FOREWORD

MSME-DI, Chennai, is one of the field outfit of Office of Development Commissioner, Ministry of Micro, Small and Medium Enterprises (DC- MSME) established in the year 1954 for implementing the various policies and programes of Ministry of MSME towards entrepreneurship development in Micro, Small and Medium Enterprises across the State in liaison with State Govt. and other stake holders. This Institute covers 32 Districts in the State of Tamil Nadu and UT of Puducherry. with the following mandate

 For Aspiring entrepreneurs : identify, motivate, train, handhold and provide mentoring services.  For Existing entrepreneurs. To provide techno economic consultancy and facilitation service  Skill Development: To impart need based skill training through Skill Development Programmes (SDP)

One of the vide spectrum of value added services of the Institute is to prepare a brief district industrial profiles of each district for the benefit of aspiring and existing entrepreneurs in the State of Tamil Nadu and other States

This report contains brief details of the District, geographical information, statistical data relating to MSME’s of the district, registration under Udyog Aadhaar Memoramdum (UAM), potential areas for investment in service sector and manufacturing sector, identified industrial clusters, key contacts for whom to contact for what etc. . The report has been prepared based on our earlier first edition report duly updated from data/inputs collected by District nodal officers and from reports/publications of M/o. MSME, Govt. of India and Govt. of Tamil Nadu, MSME Deptt.

Economic Investigation Division of the Institute has taken special efforts in collection and compilation of the relevant data for preparing the document not only for the CHENNAI District but for all the Districts of Tamil Nadu. Brief Industrial Profile of Chennai District

1. General Characteristics of the District

Chennai district is one of the important historical districts of the Tamilnadu. Chennai is the capital of the State, besides being an important district. The district city is one of the of India and serves as the gateway of the culture of .

There are different versions about the name of this once sleepy coastal village. When the British landed here in 1639 A.D. it was said to be part of the empire of the Raja of . The British named it Chennapattinam, after they acquired it from Chennappa Nayakar. Gradually, it became Chennai. The first instance of the use of the name Chennai is said to be in the Vestiges of Old Chennai, the sale deed of 1639 to , an agent for the British. There it has been referred to as Chennaipatnam. 1.1 Location & Geographical Area The area of Chennai district is 174 sq.kms as against 130058 sq.kms for the State. The entire area of the District has been classified as urban. Chennai is situated on the north-east end of Tamil Nadu on the coast of Bay of . It lies between 12* 9' and 13* 9' of the northern latitude and 80* 12' and 80* 19' of the southern longitude on a `sandy shelving breaker swept beach'. It stretches nearly 25.60 kms, along the Bay coast from in the south to Thiruvottiyur in the north and runs inland in a rugged semi-circular fashion. It is bounded on the east by the and on the remaining three sides by and Thiruvallur Districts. 1.2 Topography Chennai is a low-lying area and the land surface is almost flat like a pancake. The even topography of the land throughout the district renders sub-divisions into natural rather difficult. It rises slightly as the distance from the sea-shore increases but the average elevation of the city is not more than 22' above mean seal-level, while most of the localities are just at sea-level and drainage in such areas remains a serious problem. The city is intersected by two streams, viz, Coovam river and the Adyar. The Coovam river runs through the heart of the city and enters the sea. The Adyar runs through the south part of the city and enters the sea. 1 The which runs through the states of Tamil Nadu and is a navigation canal. This canal runs almost parallel to the Coromandal coast within the limits of 5 kms. from the coast. It joins up a series of natural backwaters and connects all the coastal districts from to . 1.3 Availability of Minerals: The district has no mineral resources. 1.4 Forest The area under reserve forest is 300 hector in which a national park has been formed. Chennai city today is devoid of forest areas but can still be proud of some of the well maintained green belts found in the Peoples park, the Napier park, the Horticulture-gardens, my Lady’s park, Children’s park, Guindy, Snake park, Nehru park, Nageswara Rao park, Independence park, Anna square park, the , the Campus and a number of bungalows and newly developed colonies where provisions of public parks, etc., have been provide. 1.5 Administrative set up Chennai city is governed by the Corporation of Chennai erstwhile, Corporation of Madras, established in 1688. it consists of 155 councilors who represents 155 wards and are directly elected by the residents of the city. The area of jurisdiction of the Corporation of Chennai expanded to 426 sq.kms from 174 sq.kms in 2011 and the population increased to 5.6 million from 4.5 million. The expanded Chennai Corporation is divided into three regions – North, South and Central, with each of three regions being headed by an IAS officer. The metropolitan of Chennai covers 5 parliamentary constituencies and 28 members of the Legislative Assembly and many suburbs that are part of Kanchipuram and Thiruvallur districts. The larger suburbs are governed by town and the smaller once are governed by town councils called panchayats. The Chennai Metropolitan Development Authority (CMDA) has drafted a Second Plan that aims to develop satellite townships around the city. Contiguous satellite towns include Mahabalipuram to the south, and to the southwest, and Kanchipuram town, Sriperumpudur, and to the west. RAIL has decided to implement the Chennai Metro Rail Project providing the people of Chennai with a fast, reliable, convenient, efficient, modern and economical mode of public transport, which is properly integrated with other forms of public and private transport including buses, sub-urban trains and MRTS. IT & ITES .

