1. INTRODUCTION

On behalf of the Landowner, Savills (UK) Ltd (‘Savills’) is pleased to offer for sale the freehold interest in Stone Hall, Easton Lodge, Great Dunmow, Essex (hereafter referred to as ‘the Property’).

The Property comprises Stone Hall, a Grade II* listed Property and green woodland, and extends to approximately 10 hectares (24.7 acres). The Property sits directly within the boundaries of the proposed new settlement at Easton Park, which Land Securities are promoting. Easton Park is set to deliver a phased development of 10,000 new homes, local employment opportunities, as well as recreational, healthcare and educational facilities.

The method of disposal is by informal tender and the deadline for bids to be submitted is 12 noon Friday 15th November 2019. Interviews may be held thereafter.

Offers are strictly invited on an unconditional basis with overage. Preference will be given to clean bids and to parties who can clearly demonstrate they have undertaken full analysis of the site and understood all of the obligations to be placed upon them.

2. LOCATION

The Property is located approximately 1.6 km (1 mile) south west of , 3.1 km (1.9 miles) west of Great Dunmow, 10.9 km (6.8 miles) east of Bishops Stortford and 16.1 km (10 miles) west of Braintree. The A120 passes directly to the south of the site and links Great Dunmow to Bishops Stortford in the west and Braintree to the east.

Great Dunmow is a historic market town and the second largest settlement in . There are a range of facilities within the town, including a number of local shops, supermarket, Church, village hall, library, pubs, primary school, secondary school, and nursery. From the 2011 census, Great Dunmow had an estimated population of 8,830.

Rail services are available from Stansted Airport, located approximately 6.9 km (4.3 miles) west of the Property. Regular rail services are available to with journey times of approximately 45 minutes to London Liverpool Street and 35 minutes to Tottenham Hale.

3. DESCRIPTION

The Property extends to approximately 10 hectares (24.7 acres) and comprises a Grade II* listed Property and green woodland. The Property is irregular in shape and is self-contained with existing vegetation clearly marking the boundary. The Property is bound by agricultural land to the south, east and west and a quarry to the north, all of which Land Securities are promoting.

4. PLANNING

The Property falls in the jurisdiction of Uttlesford District Council (‘UDC’). The site lies outside of the Conservation Area, but is identified as a Protected Area for Important Woodland in the Adopted Local Plan 2005. The site is not allocated in the Adopted Local Plan, but is identified in the proposed new Local Plan as Easton Park Garden Community, under Policy SP6. A Development Plan Document (DPD) will be prepared for the garden community and adopted by the Local Planning Authority.

The Property sits directly within the boundaries of the proposed new settlement at Easton Park, which Land Securities are promoting. It is proposed that Easton Park will deliver over 10,000 new homes, and a range of local employment opportunities and services and facilities including schools, health, retail and leisure.

5. ACCESS

The Property is accessed via Highwood Quarry Access Road (at the discretion of the operators of the quarry) to the south of the Property, and Park Road to the north east.

6. TECHNICAL

There is no technical information. Interested parties are to make their own investigations as to the capacity and capability of services for their proposed development.

7. TENURE / VACANT POSSESSION

The land will be sold freehold with vacant possession. The land is in the process of being registered, and a copy of the land registry documentation will be available in the Information Pack in due course.

Additionally, the Property is also in the process of going through probate.

8. OVERAGE

All parties should offer a planning overage as part of their offer submission.

9. RIGHTS OF WAY

The Property will be sold subject to and with the benefit of all rights, covenants and agreements and declarations affecting the Property.

10. VIEWINGS / MEETING WITH SAVILLS

We would strongly recommend that interested parties view the Property. Savills will be arranging a viewings day in due course. Please note that viewings can only be completed when accompanied with a representative of Savills.

11. BIDS

Offers are invited strictly on an unconditional basis. Preference will be given to clean bids and to parties who can clearly demonstrate they have undertaken full analysis of the site and understood all of the obligations to be placed upon them.

Offers are to be received by 12 noon Friday 15th November 2019 and sent in a sealed envelope to Savills, Unex House, 132-134 Hills Road, , CB2 8PA. The vendor will not be bound to accept the highest or indeed any offer and may withdraw the property from the market at any time.

The following is to be submitted as part of any bid:  Confirmation that the offer is unconditional;  Confirmation of the proposed planning overage provision;  Outline of board approval process;  Proof of funding;  Details of solicitors to be instructed;  Details of the anticipated purchase timetable;

 Confirmation that a 10% non-refundable deposit will be paid on exchange of contracts;  Details of track record and any nearby land interests;  Purchaser to provide a legal undertaking to cover reasonable abortive legal costs.

12. TIMING

The method of disposal is by informal tender and the deadline for bids is 12 noon Friday 15th November 2019. Interviews will be held shortly thereafter. As part of the Heads of Terms process, we will set out a detailed timescale for exchange and completion. This will include a series of legal meetings to ensure the timetable is achieved.

13. VAT

Please note that VAT will not be charged on the sale of the Property.
