1.0 INTRODUCTION

1.1 This Basement Impact Assessment has been prepared for the site clearance and development of a site located off High Road, in Chigwell, , IG7 5BQ by Lustre Consulting Limited (Lustre) for 2020 Group Enterprises Limited (the Client). The assessment has been undertaken in accordance with our fee proposal dated 14/05/2020, which was formally approved by 2020 Group Enterprises Limited on 02/06/2020.

1.2 The site, rectangular shaped in plan, is centered at National Grid Reference 543480, 192630 and occupies an approximate area of 0.22ha as shown in Figure 1. The site currently comprises a low-rise residential dwelling with front drive/garden and a large rear garden, complete with a pond and small swimming pool. The subject site is located within a residential area.

1.3 The Client requires this Basement Impact Assessment to support the proposed development relating to the clearance of the site and subsequent construction of a large detached residential building at the front of the site within the general location of the existing dwelling, complete with a basement that extends under the full footprint of the new building. At the south eastern end of the site a pool house is proposed with a combination of soft landscaping and associated pedestrian footpaths. Figures 2 and 3 illustrate the proposed development scheme.

Planning Guidance

1.4 Council has included guidance in their draft local plan, dated 2016. This is not yet adopted planning policy but includes Draft Policy DM 12, Subterranean, basement development and lightwells which states the following:

A. “Subterranean developments, basements or extensions to existing basements, will only be permitted where it can be demonstrated that the proposal: i. Will not adversely affect the structural stability of the application building, neighbouring buildings and other infrastructure, including the adjoining highway, having regard to local geological conditions; ii. Does not increase flood risk to the property and nearby properties from any source; iii. Avoids harm to the appearance or setting of the property or the established character of the surrounding area; iv. Will not adversely impact the amenity of adjoining properties by reason of noise or increased levels of internal or external activity; and v. Will not adversely impact the local natural and historic environment; B. The siting, location, scale and design of basements must have minimal impact on, and be subordinate to, the host building and property. Basement development should: i. Not comprise of more than one storey; and ii. Not exceed 50% of each garden area within the property; C. And during the construction phase: i. Will not cause harm to pedestrian, cycle, vehicular and road safety, adversely affect bus or other transport operations, significantly increase traffic congestion, nor place unreasonable inconvenience on the day to day life of those living, working or visiting nearby; ii. Will minimise construction impacts such as noise, vibration and dust for the duration of the works; and iii. Ensure compliance with the Construction Management Statement submitted (see Policy DM21). D. The Council will not permit subterranean developments or basements which include habitable rooms or other sensitive uses in areas prone to flooding and where there is no satisfactory means of escape from flooding. E. In determining applications for light wells, the Council will consider whether: i. The architectural character of the building is protected; and ii. The character and appearance of the surrounding area. F. In determining proposals for basements and other underground development the Council will require an assessment of the scheme’s impact on drainage, flooding, groundwater conditions and structural stability in the form of a Basement Impact Assessment and where appropriate a Basement Construction Management Statement.

Report Structure

1.5 Chapter 2 of the report provides the site setting. Chapter 3 sets out the proposed development and Chapter 4 provides the Screening Stage of the Basement Impact Assessment. The conclusions of the assessment, recommendations and Scoping Stage of the Basement Impact Assessment are set out in Chapter 5.

2.0 SITE SETTING

Site Layout

A site walkover was undertaken by a qualified consultant from Lustre on 15th June 2020. A representative of the client was present throughout the site walkover. Access was not granted to the residential building present on site; only the external areas were assessed.

The site is accessed via High Road which forms the north-western site boundary. A U-shaped driveway is present at the front of the site with a small grassed area. Evidence of a row of former trees was noted immediately adjacent to the north-western in the form of cut down tree stumps. An existing mature tree is present in the north-western corner of the site adjoining 152 High Road. It is understood from the Client that this tree has a TPO. The driveway is laid to block paving and slopes up from the road (39.66m AOD) to the single detached dwelling (41.44m AOD).

The detached dwelling was orientated north-east/ south-west and extended across the full width of the site. A double garage was present in the northern part of the building.

To the rear of the building a long private garden (laid to lawn) was present. Within the garden a small patio area was noted near the dwelling with a small swimming pool and flower beds. Further up the garden an ornamental pond was present with a small area of wooden decking and a shed. In this area a heating oil tank was noted, which was of modern plastic construction with internal bunding. No evidence of spills or leaks were noted. It is assumed that the heating oil tank heats water for use within the swimming pool.