The 4th largest city in India, Chennai is the major trade centre. Traditionally, it is a hub of economic, geographic and political activities in South India. In the last decade, due to the increased it activities in the city, real estate business booming and attaining a significant place on national and international level. Chennai ranks 4th in the highest number of employees in India’s IT & ITES sector. Chennai is the 4th in highest number of higher education Institutes. Chennai has the largest resource pool in the form of graduating students suitable for this sector.

Since 2000, old Mahapalipuram road (OMR) is also known as the IT corridor of Chennai. Till 2006, IT development in this micro market was mainly driven by government nodal agencies – TIDCO, ELCOT and SIPCOT. However, post 2006 major private players including RMZ, Shapoorji & Pallonji, Tata Realty and others have developed IT parks along this road.

3.4.3 Growth Trends:

There were major developments in infrastructural activities in the district in recent past, triggering the growth of the industrial sector also with heavy investment in large and medium scale of industries. Two ways of transportation helps the SMEs to export to all part of the world in the city viz., by Air and by Port. The city is served by two major ports, , one of the largest artificial ports in India, and Ennore port. The Chennai port is the largest in Bay of Bengal, with an annual cargo tonnage of 61.46 million (2010–2011), and second busiest container hub in India, with an annual container volume of 1.523 million TEUs (2010–2011). The port handles transportation of automobiles, motorcycles and general industrial cargo, The Ennore Port with an annual cargo tonnage of 11.01 million (2010–2011) handles cargo such as coal, ore and other bulk and rock mineral products. Such infrastructure facilities help sustained development of Industry and service sector in the district.

3.4.4 Vendorisation/ Ancillarisation of the Industry:

The large scale / Medium scale units are located around the sub-urban area of Chennai District viz., Hyundai, L&T, Automobile units, Milk foods, etc., procure the services of local Micro & Small Scale units. 3.8 MSME REGISTRATION THROUGH UDYOG AADHAAR MEMORANDUM (UAM)

Govt. of India, Ministry of Micro, Small and Medium Enterprises(MSME) has notified the Udyog Aadhaar Memorandum(UAM) under the MSMED Act, 2006 vide gazette notification [SO No. 2576(E)] dated 18-09-2015 in order to promote ease of doing business for MSMEs.

12 Registration for MSMEs has been made simple and hence forth a one-page simple Aadhaar Card based registration form for online filing of UAM has been introduced which replaces the filing of Entrepreneur’s Memorandum Part I & II. The filing of UAM can be done at www.udyogaadhaar.gov.in

The Registration is online and user-friendly. UAM can be filed on self-declaration basis. No documentation required. No Fee for filing. Can file more than one Udyog Aadhaar with same Aadhaar Number. EM-I has been abolished. Need not file through Udyog Aadhaar. Udyog Aadhaar (UA) is for running units. No need to apply for upcoming units. Aadhaar card based UAM has been made compulsory for all MSMEs for availing any Govt. subsidy under various schemes for MSMEs.
