Briefing Paper of the Assistant City Manager, Housing Strategy and Renewal

1. Purpose of the Paper and Summary

The purpose of this briefing paper is to update Members of Riverside Area Committee on the regeneration projects delivered by Housing Strategy and Renewal.

2. Background 2.1 Housing regeneration activities across the city are focused in the Council’s priority renewal areas. These areas include Newington and St Andrew’s, the Holderness Road Corridor, Orchard Park and North Bransholme. 2.2 This briefing paper outlines the progress made within the Riverside area, including an update on developments currently on site and new programmes being brought forward as a result of successful funding bids. The report also summarises the approach being taken by the Housing Strategy and Renewal section to secure additional funding and build upon the progress made to date.

3. Issues for Consideration

Newington & St Andrew’s – Hawthorn Avenue Regional Growth Fund Acquisition Programme 3.12 All properties are now in Council ownership following acquisition by General Vesting Declaration.

Demolition Programme 3.13 All properties have now been demolished and land assembly for the redevelopment of Hawthorn East is now complete. Access to the land via Pretoria and Seymour Street has now been secured and the land will be maintained until transferred to the developer.

Local Labour 3.14 The figures for Q2 2019 / 20 for the whole of the West Hull development show that are achieving 71% HU based labour which is a 14% decrease on the previous quarter. This performance is against a target of 80%. We are working with the developer to better understand the reasons for the decrease in the HU based labour figure. 3.15 We are also working with the developer to and analyse the orders placed with subcontractors by value as well as by locality to allow detailed understanding of the amount of value placed locally. The sub – contractor workforce analysis by location shows a figure of 42.86% having a HU postcode. 3.16 We are currently unable to track local labour as a result of the site being shut down due to Covid-19. The tracking of local labour will resume when Keepmoat resume operations.

New Build Development 3.17 Amy Johnson Phase 2 : Keepmoat Homes stopped activity on site as of 1st April and also furloughed the majority of their staff. They have started to bring more staff back in recent weeks and we are working closely with Keepmoat Homes to understand when activity will restart on site. Following approval the council have an agreement in place to purchase 17 new homes from the developer Keepmoat Homes, these were scheduled to complete and handover between March 2020 and November 2020. The first 2 properties were handed over on 31st March 2020. The remaining 15 properties are likely to be delayed but we are in regular dialogue with the developer. 3.18 Hawthorn Avenue East : There remains one final parcel of land to transfer to Keepmoat off Hawthorn Avenue which is currently being progressed.

Retrofit and Priority Neighbourhoods

Empty Homes 3.19 KWL is the appointed contractor for the Homes funded units and to date 32 properties have been purchased. 31 are now occupied the remaining 1 is in the process of being refurbished. All will be retained as Council housing. A further 18 properties have been leased and 6 properties have been acquired under Empty Dwelling Management Orders (EDMO).

Priority Neighbourhoods – Frontage improvements 2018 - 2021 3.20 Of the 34 priority streets agreed at cabinet, the 3 year programme of frontage improvement work would begin with the following 5 streets (and associated court terraces): • Folkestone Street • Sculcoates Lane • Ruskin Street - including external solid wall insulation • Perry Street - including external solid wall insulation • Conway Close - including external solid wall insulation 3.21 The works to Folkstone Street and Sculcoates Lane will consist of replacement boundary walls and railings, bay aprons, footpaths (gate to door), court terrace footpaths including drainage, painting where appropriate, rainwater goods including fascias, gutters and fall-pipes. Other miscellaneous items that will be discussed when on site may include: communal gates, street clean operations, street lighting and communal terrace walls. 3.22 For Ruskin / Perry Street and Conway Close, in addition to the above works the installation of external solid wall insulation (or cladding) is expected subject to survey. 3.23 Due to the current situation with Covid 19 the Perry Street, Ruskin Street and Conway Close External Solid Wall Insulation and Frontage Improvement Scheme has been postponed for a period of 3 month, until 8 June 2020, in agreement with the contractor, Engie. This is following detailed discussion and a Risk Reduction Meeting with both Engie and NPS. Project Managers Instructions were issued to the contractor. A further Risk Reduction Meeting will be held on 22 May 2020 to discuss where the new start on site date of 9 June is possible. 3.24 The Sculcoates Lane and Folkestone Street Frontage Improvement Scheme is currently in the design and costing stage under a Professional Services Short and this work is continuing alongside NPS and Interserve. The main contract will not be entered into until we are satisfied that works can be delivered safely in the current circumstances.

Great Thornton Street Garage Demolition s 3.25 The programme of post demolition works including new lighting; CCTV and fencing have now been completed. 3.26 The openings for the former link bridges to the garages have now been completed.

4.0 Next steps

4.1 The Council remains committed to implementing the NASA AAP vision.

4.2 The report highlights the significant number of regeneration projects taking place across the Riverside Area supporting the delivery of new and improved homes alongside improving neighbourhoods and key city centre assets.