Ground elevation increased from the dwelling adjacent the rear wall of the house at 41.5m AOD to the rear of the garden at 45.15m AOD.

View off-site: 152 High Road with grass over a Vie w off-site: Golf Course to south-east basement in foreground Off-site to the east and south was a golf course. A disused and blocked drainage ditch formed the boundary between the subject site and the golf course.

Several mature trees were present circa 20-30m east of the site within the golf course, and a semi-mature tree was noted on the north-eastern boundary close to the on-site pond. Tree species are not known.

Site History

The site history has been assessed by reviewing historical Ordnance Survey maps provided by Landmark and aerial photographic imagery from Google Earth. Relevant maps are reproduced in Appendix B. The historical development of the site and the surrounding area are summarised in the following tables. Where features are identified as having a potential impact on the proposed development, an indication of potential contaminants has been provided at the end of the Chapter.

It is noted that the mapping process adopted in generating the historical Ordnance Survey records (mapping intervals/frequency, scale, inclusion/exclusion of features etc), may result in an incomplete account of a site’s history. Changes in land use between mapping dates, or small yet potentially contaminative land uses, may not be identified from the records. The following account is therefore based solely on the information provided in the mapping records and the dates listed should be considered as approximate.

A review of planning records held by Epping Forest District Council has revealed that the current building on the subject site was granted planning permission in 1959 (ref: CHI/0064/59). Other pertinent planning records were noted as follows:

• EPF/1112/17: Works to Preserved Trees. TPO/EPF/19/14: T1 Horse Chestnut - Crown lift to 5m and crown spread reduction to a maximum of 1.5m, as specified. Based on the drawing provided in the planning documents, it is apparent that this tree is located in the north-western corner of the site on the site boundary (located adjacent to front driveway and High Road).

• EPF/1352/18/NEW: Withdrawn application for the demolition of the existing dwelling house and erection of 4no. townhouse dwellings, along with access, parking, refuse storage and landscaping. No documents were available to view.

In addition, it is noted that a similar redevelopment scheme has recently been completed at the adjacent property 152 High Road immediately south/west of the site. A review of the online planning records identified the following:

• EPF/0410/16: Demolition of existing dwelling and the erection of a replacement building of five apartments, consisting of four two-bedroom apartments and a three- bedroom apartment, with basement car parking accessed by car lift. New house, at position of tennis court, as approved by EPF/2446/15.

• EPF/3333/17: Amended development layout - Application for variation of condition 2 'plan numbers' on planning application EPF/3398/16 allowed on appeal, revisions to applications numbered EPF/0410/16 and EPF/2246/15 for amended vehicle access and erection of 9 apartments.

Supporting technical reports for the redevelopment of 152 High Road included a Phase 1 and 2 land quality assessment with a subsequent Remediation Strategy and a Flood Risk Assessment. Although the Phase 1 did not identify any significant sources of potential contamination (both on site and from off-site land uses), there were concerns relating to the Made Ground/ soils below a tennis court to the rear of 152 High Road. Subsequent testing of this indicated the shallow soils as unsuitable for the proposed residential garden and they were subsequently removed as set out in the supporting Remediation Strategy.

Environmental Setting

Geology

The 1:50,000 British Geological Survey (BGS) map (Sheet 257) 1 and the BGS website (National Geoscience Information Service)2 show the site to be directly underlain by bedrock geology of the London Clay Formation comprising poorly laminated, blue-grey or grey-brown, silty to very silty clay. No superficial deposits are anticipated on site. A narrow deposit of superficial Alluvium is shown circa 75m south associated with a former stream within the grounds of the off-site golf course. It is understood that the watercourse is now culverted.

Periods of construction and demolition are not noted within mapping records and therefore a significant thickness of Made Ground is not anticipated on site. Reworked natural soils are likely present.

Historical borehole records have been identified relating to boreholes drilled within the general vicinity of the site and surrounding area. The closest historical borehole was recorded approximately 400m south-west of the site (TQ49SW333). A summary of ground conditions encountered is provided below and a copy of the borehole log is included in Appendix C.

• Made Ground to 0.6m bgl, • Soft to firm greyish brown silty CLAY with some gravel to 1.7m bgl over firm yellowish brown silty sandy CLAY and GRAVEL to 2.1m bgl (superficial deposits), • Stiff and very stiff silty CLAY of the London Clay Formation proved to 10m bgl. • No groundwater was encountered during drilling.

