the process In 2006 European Commission Directorate-General for Environment called for Proposals in the Community Action Programme in the field of Civil Protection. The types of actions eligible for co-financing were Major Projects and/or workshops; workshops were defined as follows: “Workshops aim at bringing together experts from the Member States and from EEA countries for mutual sharing of experience in order to increase their degree of preparedness. Workshops should develop networking, thus allowing for more effective operational co-operation between the participating countries. The objectives to be achieved must be clearly defined and laid down together with possible milestones and deliverables in a timetable. The duration of a workshop can range from a minimum of 2 days to 5 days.” Centro Studio e Lavoro "La Cremeria" srl submitted the project proposal "FACING EMERGENCIES: good practice in civil protection for medium and little dimension towns", in order to share the good practice of its territory . The project was selected by DG Environment. FACING EMERGENCIES project owes much to the pilot experience of Val d’Enza Civil Protection Associated Service, created in 2002 by the 7 municipalities belonging to Val d’Enza area and developed as the first pilot experience in Emilia Romagna Region. Project phases as foreseen in the project: Phase 1: Preparatory meeting Phase 2: Good practice reporting Phase 3: Handbook realisation Phase 4: Transnational workshop Phase 5: Results dissemination Phase 6: Activity management, monitoring and reporting to EC Phase 7: Final evaluation 1.2 Comparative analysis: Initial and actual time schedule The project was scheduled to take place during the year 2008 for a lenght of 12 months. 5 FACING EMERGENCIES IN CIVIL PROTECTION FOR LITTLE AND MEDIUM DIMENSION TOWS All the activities have been carried out and completed complying with time bonds established within the Grant Agreement. The main activities of this project, the development and print of a good practice handbook and the organization and realisation of a transnational workshop to promote its spread and diffusion have been carried out within the expected deadlines. Planned and used resources The financial and human resources foreseen in the project proposal and stated by the Grant Agreement have shown to be appropriate and suitable for the realisation of the project. The project supervising team has noticed a mistake in the “travel and subsistence” budget sheet, as, on the occasion of the submission of the project, the subsistence costs of the German and Poland delegations have not been multiplied, in the appropriate box, for the number of people travelling. This mistake has been noticed after the signing of the Grant Agreement, so the project leader in agreement with the supervising team has been able to predispose and carry out a prudential and prearranged management of “Travel and subsistence” costs with the final result of not exceeding the amount of this Form. It can be stated that all the activities have been carried out complying with limits and resources established within the Grant Agreement. Expected and actual results Expected results of Facing Emergencies project: -Establishing and diffusing good practice in civil protection for little and medium size tows, starting form the Italian experience. -Gathering good practice in civil protection directed not to big cities but to little and medium size towns -Printing a good practice handbook (directed to the same target) containing guidelines to prevent and face emergencies -Realising a workshop with international experts in the field of civil protection, witnesses of good practice, open to participants from all over Europe -Laying foundations of a network of partners working
