Present : Councillors Graham Harvey (Chairman), Richard Freeman, Nicholas Hinde, Fiona Hitchcock, Caroline Scott-Bowden, Alan Thawley, Corinne Walker and Chris Woodhouse. 12/213 Apologies for Absence and Declarations of Interest. 213.1 Apologies had been received from Councillors John Moore and Peter Rose, and from County Councillor Simon Walsh, who remained incapacitated with a broken ankle. 213.2 The Chairman reported that Cllr Leigh Cranfield had tendered her resignation from the Council. The District Council had been informed, and the resulting vacancy will be advertised in due course. 12/214 Public Forum. A member of the public congratulated the Council on the completion and opening of the new Public Toilets on the Playing Field. 12/215 Minutes of the Meeting held on 6 February The minutes were approved and signed by the Chairman. 12/216 Matters arising from the Minutes The failed light at the MUGA had been repaired free-of-charge. Other matters would be covered under later agenda items. 12/217 Correspondence The list of correspondence was circulated to Councillors (see pp 6–7). 217.1 It was agreed that the Clerk should attend the seminar on Essex Flood Risk and Response on 25 April and that the Clerk, Assistant Clerk and possibly Cllr Woodhouse the Statutory Planning Workshop on 1 May. 217.2 The Clerk was asked to include on the next Agenda • Britain in Bloom competition • Salt/grit bins 217.3 The Clerk was asked to draw the attention of County Cllr Walsh to the lack of action to rectify the collapsed drain and flooding in Chelmsford Road.

Constructed in the late 1930’s on the course of Limit of E.W.Co Land Layer Brook, which runs into the Roman River, it covers an area of 1210 acres, holds 26,000 mega Layer Brook litres (5,700 million gallons) of water and has a B1026 top water level of 17.8m AOD. To Maldon It was constructed to store water from winter rainfall for summer use as part of the water supply network for the southern half of Essex. Water is abstracted from the river Stour at Stratford St Mary and pumped 16 kilometers (11 miles) into the reservoir through 34” and 36” steel pipelines.

ENVIRONMENTAL IMPACT ASSESSMENT 4.1 The proposal is not EIA development, and an Environmental Assessment is not required to assess the environmental impacts of the development whereby the site does not fall within a “sensitive area”. 5. In attendance: Diane Smith (Clerk). 2347. Apologies for Absence and Declarations of Interest Apologies had been received from Councillors Scott Bridge, Norman East and David Middleditch. There were no Declarations of Interest. 2348. Public Forum - No members of the public were present 2349. Confirmation of the Minutes of the meeting on 1 September 2020 The Minutes were approved and would be signed by the Chairman at the next meeting held in person. 2350. Matters arising from the September PC meeting 1. Belchamp Otten Community Woodland project (Item 2332.1) – Former Councillor Mark Skellett had confirmed that all three landowners approached at Belchamp Otten had declined to take part in this project. The PC were not in a position to purchase land for the project, because of their limited resources and they also noted potential problems with public liability if residents used equipment to prepare and maintain such a site. Although supportive of the idea, the Council therefore concluded that this project could not be taken forward at this time. They wished to record their thanks to Mark Skellett for his work on this project. 2. ECC Salt Bag Partnership for 2020 (Item 2334.3) – Members wished to thank John Clarke for agreeing to store the salt bags at his property.

The electors of High Garrett consider themselves more part of Bocking than the parish council area of Gosfield. The following roads – Kings Road, the remainder of Warne Avenue, part of Bailey Bridge Road and part of Boleyns Avenue (approximately 400 electors) which are currently part of Bocking South known as Bocking (College) polling district should now be included in this ward. 2 Bocking South 2 4587 -2% This ward consists of the existing Bocking South Ward less approximately 400 electors transferred to Bocking North (see above)(4079 electors). In addition 508 electors living on the north side of Rayne Road, Chadwick Drive, Malyon Close & Peel Crescent. This makes a logical boundary along the main thoroughfare of Rayne Road. 3 Braintree Blackwater 3 7561 +8% This ward consists of the communities (4843 electors) on the northern side of Coggeshall Road linking to Marlborough Road and Mountbatten Road. Within this area is the local primary school of Great Bradfords. The rest of the ward is made up of the two new developments clustered around the Marks Farm Tesco and bordered by the Braintree by Pass (A120/A131). These two communities are included in the catchment area for Lyons Hall Primary School. The Marks Farm Polling District (1409 electors) lies to the north of Coggeshall Road whilst the Twelve Acres Polling District (1309 electors) is on the south side.