It is noted that the above borehole log is located within an area of mapped superficial deposits of the Boyn Hill Gravel Member (a sand and gravel deposit). As noted above, no superficial deposits are anticipated on the subject site.

Information on ground conditions has also been obtained from the limited Phase 2 site investigation undertaken at the adjacent property, 152 High Road. The investigation was undertaken through a former tennis court as this was an area of suspected Made Ground. The exploratory holes proved between 0.62m to 1.1m of Made Ground, which comprised a light brown, slightly sandy gravelly clay. The Made Ground was noted to contain fine angular brick

fragments, ash, glass fragments and coal fragments. The Made Ground was limited to the area of the former tennis court.

Underlying the Made Ground, natural soils of the London Clay Formation were recorded which were described as a light orange brown mottled grey brown, slightly silty CLAY. No visual or olfactory evidence of contamination was noted in the investigation and no groundwater strikes or seepages were recorded. All boreholes were dry on completion of drilling.

Ground Hazards

BGS data has also been reviewed to determine potential ground stability hazards which may affect the site. The table below summarises the ground stability hazards anticipated on the subject site based upon the expected ground model.

The BGS also holds data on non-coal mining areas, natural cavities and radon, and the Coal Authority holds data on coal mining affected areas for the UK. Data collated by Landmark on these matters (sites/features within 1km of the subject site) are presented below.

Category Details One BGS Recorded Mineral Site has been identified within 1km from the subject site located 911m NW at New Barns Farm Gravel Pit. The mineral BGS Recorded Mineral Sites site operated as an opencast site extracting soils from the Alluvium. Status is listed as ceased.

Man-Made Mining No man-made mining cavities have been identified within 1km of the Cavities subject site.

Natural Cavities No natural cavities have been identified within 1km of the subject site.

Radon Potential - No radon protective measures are necessary in the construction of new Radon Affected Areas dwellings or extensions.

Hydrogeology

The Groundwater Vulnerability Map of and the Environment Agency website3 have been reviewed to determine the aquifer designations. The London Clay Formation is listed as being an unproductive stratum. These are low permeability strata which are not considered to retain significant quantities of groundwater. If groundwater is present within unproductive strata, for example within more permeable lenses or small fissures, it is typically discontinuous, of low value and very low sensitivity.

The Environment Agency has defined Source Protection Zones (SPZs) for groundwater sources used for public drinking water supply. These zones show the risk of contamination from any activities that might cause pollution in the area. The maps show three main zones (inner, outer and total catchment) and a fourth zone of special interest. No groundwater Source Protection Zones have been identified within 1km of the subject site.

No groundwater abstractions are recorded within 1km of the site.

A single discharge consent is listed within 1km from the subject site located 110m west and held by Mr. R.A. Warner & Mr. J.S. Lloyd. The now transferred consent relates to the discharge of sewage (final/treated effluent) to land/soakaway under license no. CTCU.1372.

Hydrology

The nearest surface water features are an ornamental pond and swimming pool located on site. These man-made features are not considered to be in hydraulic connectivity with the site. Within 500m of the subject site, a wider network of surface water features are present as tributaries of Chigwell Brook. Given the low permeability of the underlying geology and that the closest tributary is largely culverted, the network of off-site surface water features is unlikely to be hydraulic connectivity with the site.

River quality information is not available within 1km of the subject site.

A single water abstraction is listed within 1km from the subject site: 192m south - Operated by Chigwell Golf Club Ltd (Chigwell Golf Course - Tributary of Chigwell Brook) and pertains to the abstraction of surface water for golf courses: spray irrigation - direct, under license no. 08/37/54/0039.

No surface water discharge consents are recorded within 250m of the site.

Flood Risk

The site is within a Flood Zone 1 (for rivers and seas). This is land which has a low, less than 1 in 1000, probability of flooding. The flood risk for surface water at the site is low to very low. According to the strategic flood risk assessment, the site is located in an area that is not susceptible to groundwater flood emergence and there are no historical records of flooding in the area of the site.

Contamination Risk

Domestic dwellings generally represent a non-contaminative land use with often the only potential for introduction of contaminants into the subsurface by bonfires etc. The above ground heating oil tank is of modern construction (plastic with internal bunding). No evidence of staining was noted around the tank.

