In spite of the district’s top-notch status in terms of high educational, human development index and humungous industrial productivity, given its geography, climate and certain other socio-political attributes, the district administration and its people have to co-exist with the probabilities of hazards like floods, cyclone, Tsunami, drought, heat wave, lightning and chemical, biological, radiological and nuclear emergencies. The Disastrous events in the recent past like the Tsunami of 2004, the catastrophic floods of year 2015, the cyclone of year 2016 and most recently the COVID-19 pandemic, will serve as a testament to the district’s vulnerability to such hazards. How the society responds to such vagaries of nature decides the magnitude and intensity of the destruction that may entail hazardous events. It is against this back drop, the roll of the District Disaster Management Authority can be ideally understood. The change in perspective from a relief- based approach to a more holistic disaster management approach has already begun to gain currency among the policy makers due to its substantial success in efficient handling of recent disasters across the globe. The need of the hour, therefore, is a comprehensive disaster management plan which is participative and people-friendly with the component of inter- departmental co-ordination at its crux. Here, the management system should incorporate both pre and post disaster responses with the sole aim of being prepared for prevention and mitigation with lessening of loss of life and property due to disaster. The District Disaster Management Plan for Chengalpattu district has been prepared with all the afore-said basic principles of disaster management in mind. Here, a conscientious effort has been made to imbibe the principles underlying the existing global frameworks like Sendai Framework and Sustainable Developmental Goals. This attempt will definitely serve as a guiding light to the entire community concerned and remain as a source of reassurance and confidence for the officials and the general public alike. A. Linkages with IDRN 273 Chengalpattu District Disaster Management Plan 2020 Chengalpattu District Disaster Management Plan 2020 CHAPTER 1 DISTRICT PROFILE Chengalpattu district is situated on the North East Coast of Tamil Nadu and is adjacent to the Bay of Bengal and Chennai city and is bounded in the West by Kancheepuram district and Thiruvannamalai District, in the North by Chennai district, in the South by Villuppuram district and in the east by Bay of Bengal. It lies between 12°41’ North latitudes and 79° 59’ East longitudes. The District has a total geographical area of 2944.96 Sq.Kms and a coastline of 57 Kms. The Chengalpattu town is the District headquarters. For administrative reasons, the district has been divided into 3 Revenue divisions comprising of 8 taluks with 636 revenue villages. On the development side, it is divided into 8 development blocks with 359 Village Panchayats. Natural disaster or calamity brings widespread damage to the property and lives of vulnerable people. The District Disaster Management Plan intends to mitigate the impact of such disasters be it floods, cyclone, earthquake or drought. Undeniably, poverty in rural areas is directly proportional to the damage due to its impact. The level of responsibility of the District Administration is heightened manifold due to the necessity to prepare them for mitigation. It includes relief, rehabilitation and preventive measures to lessen the impact. Chengalpattu district being a coastal district is vulnerable to all such calamities. In addition, the district also has the Kalpakkam DAE Centre where there are two nuclear reactors producing 2 x 220 MW electrical power.
