Environment Management Plan for Amendment in Environment Clearance for the Proposed Multi Level Car Parking & Integrated Commercial Complex, Chennai Airport, Chennai, Tamil adu 1.0 INTRODUCTION Chennai International airport is located in Meenambakkam Sriperumbudur, Alundur, Pallavaram tehsil, Kanchipuram district, Tamil Nadu. Airport is spread over in an area of 30 .28 acres and is linked to the rest of city by an elevated metro line, the 6 - lane (ST highway and a rail link opposite the main terminal building. Background Chennai Airport Phase-I environmental clearance was granted by MoE,-CC vide letter no. 0- .0/2000-IA 1III2 dated 23th August, 2008. EC letter is enclosed as Annexure-I. The certified compliance of the environmental clearance is enclosed as Annexure-I(A). The phase-II environmental clearance for Chennai airport was obtained vide letter ,.No4 0- 6/20 6-IA-III dated 26th 5une, 20 8. Copy is attached as Annexure- I(B). 2.0 PURPOS OF TH R PORT Chennai International Airport proposed construction of Multi 6evel Car Park 1M6CP2 facilities along with commercial facilities. ,or this purpose, Airports Authority of India has demarcated 0230 m2 of land, in two parcels within the operating airport premises. The total cost of the proposed pro7ect is about 8s. 230 crores. Now the present proposal is for amendment in EC granted for phase-II 1dated 26th 5une, 20 82 to Chennai Airport for addition of integrated commercial comple9 with Multi 6evel Car Park 1M6CP2 at Chennai Airport, Chennai, Tamil Nadu. As per Environmental Impact Assessment Notification dated .th September, 2006 and 0 . 2.2009, the proposed pro7ect falls under category ?A@ under pro7ect type 01a2 and reAuires Environmental Clearance 1EC2 to be obtained from Ministry of Environment, ,orest and Climate Change 1MoE,-CC2 before the commencement of any ground activity. Present Proposa. Airports Authority of India has demarcated ..23 acre of land 1within the airport comple92, in two parcels at Chennai International Airport for the purpose of constructing multi-level car parking facilities along with commercial facilities. The proposed construction is 2 Multi-6evel-Car park 1M6CP2 buildings on either flank of the metro station, at a distance of 00 m from the faIade line of the airport terminal buildings. It is proposed to have a link bridge between each of the M6CP blocks to the elevated walkway at traveler level. The buildings are planned and designed to accommodate a minimum of 2000 eAuivalent car parking spaces 1ECS2 within 0,03,000 sft of built area, as well as a ma9imum 2,00,000 s.ft. of commercial space. Cf the minimum 2000 ECS, 230 ECS will be accommodated within Best M6CP block and 030 ECS with in East M6CP. The design intent to accommodate retail - cinema multiple9 comple9 of appro9imately 2,3.,000 SA.m with a large ,-B component as well as a 36,000 sA.ft. transit hotel facilities will be placed on the landscaped roof of the Best block. The retail occupancies in both blocks will be set out so that they spill activities out on to the open spaces around the blocks, energiFing these area and creating much needed pedestrian plaFas. Both blocks are designated for (round ,loors J 6 ,loors and at height of appro9imately 20.0 m. Total construction duration is 8 months from the commencement of construction. This pro7ect aspires to meet the (reen 8ating for Integrated :abitat Assessment 1(8I:A2 system version 20 3 for 3 star rating. Design Proposal The design being presented envisages a retail - cinema multiple9 component of appro9imately 2,30,000 sft with a large ,-B component as well as 30,000 sft transit hotel facility. The retail occupancy will be positioned to serve the needs of arriving and departing passengers, as well as to serve as a community mall/multiple9 for residential localities situated in the vicinity of the airport comple9. The retail occupancies in both blocks will be set out so that they spill activities out onto the open spaces around the blocks, energiFing these areas and creating much needed pedestrian plaFas. The hotel facilities with 39 keys and associated business and food / beverage facilities will be placed on the landscaped roof of the west block. This section describes the factors which influence site selection for the proposed development, infrastructure and utilities available, water reAuirement and power reAuirement etc. The layout map is given in Figure-3. The Airports Authority of India has demarcated 0230 m2 of land, in two parcels at Chennai International Airport for the purpose of constructing multi-level car parking facilities along with commercial facilities. Each parcel measures appro9imately 03 m 9 30 m and is located on either flank of the Airport Metro Station, between the metro viaduct and the airport terminal building. The buildings will have to accommodate a total of 2000 eAuivalent car parking spaces within 030,000 Sft of built area, as well as a ma9imum of 230,000 Sft of commercial space. The e9isting circulation of the airport parking lot-within which these parcels sit will have to be re-designed so that traffic circulation is integrated with the building design, while servicing the needs of the airport terminal buildings. Departures of elevated will operate in two opposing loops. The elevated level will be accessed off the ramps at the flanks, while the two metro ramps will be used as e9ists to return to grade level. Separating the traffic for the western and eastern terminal will result in considerable reduction in traffic volume at the elevated bridge. Best Block The west block 1M6CP-22 will comprise a large food court at the ground level with 6 levels of parking facilities stacked against it. A budget transit hotel 139 keys2 will be located in a single level above the structure. East Block K The east block 1M6CP- 2 will compromise a .9 6 sft retail mail arranged around a central atrium on three levels.
