UTTLESFORD DISTRICT COUNCIL LOCAL HIGHWAYS PANEL MINUTES – 16 SEPTEMBER 2019 18:00 HRS UDC COUNCIL OFFICES, LONDON ROAD, SAFFRON WALDEN

Item Owner 1. Welcome and Introductions:

The Chairman welcomed the Panel and introductions were made.

2. Apologies for Absence and Declarations of interest:

Apologies for absence were received from Councillors Sell and Walsh, and from Jeremy Pine the Planning Policy/Development Management Liaison Officer.

3. Minutes of the previous meeting:

Minutes of meeting held on 17th June 2019 were agreed as correct record pending non-material amendments which would be made after the meeting and the minutes republished.

4. Matters Arising from Minutes of the previous meeting:

In relation to Item 4 Councillor Asker raised the issue of the HGV movements into and through Saffron Walden. The Chairman reiterated the advice from the last meeting in that the new administration should be approached for a meeting outside the LHP.

The Highway Liaison Officer confirmed that David Sprunt would be coming to talk with Saffron Walden councillors and was coordinating the date.

2 In relation to item 5 Councillor Moran said that Councillor Foley had not contacted him in relation to the lighting, ditch clearance and hedges.

5. Public Questions (10 minutes):

Terry Frostick from Saffron Walden Town Council spoke about the issues that they were experiencing with the traffic and the Market.  Vehicles staying over from the night before and being left in restricted areas.  Driving into the Market area when traders were setting up and taking down.  Health and safety risks as a result to members of the public and traders.  The Town Council were looking to make the traffic orders fit better with what was happening on the ground.  The Town Council were offering £2k to the scheme.  Mr Frostick was making an early plea to the Panel.

Councillor Asker said that she supported the Town Council in their request.

The Chairman said that the scheme was on the list to be assessed in January.

Jackie Dean from Town Council spoke about the request for a pedestrian crossing on the B1256. The Panel discussed the opinions that the road was very dangerous to cross and the road surface was in a particularly poor state.

The Chairman said that she would ask someone to look at it, and would pursue further with officers and the developer. It was noted that the scheme wouldn’t meet the criteria set for action.

Councillor Jones said that further down the road a lit bollard had been damaged and was no longer functional, the Chairman said that there were a number of lit bollards on refuge points that were also in the same state.

The Highway Liaison Officer said that members need to make sure that these are reported online and also to encourage their constituents to do the same.

Councillor Neil Gregory, Ward Member for Littlebury, Chesterford and Wenden Lofts spoke to the Panel about speeding in .

3 Councillor Moran said that there did seem to be a contradiction in what the police had found and the Chairman said that this was a LHP parish request and to complete for request form from Chesterford PC.

The Highway Liaison Officer said that when Essex Highways do a speed survey they install speed loops for 7 days of 24 hour monitoring. She then explained how they reach the mean figures. She said the last survey was January 2018.

Councillor Gregory asked if they could have another one in a different location. The Highway Liaison Officer said to put it forward on the request.

6. Presentation on 20mph schemes

The Highway Liaison Officer delivered a presentation on the different 20mph schemes. The presentation is appended to the minutes.

The Highway Liaison Officer also reiterated the need for reporting faulty signs and bollards etc.

7. Report on Funded Schemes 2019/20

Councillor Jones raised item number 10 on page 17 and asked if the contractor would rectify the problems with the scheme.

The Highway Liaison Officer said that there was no one at fault and that the scheme was successful when run through the simulator software, and that sometimes schemes were just not quite right when translated to the ground.

Councillor Moran said that this had a knock-on effect on item number 23.

Councillor Asker raised item number 1 on page 17 and said that she had an email from one of the residents advising her of a serious collision.

The Chairman said that it was a funded scheme. The Highway Liaison Officer said that this could fall outside the remit of the Panel depending on the proposals.

Councillor Gooding raised item number 15 on page 18 and advised that the resident was having trouble manoeuvring in and out of their driveway.

The Highway Liaison Officer advised to speak to parking.

4 8. Report on Schemes Awaiting Funding

The Chairman raised issue number 1 on page 23. She said that there had been a number of collisions; the Highway Liaison Officer said that she was happy to meet on site.

Councillor Moran raised issue number 9 on page 24, and Councillor Gooding said that there was no signage and people are driving straight over.

Councillor Asker raised number 11 on page 24 and reiterated that the Town Council had offered £2k/25% of the scheme costs.

The Chairman said that the Panel had achieved outcomes for a number of easily remedied schemes and that she was keen to tackle some of the more unusual problems, and that the Panel should look to those in January.

The Panel discussed the issues of some of the public rights of way in the district.

The Highway Liaison Officer asked the Panel to pass any queries in relation to PROWs to her and she will approach the PROW team. She would ask if they could attend in January.

Councillor Asker raised the issue of the footpath on Radwinter Road, and asked whether if the footpath was installed, the school children lose their school bus.

Councillor Gooding explained the pressure to ensure that routes were available, the funding of school transport and managing expectations.

The Highway Liaison Officer said that there was not a lot that they could do to promote the use of the footpath, e.g. railings or cutting into the bank as the bank was home to badgers.

The Chairman said that the Panel should revisit the byways as there were only four on the list and they had been on the list for a number of years.

Councillor Moran said that any cycling schemes needed to consult the Uttlesford Cycling Plan.

In response to a member question The Highway Liaison Officer said that all bus shelters had been put on hold until they had found a supplier. 9. Report on Revenue Spend (electronically only)  Rangers

5 Councillor Jones raised issue LUTT 19-06-10 in relation to the obstruction that was being caused by the hedge. The enforcement number was passed to the Chairman who said that she would contact the Legal Department and follow it up.

The Highway Liaison Officer reiterated the need to report issues to the rangers via the parish requests.

In response to a member question The Highway Liaison Officer said that there were two rangers and two vehicles.

This report provides an update on the current position of all the schemes which the Uttlesford Local Highway Panel has recommended for inclusion in the 2019/20 programme.
