On one hand, the state is a very attractive tourist destination as almost 86 per cent of its area is hilly and 65 per cent is forested and tourism is a major business here. On the other hand, the state’s vulnerability is also increasing due to natural calamities like flash floods, landslides and earthquakes. Considering the vulnerabilities of the state and recent occurrences of different disasters, the state has become sensitive and taken several measures and initiatives to enhance capacity of the disaster management system. In this process, and, empowering the operational centres, district administration and other institutions, capacity building of the state and district departments’ community and other stakeholders is being done. In order to increase activism in the disaster management work of the state’s main departments related to various disasters, it is necessary that they have a clear understanding of their role and responsibilities at the time of disaster and the systematic arrangement of work and coordination of other departments. The State Disaster Management Authority (SDMA) has prepared the Departmental Disaster Management Plan of the Health Department with departmental cooperation in compliance with Article 40 of the Department of Disaster Management Act, 2005. To prepare this departmental disaster management plan, various guidelines, regulations and schemes issued at the central and state level such as – Disaster Management Act 2005, the SOPs and guidelines issued by the National Disaster Management Authority, SOPs prepared for various disasters by different states of the country, Departmental Disaster Management Plan and IRS guidelines – were consulted. Apart from this, various information related to the department was collected by meeting the department and district level officials. This departmental disaster management plan will help the department to work effectively in disaster situations. 5 DDMP of Health Department Objective The objectives for preparing a departmental disaster management plan for the health department are to – Ensure the integration to disaster risk reduction measures in the routine developmental works and services provided by the Health Department. Ensure rapid and effective response in case of any disasters Ensure the protection of the physical resources of the Department. Quick reset in case the departmental resources affected by disaster. Planning strategy The key strategies adopted for preparing the plan are as under: An initial meeting was held to comprehend common understanding about the Standard operating procedures and departmental disaster management plan, of the department. To prepare the departmental disaster management plan and the standard operating procedures, various guidelines, regulations and schemes such as – Disaster Management Act 2005, the SOP and guidelines issued by the National Disaster Management Authority, SOPs prepared for various disasters by different states of the country, Departmental Disaster Management Plan and IRS guidelines – were taken into cognizance. The state level officials of the department were interacted to understand the departmental organogram, working system, the nature of disasters persisted in the state and key concerns of the department from disaster perspective. Vulnerable districts were visited and meetings were held with the officials and the community. Efforts were made to understand the responses of the departmental at different phases of disaster like - before, during and after the disaster, in addition to this, the role of the Department during the disaster, the physical resources available in the department, abilities and weaknesses were also discussed. Data/ information about the losses of human resources, assets, finance were collected from the sub state level. The draft Action Plan of the department for responding to disasters was shared with the department and inputs were received and updated accordingly. A joint meeting of the Health Department and the State Disaster Management Authority, was held to review the plan. The revised final draft was placed before the departmental Disaster Management Committee for the approval the recommendation. The approved DDMP was submitted by the department to the State Disaster Management Authority. 6 DDMP of Health Department 1. INTRODUCTION 1.1 Brief Introduction and function of the Department About the Department The department of Health and Family welfare is committed to providing health related services and facilities to the urban and rural areas. In Uttrakhand, it is the largest department in terms of activities, budgets, infrastructure such as hospitals, primary health centres, sub- centres etc. This department works under the State Government and it is responsible for the successful implementation of the schemes/ programme run by the Central and State Government. In Uttrakhand, each district has a hospital/medical unit equipped with qualified physicians and paramedical staff. These are listed below – . District Women Hospital . Neonatal Care Unit (NICU/SNCU) . Community Health Centre . Primary Health Centre . Health Sub-Centre In addition to this, the department has departmental ambulance and a 108 toll free number ambulance which is available to provide 24X7 services to the people. The district wise availability of ambulances in the state is given in annexure 1. The department is providing its services from state to village. At each level, the offices of the department have their specific roles and accordingly the human resource post has been recruited. It is instructed that during any break of disaster, the staff of that area will deal with the emergency with their resources and capacity until the support from the district and state reached. At the district level, the department mainly works in close coordination with the District Disaster Management Authority during any disaster. Apart from this, there are also some other departments such as ICDS and Education Department which provide support through various programmes. The main work areas of the Health Department are listed below – . Assessment of community health needs . Assessment of vulnerable/sensitive areas . Health monitoring . procurement and