Following a review of landfill information within the Envirocheck database, the following is recorded:

• A BGS historical landfill site has been identified within 1km from the subject site: 780m NW named French Tip.

• Four historical landfill sites have been identified within 1km from the subject site:

o 563m W operated by M Lennon and Company Limited under license reference EAHLD10867 with landfilling taking place between (11th September 1983 - 26th April 1994). The record states that deposited waste included inert and household waste.

o 653m W operated by Essex County Council under license reference EAHLD10891 with landfilling taking place between (31st December 1958 - 31st December 1978). The record states that deposited waste included inert, commercial and household waste.

o 777m NW under license reference EAHLD32409 with landfilling taking place in 1971..

o 851m W operated by Essex County Council under license reference EAHLD10892 with landfilling taking place between (31st December 1958 - 31st December 1978). The record states that deposited waste included inert, commercial and household waste.

• A single Local Authority Recorded Landfill site has been identified within 1km from the subject site: 737m W located at Luxborough Lane, Chigwell under license reference 22/421/28..

• Two registered landfill sites have been identified within 1km from the subject site:

o 563m W operated by M Lennon & Co under license reference: 98/83. The status is listed as cancelled.

o 971m W operated by Essex County Council under license reference: R 7/77. The status is listed as cancelled.

Considering the distance of these landfills from the site and the low permeability of the underlying geology that would significantly limit any lateral migration of gases and leachate, these off-site ground gas sources have not been considered further. It is unlikely that residual contaminants (gas and landfill leachate) could migrate onto the subject site. Moreover, noting the dates of landfill closures, a significant time has elapsed and as such any ground gases or leachate would have dissipated and dispersed.

In summary, based on the review of historical mapping records and current site use, no potential sources of contamination have been identified on the site which could adversely impact the site. This statement also considers that circa 50% of the site area will be reduced in elevation to accommodate the basement (which includes the area of the heating oil tank).

3.0 PROPOSED DEVELOPMENT

Proposed Development

The proposed development involves the clearance of the site and subsequent construction of a large detached residential building at the front of the site within the general location of the existing dwelling, complete with a basement that extends under the full footprint of the new building. At the south eastern end of the site a pool house is proposed with a combination of soft landscaping and associated pedestrian footpaths. Cross-sections are shown in Figure 5 below and Figure 6 shows the proposed basement layout.

Basement Design

The basement will provide vehicular access and parking, a gym with a changing room and shower, bin storage and plant room. A vehicle ramp will enter the basement on the front elevation in the LHS corner of the basement.

The total basement area is understood to be 474m2.

The detailed structural design will be subject to the findings of an intrusive geotechnical investigation. The detailed design will take into consideration the following factors:

• Ground conditions,

• Groundwater,

• The impacts on the adjacent property, and

• Appropriate design and construction methodology.

Based on our current knowledge of the site, and dependant on the final structural design, it is likely that the structure will utilise contiguous piling techniques for the basement retaining walls and these will act as the permanent structural walls for the new basement.

This form of construction will provide root protection to the remaining trees surrounding the property and will ensure that the base of the foundations are below the extent of soils that have been potentially significantly desiccated by the trees currently on site which are being removed to facilitate the development.

There are no potential access constraints as the site is accessible from High Road and following demolition of the existing property the full extent of the proposed new build will be accessible.

If a contiguous pile wall is used to construct the basement walls it is expected that this can be completed as a single construction stage.

The basement will be founded on a ground bearing or suspended floor slab depending on the findings of the geotechnical investigation. The slab will likely be founded at a depth of around 2.8m – 3.0m bgl, within the London Clay Formation. The subsequent reinforced concrete structure will be constructed within the excavation which together with the piles will form the overall basement structure. As clay is present, a suitably sized void former underlying the floor slab will be required to mitigate against any recovery of overburden pressure following excavation.

Construction Logistics Plan

Prior to the works commencing, the Principal Contractor tasked with constructing the basement should prepare a Construction Logistics Plan in line with requirements of the Local

Plan4. The plan will confirm the programme duration, number, movements and routing of construction vehicles, access and egress arrangements from the property and the management of potential dust, noise and vibration impacts. The plan can be prepared once a Principal Contractor has been appointed in the design and construction of the basement structure. However, to inform this Basement Impact Assessment, an outline management plan has been provided below.

Notification of neighbours

The Principal Contractor will display an identification board with details of their name, address and contact number along with an estimated duration of works in a visible position on the site boundary, i.e. on the site hoarding.

