While there, he also addressed the Henry Jackson Society regarding foreign policy. FOREIGN DIRECT INVESTMENT The United Kingdom is the most frequent investor in Louisiana, with 31 projects since 2003 accounting for over $1.4 billion in capital expenditure and over 2,200 jobs. UK has invested many business service projects in Louisiana. Hayward Baker, a geotechnical contractor and a subsidiary of the UK-based Keller Group, has opened a new office in New Orleans to support customers and projects along the Gulf Coast. Atkins, a design an engineering consultancy, has opened a new office in Baton Rouge, the office aims to increase the firm’s support capabilities for projects throughout Louisiana. A fantastic effort was made by the “Hard Way Up Club” who tackled the physically and mentally demanding challenge of the Haute Route. The Spending Round in early September 2019 announced measures that will actually increase the size of public spending as a proportion of GDP for the first time since 2010. With both main parties talking up investment in infrastructure and an end to austerity this looks set to continue into 2020 and beyond. Despite this market potential, the last two years have been a turbulent time to be a major supplier to government. From the collapse of Carillion to a number of high-profile IT contract failures, many questions have been raised over the model of outsourcing and large contractors have often been in the news for all the wrong reasons. In a climate of public controversy, media scrutiny and investor scepticism about suppliers to government, it is easy to lose sight of the facts. Without them, it is impossible for firms to navigate a shifting market, for government to monitor value for money, or for the media to scrutinise public spending. That is why we think it’s more important than ever to monitor the Strategic Suppliers*: the 34 firms deemed so vital to the functioning of public services that the Cabinet Office centrally manages the government’s relationship with them. Introduction
INTRODUCTION This volume publishes the papers and correspondence of the Hotham family during the civil wars and interregnum. The head of the family and first baronet, Sir John Hotham, is well known in the national narrative because of his critical role in denying the king entry to Hull on 23 April 1642. This episode ignited much contemporary controversy, raising the stakes in a pamphlet war between the king and his parliamentary opponents, and making armed conflict far more likely. It has attracted considerable attention from constitutional historians who have debated its legal ramifications, while political and military historians have recognized that the king’s failure to seize the large arms magazine at Hull badly undermined the royalist war effort. Yet, despite their national importance in 1642, the Hotham family’s papers have only rarely been utilized by academics. Late twentieth-century historians such as J.T. Cliffe, Barbara English, and Peter Roebuck drew upon the collection to inform their work on the wider theme of Yorkshire gentry landowners,1 but few others have been to Hull to access the archive. This also reflects a relative neglect of northern England in civil war historiography. There has been no biography of either of the Hothams, and their most recent family histories date from as long ago as the First World War. 2 This is unfortunate, because Sir John Hotham and his eldest son were extremely colourful and enigmatic figures, whose letters reveal much about the cultural attitudes of the English gentry in the 1640s. This volume seeks to redress this imbalance and restore the centrality of the Hotham family to the parliamentary cause.
