This guide does not include:
Charges imposed by most private institutions or associations, including planned communities, condominiums and utility companies.
Liens imposed for violation of state or local ordinances, including zoning laws, housing codes and environmental regulations.
Special assessments imposed per order of town government.

Summer hours: Some of the smaller towns adjust their office hours during the summer months. You may want to call ahead to confirm if the town hall will be open.
Revised hours of operation: Some of the towns have recently implemented revised hours of operation for certain town offices and for town halls in response to budgetary constraints. Many of the towns have indicated that they will re-visit these changes at some point in the future to determine if they will continue with the revised hours or return to their original hours of operation. The hours of operation in this guide are as of the date of printing. You may want to call ahead to confirm if the hours of operation are still in effect.
Websites: Every town in the State of Connecticut now has its own website, which is listed in that town’s information block in this Guide. (The towns of Colebrook and Cornwall have “unofficial” websites, which are not well maintained.) In addition, certain towns allow access to their land records and assessment data online. Some provide only index data; others allow also the ability to view and possibly print the images. Please note that the dates that the towns update their websites vary by town.

Assessment websites: Please note that in a number of instances the website containing a town’s assessment information is maintained not by the town, but rather by a private entity.
Tax Districts: Tax Districts may be established by 15 or more voters within a town, pursuant to statutory guidelines set forth in Conn. Gen. Stat. § 7-325, et seq. Tax Districts may be established for many purposes, including but not limited to the construction and maintenance of private roads, water systems, garbage collection, etc. (see Conn. Gen. Stat. § 7-326). A Tax District operates as a political body within the town, and is empowered to elect officers, adopt a budget, and levy and collect taxes separate and apart from municipal taxes. Once created, Tax Districts are required to file annual reports with the Town Clerks. However, these reports may not be filed on the land records and not all towns maintain a running list of all Tax Districts within their towns. Because it is not always apparent from a title search that a property lies within one of these Tax Districts, CATIC agents should not only consult with the town tax assessor and town clerk but also contact the seller or owner to determine whether separate taxes are paid to a Taxing District.
Please note: The information provided in this manual was provided by the towns’ tax assessors at CATIC’s request and should not be relied upon as a complete listing of all Tax Districts within a town. If you determine that your property lies within a Tax District, you should obtain statements for taxes owed from both the town and the separate Tax District. In addition, an exception for taxes owed to the Tax District should be inserted on Schedule B of the CATIC policy. If you have any concerns regarding Tax Districts please contact CATIC.

Rev. 12/2012 2 Towns Which Assess the Additional Local Conveyance Tax
In 2003 the Connecticut General Assembly enacted legislation imposing a temporary increase in the municipal conveyance tax for all Connecticut towns and municipalities to one-quarter of one percent (.25%), an increase from the original rate of eleven one- hundredths of one percent (.11%). The General Assembly periodically enacted legislation extending this higher rate.
In its 2011 legislative session, the General Assembly voted to make this higher rate permanent.
Also in 2003, the General Assembly enacted legislation to create an additional, permissive conveyance tax of one-quarter of one percent (.25%) which may be imposed by certain specified municipalities. Legislation enacted in 2004 deleted the expiration date of this additional tax, thereby extending indefinitely the ability of the eighteen (18) municipalities to assess this additional tax. (Note: Legislation enacted in 2005 provides that this additional tax may be at a rate of up to one-quarter of one percent (.25%), thereby allowing these towns to adopt a rate less than one-quarter of one percent.)
The towns which have adopted the additional tax are:

With the exception of Stamford, all of these towns impose an additional tax of one- quarter of one percent, with the local tax therefore set at one-half of one percent (.5%).
Stamford imposes an additional tax of one-tenth of one percent, with the local tax therefore set at .35%.
Rev. 12/2012 3 Probate Court Redistricting
Legislation enacted in 2009 and effective as of January 5, 2011 made major revisions to the probate statutes, including the consolidation of probate districts which resulted in the development of new district boundaries.
The State of Connecticut Judicial Branch has posted information on its website concerning these new districts. The posting includes a map of the districts, a directory of probate judges and districts, and information concerning the members of the Probate Redistricting Commission and its report to the General Assembly.
Each town block in this updated Municipal Guide contains the name of the new probate district for that town and the probate district number for that probate district.