The contractor will be a local point of contact for any enquiries and / or complaints regarding the construction works. A member of staff will also be nominated to liaise with the local residents, the Council and any sub-contractors / operators. They will circulate a regular newsletter to the local residents explaining the programme of works, progress thus far and any key events. Should there be any unavoidable noisy periods of activity, the contractor will write to the local residents to inform of these works with reasonable notice.

Site Access, Vehicle Movements & Road Closures

Site access is only from High Road through the private driveway from the north/west of the site with direct vehicular access available.

Prior to the works commencing, the Principal Contractor should submit a Traffic Management Plan. The plan will carefully consider vehicle numbers, movements (including ingress and egress) and parking and the impact on pedestrians, other road users, local residents and the environment. The plan will include appropriate mitigation measures in accordance with current best practise, where necessary.

Road closures will be avoided where practical however, for any necessary road closures, the Contractor shall follow the Councils’ procedures and advice, including guidance and good practice on advance notification.

All deliveries and collections will be arranged to coincide with normal working hours with the aim of staggering vehicle movements to avoid queues.

Dust, Noise & Vibration Mitigation

Noise, dust and vibration will be controlled and managed by employing best practicable means in accordance with:

• The Health & Safety at Work Act 1974,

• The Environment Protection Act 1990,

• Construction, Design and Management Regulations 2015, and

• The Clean Air Act 1993.

Working hours will be restricted in accordance with the agreed Construction Logistics Plan. The contractor will be required to implement measures to minimise noise, dust and vibration impacts, in accordance with current best practice. Measures will be approved by the Council prior to works commencing, and are likely to include (but not limited to):

• Selection of suitable plant with lower published sound levels,

• Avoiding inherently noisy activities such as driven piles, use of large excavators etc,

• Consider the use of acoustic screens and covers,

• Noise, vibration and dust monitoring, if necessary,

• Use of water as a dust suppressant where applicable,

• Appropriate storage including suitable covers for skips,

• Use of suitable measures to minimise site runoff and protect surface water drains from contaminated, silty runoff (in accordance with CIRIA technical guidance5), and

• Attempts to wash and clean vehicles before leaving site and to ensure that vehicles are not left idling.

Existing Trees

Along the north-eastern boundary in the central part of the site a conifer hedgerow is present and a semi-mature tree immediately off-site in this area (species unknown). These trees will be within 1-2m of the edge of the basement and will therefore need to be considered with regards to the rooting zone where the trees are to be retained (also for defining the root protection areas) and also the impact of desiccation etc.

Foundations located within the zone of rooting influence of these trees should be designed to the varying depths and construction type recommended in the NHBC Standards Chapter 4.2, ‘Building near trees’6 that is dependent on the species present to avoid foundation damage by root spread and potential heave risks. It is acknowledged however that this guidance does not recommend depths for basement foundations within the zone of root influence.

The site is underlain by the London Clay Formation which is generally recorded as a high- volume change potential and the above mentioned trees include at least one high-water demand tree. In this scenario, for a property built at ground level the recommendation would be for a foundation greater than 2.50m. The basement slab and therefore the foundations will be greater than 2.50m, however, the depth of the root zone of influence will need to be determined through a ground investigation with laboratory testing to ensure that foundations are not placed within this zone.

An assessment of the ground movement and heave potential should be made as part of any future site investigation including testing for Atterberg limits (moisture content, plasticity and liquid limit).

Other Measures to Limit Impact

The Principal Contractor selected should be able to sign up to the Considerate Constructors Scheme (or similar scheme), which requires all contractors to demonstrate due diligence and commitment toward minimising environmental disturbance to local residents. The works will also be completed in accordance with the scheme’s standards.

All temporary development works will be designed by a structural engineer with appropriate qualifications and informed by a geotechnical investigation as described above.

4.0 BASEMENT IMPACT ASSESSMENT

Introduction

Epping Forest District Council has included guidance in their draft local plan, dated 2016. This is not yet adopted planning policy but includes Draft Policy DM 12, Subterranean, basement development and lightwells which states that the Council requires an assessment of the scheme’s impact on drainage, flooding, groundwater and structural stability. All assessments are required to demonstrate that the proposal would not cause harm to the built and natural environment, and local amenity, and would not result in flooding or ground instability.

This Chapter considers the potential impact of the proposed basement construction on the adjacent properties, the underlying aquifer and the local hydrology. The following impacts have been considered in turn:

• Surface water and flooding,

• Groundwater conditions, and

• Structural stability.