distribution of medical equipment's and essential medicines . establishment of emergency unit . Staff posting and work allocation . Evacuation and treatment . Care and referral . Support in counselling after the disaster . Prevention of viral and water-borne diseases 7 DDMP of Health Department Schemes/Programmes of the Department All the schemes/programmes of the department are mainly operated under three components – I. Strengthening of the Health System In this component emphasis are given to strengthen those services/facilities which are essential to provide any situation. This includes the construction of PHC and CHC building, the placement of human resources and their capacity building, the purchase and distribution of life saving medicines etc. for the purpose of expansion and access to health services to remote rural areas. Following are the key programmes which are included under this – . Developing Mobile medical unit . ERS/patient transportation service . Basic Infrastructure . Human resources . Medicines and maintenance II.     CHAPTER 42 LOCAL BODIES Local bodies are institutions of the local self governance, which look after the administration of an area or small community such as villages, towns, or cities. The Local bodies in India are broadly classified into two categories. The local bodies constituted for local planning, development and administration in the rural areas are referred as Rural Local Bodies (Panchayats) and the local bodies, which are constituted for local planning, development and administration in the urban areas are referred as Urban Local Bodies (Municipalities). However, provisions contained in Parts IX (Eleventh Schedule) and IX-A (Twelfth Schedule) of the Constitution providing for Panchayats and Municipalities respectively, exempt certain areas from the applicability of these Parts. The Fifth Schedule of the Constitution of India deals with administration and control of scheduled areas and scheduled tribes in these areas. Similarly, Sixth Schedule made the provisions as to the administration of Tribal Areas in the States of Assam, Meghalaya, Tripura and Mizoram. However, Nagalnd, Hills of Manipur are neither covered by provisions contained in Part IX and Part IXA nor covered in the Sixth Schedule of the Constitution and autonomy of the local governance of these areas is administered by their State’s Laws. Mizoram is entirely not covered under Part IX and Part IXA, however, some areas are covered under Sixth Schedule and the autonomy of these areas is established by State’s law. Some autonomous bodies in Assam have been established under State’s Laws for local governance. As per the Constitution (Eighty Third Amendment) Act 2000, the Article 243D relating to the reservation of seats in panchayats, is not applicable in Arunachal Pradesh.

    Unit 3 Gram Panchayat (Village council) is a basic village governing institute in Indian villages. It is a democratic structure at the grass-roots level in India. It is a political institute, acting as cabinet of the village. The gram-Sabha work as the general body of Gram Panchayat. The members of the Gram panchayat are elected by the Gram Sabha. A Gram panchyat’s term of office is five years. Every five years elections take place in the village. All people over the age of 18 who are residents of the territory of the that village’s Gram panchayat can vote. For women’s empowerment and to encourage participation of women in the democratic process, the government of India has set some restrictions on Gram panchayat elections, reserving one-third of the seats for women, as well as reserving seats for scheduled castes and tribes. Key functions of Gram Sabha Following are the important and specific functions of Gram Sabha: To help implementation of the development programmes and schemes of the Panchayat. To identify beneficiaries for different programmes and schemes. However, if the Gram Sabha fails to identify such beneficiaries within a reasonable time, the Gram Panchayat shall identify the beneficiaries. To solicit support — in cash or kind or both and voluntary labour — from the public for community welfare programmes. To support the programmes of mass education and family welfare. To promote unity and harmony among all sections of the society in the village. To seek clarification from the Mukhiya, Up-Mukhiya and other members of the Gram Panchayat about any particular activity, scheme, income and expenditure.

    District Level SOCIAL SECTOR STATUS REPORT From Destruction … …….t o Recovery PITHORAGARH DISTRICT UTTARAKHAND Social Sector Status Report: 31 March 2014 Preface The cloudburst on 16 June 2013 caused heavy rains and landslides, with immense damage in 306 villages in five blocks of Pithoragarh district. Munsiyari and Dharchula are the two most affected blocks. In Dharchula 71 villages and in Munsiyari 126 villages were severely affected. 1 In terms of the river valleys, 17 villages along the Kali river belt, 26 villages along the Dholi Ganga river and 35 villages along the Gori Ganga that starts from the Milam glacier bore the major brunt of what is known as the “Himalayan Tsunami”. The latest reports as of March 2014 confirm 19 deaths, 21 people missing, and 22 injured. The families having causalities or loss of family members received Rs. 5 lakh compensation from the government for each death or missing. A total of 662 houses had been identified as completely or severely damaged, and have been included in the Owner Driven Construction of Houses (ODCH) project funded by World Bank. All other families who lost their houses or damaged partially also received financial assistance from the State government immediately. The rescue operations were especially done using up to 9 helicopters operating and rescuing people from approximately 50 villages from Dharchula and Munsyari blocks. This was regarded as the largest and longer-term heli-rescue operation in Pithoragarh, and at the state level one of the biggest heli-rescue operations to have happened in India. This was supplemented by a land-based rescue operation where the Indian Army, India-Tibet Border Police (ITBP), Police forces, National Disaster Response Force (NDRF), and many other units played a stellar role.