Surface Water and Flooding

The site is located within an area that is at very low risk from flooding from rivers and seas.

The site is located within an area deemed to be at a ‘very low’ risk of surface water flooding. High Road is shown to be at ‘low’ risk from surface water flooding.

The risk of groundwater flooding is relatively low, although the basements will be at greater risk. The Epping Forest District SFRA shows the site to be located in an area where less than 25% of the surrounding 1km square (shown within the report figure) is susceptible to groundwater emergence.

No records of historical sewer flooding are recorded at the site within the Epping Forest District Council SFRA, based upon Figure 5 within the SFRA level 1 report.

Epping Forest SFRA states that beyond the requirements of the NPPF, a formal assessment of flood risk will be required for development over 235m² impermeable area. This will need to detail the proposed surface water management strategy and how this will be maintained.

We have assumed that the site is served by separate foul and surface water drainage systems, which connect to networks within High Road. It is possible that the surface water network connects to Chigwell Brook.

The topographical survey does not show any gullies or drainage channels and therefore it is assumed that surface water falling on these areas as well as the brick paving area to the rear of the property are not connect to the drainage system. A survey of the existing drainage systems should be undertaken to confirm.

Based upon the proposed plans, the overall areas can be split as follows below.

• Basement: 519 m²

• Main building roof area: 411 m²

• Garden building: 160 m²

The existing building takes up an area of approximately 240 m². Therefore, the proposals will increase the roof areas by 331m² to 571m².

The increase in roof area along with the presence external hard landscaping shows that there will be a substantial increase in impermeable areas within the site following redevelopment. Consequently, there is the potential for increased surface water discharge rates and volumes leaving the site, unless mitigated.

In accordance with the Essex SuDS Design Guide the surface water runoff should where possible be restricted to the greenfield 1 in 1 year runoff rate during all events up to and including the 1 in 100 year rainfall event with climate change.

The proposals provide potential not only to reduce the surface water runoff leaving the site, but also to provide a sustainable drainage system by incorporating SuDS techniques into the surface water drainage strategy.

Where feasible rainwater harvesting should be considered to allow water reuse. Water butts provide a simple solution to allow water re-use for irrigation. In addition, green roofs should be considered where appropriate.

The above elements will need to be considered in any future FRA undertaken to support the application through the planning process. It is recommended that an integrated and multi- disciplinary approach to site planning and design is adopted to maximise the benefits of the proposed SuDS system.

Between the proposed property and garden house the plans show paved and lawn areas. It is recommended that the paved areas will allow surface water between the paviours to a porous sub-base. This will encourage the infiltration of surface water. This should be avoided directly above the proposed basement, with surface water directed to permeable areas.

Alternatively, conditions may dictate that surface water may need to be positively drained and be designed into the strategy accordingly. The porous sub-base could be used as a means of attenuation of surface water. A similar approach will be required to the front of the proposed property.

The design of the vehicular access to the basement will need to ensure it does not result in a flow pathway for surface water from High Road Chigwell and incorporate appropriate drainage.

The foul water drainage is anticipated to be directed to the public foul water sewerage within High Road, reusing the existing on-site drainage network if appropriate. Basement drainage will require a pumped solution and will need to be designed accordingly.

Groundwater Conditions

The site is underlain by the London Clay Formation, which is listed as an unproductive stratum.

The site is not located within a groundwater Source Protection Zone (SPZ), nor have any zones been identified within 1km.

Some perched groundwater could be present within the Made Ground, and shallow London Clay Formation; however, such a water table is not expected to be continuous across the site nor significant in volumes / flow. Should perched groundwater be encountered during the excavation works, suitable measures would be put in place to ensure appropriate de-watering (e.g. pumping from a temporary sump). All retaining walls and the basement ground bearing slab will be designed to resist hydrostatic pressures in line with good practice and following development, any perched groundwater, which is likely to be of low flows and volumes, would be free to flow between the gaps in the piles of the contiguous piled wall.

Structural Stability

The likely underside of the floor slab formation level will be 2.80m - 3.00m bgl, which is expected to be within the London Clay Formation.

The Envirocheck Report noted a moderate risk potential for shrinking or swelling clay, associated with the London Clay Formation. The remainder of the ground stability hazards are

very low or no hazard. The risk could be managed by appropriate use of heave and expansion protection boards in foundations, and void former under the floor slab. The specification of which would be determined following a ground investigation and soils test.

No man-made cavities or natural cavities are recorded within 1km of the site.

The nearby trees have the potential to alter the moisture content and consequently the plasticity / strength of the underlying potentially clayey soils. The potential impact will therefore require further assessment in accordance with NHBC Standards for Building Near Trees7, in order to inform detailed design.

The site is underlain by the London Clay Formation which is generally recorded as a high volume change potential and at least one nearby tree is understood to be high-water demand. The basement slab and therefore the foundations will be greater than 2.50m, however, the depth of the root zone of influence will need to be determined through a ground investigation with laboratory testing to ensure that foundations are not placed within the zone of influence.

There is a potential for perched groundwater to be present within the Made Ground. Dewatering consideration will need to be given to adopt careful dewatering practices to ensure that dewatering does not promote instability of the surrounding deposits or undermine the adjoining dwelling.

All boundaries are expected to remain as existing during and after the works.

5.0 CONCLUSIONS AND RECOMMENDATIONS

At this stage, the Basement Impact Assessment has not identified any significant risks which could affect the standard design and construction of the basement. This is due to the following:

• The site is directly underlain by the London Clay Formation, and the absence of superficial deposits reduces the potential instability risks across the site.

• The groundwater is expected to be at significant depth.

• Only perched groundwater of low sensitivity and flow may be present within the Made Ground and London Clay Formation which could be dealt with, simply by using a pump and sump.

• There are no adjacent properties or infrastructure which requires special party wall consents.

• The site is accessed by High Road and there are no access constraints. Disturbance to neighbours can be effectively minimised using considerate construction methods.

• The site is large and therefore there are no constraints to the working area.

• The site is in Flood Risk zone 1 and at low risk of fluvial and very low risk of surface water flooding according to local flood maps.

Based on the findings of the Basement Impact Assessment, the following actions are recommended:

• A ground investigation to determine the following:

▪ Strength and bearing capacity of the London Clay Formation to accommodate a single storey basement;

▪ Testing for plasticity, shrinkability, pH, sulphates and pyritic risk to concrete.

▪ Suitable foundation depth for the basement based on the desiccation and associated heave risk in relation to the semi-mature and mature trees present in the vicinity of the site; and

▪ Testing for classification of the excavated soils for off-site disposal.

▪ Infiltration testing for surface water strategy

• Asset plans for drainage, electricity and other services supplying the existing property especially to determine the relationship of the drainage crossing the site relative to neighbouring properties.

• Arboricultural Report to determine the species and height of the existing trees on site (and adjacent) to inform the foundation design.

• CCTV drainage survey for the new connections, check presence of drains potentially crossing the site and any modifications/upgrades required for the proposed development.

• A surface water drainage strategy is produced to demonstrate how surface water will be managed across the site post development in accordance with the requirements of Epping Forest District Council.

APPENDIX A: SITE SETTING NOTES

SITE SETTING NOTES LAND USE This section establishes the former and current land uses which may have caused contamination or given rise to environmental concerns on the site. An inspection of the site has been undertaken to provide further details of the site and neighbouring activities and to observe environmental conditions. Historical Maps Information about the history of the site has been obtained primarily through an inspection of historical Ordnance Survey maps. These maps provide an excellent record of the historical uses of a site and can be very important in assessing potential liabilities. Historical maps can show past potentially contaminative uses at a site that would not necessary be obvious during a site inspection, for example storage tanks or previous usage such as a gas works or quarry. Public Record Information Information concerning environmental regulations relating to the site has been obtained from a public register which has been accessed from a commercial database operated by the Landmark Information Group. This is the quickest means of gathering publicly available information. The data is supplied from within a 1km radius of a given National Grid Reference of a site. The database contains information from the Environment Agency (EA) and other statutory authorities responsible for monitoring environmental protection measures within the area of a site under existing legislation (see below). Information has also been obtained directly from the environmental regulators in order to gauge the environmental characteristics of the site in more detail and to establish whether there have been any breaches of environmental regulations or pollution incidents associated with the site. This is used to support the publicly available information gathered from the commercial database. The time in which responses are returned can vary between statutory authorities. ENVIRONMENTAL SETTING This section assesses the environmental sensitivity of the site location to contamination / pollution. It is important to establish the environmental setting because, irrespective of the level of contamination on the site, if its location is not ‘sensitive’ to this contamination / pollution there is a reduced risk of an environmental liability arising. The sensitivity is assessed using British Geological Survey (BGS) information (such as geological maps and data from the EA (http://www.environment-agency.gov.uk/homeandleisure/117020.aspx)* on groundwater and surface water. Data on abstractions have been obtained from publically available sources including information supply companies such as Landmark and GroundSure. The vulnerability of surface waters and groundwater is based on sensitivity to pollution, distance from abstractions, type and nature of groundwater and type of overlying strata. Aquifer Designations In 1 April 2010 the EA began using aquifer designations that are consistent with the Water Framework Directive. These designations reflect the importance of aquifers in terms of groundwater as a resource (drinking water supply) but also their role in supporting surface water flows and wetland ecosystems. The BGS maps are generally split into two different type of aquifer designation:

• Superficial (Drift): permeable unconsolidated (loose) deposits. For example, terrace sands and gravels.

• Bedrock: solid permeable formations e.g. sandstone, chalk and limestone. The maps display the following aquifer designations, and the corresponding colours beside the text are also represented on the Environment Agency’s website*: Principal Aquifers (formally Major Aquifers)

These are highly permeable layers of rock or drift deposits that have high intergranular and/or fracture permeability - meaning they usually provide a high level of water storage. They may be highly productive and able to support large abstractions, public water supply and/or river base flow on a strategic scale. Secondary Aquifers (formally Minor Aquifers) These include a wide range of rock layers or drift deposits with an equally wide range of water permeability and storage. Although these aquifers will not normally produce large quantities of water for abstraction, they are important for local supplies (such as irrigation) and supplying base flow to rivers. Secondary aquifers are subdivided into two types: Secondary A: permeable layers capable of supporting water supplies at a local rather than strategic scale, and in some cases forming an important source of base flow to rivers; and Secondary B: predominantly lower permeability layers which may store and yield limited amounts of groundwater due to localised features such as fissures, thin permeable horizons and weathering. These are generally the water-bearing parts of the former non-aquifers. Secondary Undifferentiated: has been assigned in cases where it has not been possible to attribute either category A or B to a rock type. In most cases, this means that the layer in question has previously been designated as both minor and non-aquifer in different locations due to the variable characteristics of the rock type. Unproductive Strata These are rock layers or drift deposits with low permeability that have negligible significance for water supply or river base flow. Source Protection Zones (SPZs) The EA have defined Source Protection Zones (SPZs) for 2000 groundwater sources such as wells, boreholes and springs used for public drinking water supply. These zones show the risk of contamination from any activities that might cause pollution in the area. The closer the activity, the greater the risk. The maps show three main zones (inner, outer and total catchment) and a fourth zone of special interest, which we occasionally apply, to a groundwater source. Flood Risk The Flood Map combines detailed local data with information from a new national model of England and Wales and indicates where flooding from rivers, streams and watercourses is possible. Under Section 105 of the Water Resources Act 1991 the EA has a duty to survey matters relating to flooding.

Phase I Environmental Risk Assessments, Desk Studies and Site Audits The work completed and utilised to provide this report comprises a study of available documentation. It should be noted that the risks which are identified in this report are perceived risks based on the available information at the time of writing and that the actual risks associated can only be assessed following a physical investigation of the site. Phase II Site Investigations The intrusive investigation has been completed to provide information concerning the type and degree of contamination present along with ground and groundwater conditions which facilitates a reasonable risk assessment to be completed. The stated objectives of the ground investigation have been limited to assessing the proven risks which are associated with potential human targets, building materials, the environment (including adjacent land), and to surface water and groundwater. The amount of exploratory work, chemical testing and monitoring completed as part of this project has potentially been restricted by the short timescale available, and the locations of exploratory holes undertaken have potentially been restricted to areas unoccupied by buildings(s) and buried services. A more comprehensive post demolition / decommission investigation may be required if the site is to be redeveloped. For these reasons any costs included in relation to site remediation must be considered as tentative only at this time. The exploratory holes investigate only a small volume of the ground in relation to the size of the site and therefore, can only provide a “snap shot” or general indication of ground conditions located on the site. The fact that the site has been investigated does not preclude the existence of localised “hotspots” of contamination where concentrations may be significantly higher than those actually encountered. The risk assessment and opinions provided in this report take into account currently available guidance values relating to acceptable contamination concentrates; no liability can be accepted for the retrospective effects of any future changes or amendments to these values.
